If I could I would give it no stars. This place charges extra fees for liquor and wine without telling you until you get the bill. It is NOT an AZ law fee. We paid over $60 for 3 drinks, super ridiculous. Will NEVER be coming back. The waitress spilled drinks on me and didn't even comp out anything as a courtesy. 11.29.25 - we had a reservation here at 8:30p so we rushed over right after dinner at a restaurant nearby. It was our first time here. There's a spot for photos at the bottom of the elevators. That was cute! Then the elevator opens up right in front of the bar and hostess stand. We checked in and were seated pretty quickly. All seating was out in the patio area and it was filled up if I remember correctly. There may have been a few open tables. We ordered 1 drink each and then went to the next spot. The cocktails come in a Christmas themed mug. One friend ordered a beer so that just came in a normal cup. My other friend ordered a tequila sprite but they put that in a mug. I believe I ordered Jingle Balls Nog. I can't remember if I liked it or not though. There are a few more spots for photo ops here but it's a small space overall. Smaller than I thought it would be. They had some Christmas lights up and some other decor but it wasn't anything crazy. The first thing we all noticed as soon as we were seated was that it was wayyy too bright! I went to Floor 13 for their Miracle at Floor 13 holiday pop-up bar. I enjoyed the festive vibe and decor. I loved how there were ugly sweaters on each chair. When I went, the Grinch was making an appearance. It was fun interacting with him. He was quite the mean one. I highly recommend this place for this specific holiday pop-up bar if you are looking to go have festive, tasty, and photo worthy drinks. The Fa La La tequila drink was so delicious and refreshing. I do not recommend for food. They only had 4 choices for the pop-up bar. We all ordered the Apres mini sliders which were turkey sliders with cranberry, mashed potatoes, and gravy. This bar is located in the Hilton Garden Inn Once inside the hotel, you take the elevator all the way up to the 13th floor! They're open daily from 5pm-10pm and until midnight on Friday & Saturday. Bar was quite small and not too much seating Service was friendly and welcoming Menu had a good variety of small bites and cocktails. Prices were pretty pricey so expect to pay $20+ for small bites and cocktails were $18+. The view was just ok and nothing special. Maybe it's because it was only on the 13th floor so there wasn't much to see other than the roof of other buildings. I was expecting to see a beautiful view full of lights and a nice view of Downtown but unfortunately, the view was pretty disappointing! The Lock & Key ($18) tasted pretty much like a Moscow Mule. Floor 13 Rooftop Bar was the perfect spot to get a casual drink while we were visiting Phoenix. My friend and I love a good rooftop bar and Yelp kept suggesting Floor 13. If Yelp keeps suggesting it, it's a sign to go. Even though it was pretty busy. We were able to find a spot by the glass which gave us a good view to people watch. They do have a nice menu but I went with a bottled beer so I have no complaints on my drink. Last I remember, reservation is suggested so plan accordingly if you go. read more

I visited Floor 13 Rooftop Bar with my two friends on a Friday evening in early March. It was the perfect spot to grab a couple of drinks before a ghost hunting tour of downtown Phoenix. I had the espresso martini made by the bartender Alyssa, and it was one of my favorite espresso martinis I've ever had. Alyssa is pro, and honestly, I'd visit Arizona again just for that drink made by her. I loved the heat lamps to keep us warm, since it wasn't too hot in early March. The decor was also dark and red, spooky vibes to match our event following drinks. Had a fabulous night here! read more

We got the chicken and waffles (chicken was the only thing we loved). The waffles (ego waffles from the store would have been better). The steak sliders....steak tasted like it was made days ago and reheated for us to eat. The sauce they put on the sliders was yummy! As the name suggests, it's a bar that sits on top of a rooftop and it offers you some amazing views of the Phoenix skyline. They have an adorable holiday pop-up, Miracle on at Floor 13, that runs from Nov 21-Dec 30th, Sun-Thurs 5PM-10PM, Fri & Sat 5PM-12AM. I got the Christmasaurus ($21 - pineapple run, mezcal, velvet falernum, apricot liqueur, lime, coconut milk, toasted cumin, coffee & pineapple syrup, and aromatic bitters): I know, it's a lot of ingredients. It tasted a lot too. Boozy and complex, I'm not sure this was for me. I took a few sips before I gave it to my friend, even. For food, I got some sliders that were essentially was Thanksgiving leftovers. Turkey, gravy, cranberry sauce, and some mashed potatoes nestle in between some shiny buns. It was $21 for three sliders. Gotta love those DT Phoenix prices. And since it was Christmas themed, there was a very ornery Grinch walking around. Floor 13 Rooftop Bar in downtown Phoenix is currently hosting its Christmas Miracle Bar pop up and is bringing all the holiday vibes to the dessert. I got the Christmasasaurus drink which was made with Mezcal and had a delicious, Smokey flavor while my partner had the Jingle Balls Nog, which was so cozy and tasty. These came in the cutest cups which brought all the holiday vibes. We got the flatbread to share which had cranberries and was so unique. I loved how all the flavors combined together and had the perfect mix of textures. We got the s'more's for dessert which was so fun to make together! The grinch was walking around interacting with guests which just made the experience even more fun. The interior is decorated so perfectly, even with holiday sweaters on the backs of chairs, giving it the most fun, beautiful feel. I enjoyed every second of this experience. You enter through a seperate elevator from the hotel which is also decorated, making the entire experience feel even cooler. 12/10 would recommended if you're looking for a fun holiday experience to share with friends. Horrible and racist!!! Hear me out, as I'm not one of those humans who scream that everyone is racist unless I've literally had a racist experience. My daughter and I wanted to come to a rooftop place to have din din and to watch the fireworks since she was visiting me from out of town. When asking where we should go, Rooftop 13 was mentioned with a side eye which, should've been our first red flag to not go!!! Upon arrival, we immediately noticed that there was a lobby full of guys who gravitated towards us asking if we were going up to the rooftop. ( There was a fraternity convention going on at the convention center nearby that we had no idea about, so these guys were apart of this event and we're also wanting rooftop entertainment with cocktails and fireworks). We all piled up in the elevator getting to know each other , taking any the convention, and went to the empty rooftop. Side note: There were 2 couples already up there eating maybe 3 tops! As we walked off of the elevator the guys walked in and my daughter and I were stopped at the door by this racist girl, who told myself and daughter that we couldn't get in and would need to pay $30pp or that we had to have a reservation. The guys had no idea what was going on at this point when they turned to look at us. I'm like (in my brain)," to come in to a empty place, to order and to eat"? The girl, was rude and snotty about it! Like, VERY RUDEEE(WITHOUT GOING INTO DETAIL) Unprofessional!!! Rather than to argue with Ms racist, I told my daughter, let's go somewhere else. As my daughter and I turned to leave, the group of fraternity guys came out and asked why we were leaving and after we told them, ( they weren't having us being treated this way) and told us " come on we got Yall" walking us back in. (These guys told us that they too experience something similar by this same girl and told us what happened earlier in which, they were able to finally get in). In my opinion, the lady who works here is clearly having a 1960s moment but was probably born in the 1980s! Yesss these guys were true gentlemen!!! We were finally able to get in but these guys did not like the treatment from their experience on top of seeing what we experienced, so we all collectively decided to leave this place and go to another place where we would be "minority welcomed". We all left and walked to their (HILTONS)competitor. HA I would love this hotels management to call me because no humans should be treated this unfairly regardless of race!!! I'm sure that Kathy, Paris and the entire Hilton brand would be flabbergasted at the way we were all treated as minority humans!!! I've met Kathy years ago and she was such a down to earth and nice human to me! I'm sure that the Hiltons would literally take action had they known about this behavior! The fact that there was another lady employee standing in the corner listening and looking at her peer in disbelief, was diabolical!!! She literally froze up! The funny thing is, my Daughter and I thought of staying here during her next visit into town but NEVERMIND! It felt so nice to have a bunch of respectful guys to come to our rescue and to make sure that we were safe and treated properly! It's hard being black, but it's lit! I LOVE IT HERE!!! I don't recommend staying here nor eating here if you're a minority, because if they are OK having someone who treats humans this way, they don't deserve our business. I'm a loyalty member and will definitely let the Hilton brand know about this experience in which, we minorities should not have had to experience! Came here to check out the Christmas Holiday Pop up. Spent $20 for valet parking when all the guy did was tell me to back up my car in a space and not hit the car by me. They don't offer any discounted rate and there is NO validation even if you parked in a lot. While the ambiance and decor is super cute from the minute you step into the elevator taking you to the 13th floor, the experience itself was disappointing. First, I'll discuss what I loved. The Christmas decor, the lights, the perfect stations for a good photo opp and the fact that they had blankets on hand to keep you warm. Now let's get into what didn't work for me. Yes, it's a pop up and I expect the drinks to be costly but at $21 for one drink, I expect to be able to get a drink how like. I asked the server what is the sweetest drink and she told me. I get the drink, it was NOT sweet and all I could taste was alcohol. I asked if they can alter it and make it sweeter and the answer was no. She then proceeded to tell me that that was the sweetest drink and all the other drinks would be just as strong so I could order a wine or request a different drink ( not on the menu) which I did. My friend requested another drink but asked if they could avoid putting any alcohol in it. Again, we were told no and that there was only one option for her. So let me get this straight, we're paying over $20 for one drink and you can even't make adjustments. There were no mock tail options?? Apparently the drinks are batch made/. We ordered the s'mores kit. They give you quite a bit of marshmallows and chocolate for two people but barely enough graham crackers so we requested more and honestly they still were stingy. FYI, they automatically add an 18% service fee and I asked if that was the tip and was told yes so just so you are aware for those who don't pay attention to the bill. Overall, glad I can say I've been here once to experience it but this was my first time and will be my last. I've been to better holiday pop up experiences that I feel were worth every penny. The environment is a 10 but I the experience itself and cost associated with it was between a 2 or 3. It took nearly 20 minutes to be greeted and only because I flagged the server down, no water unless requested, no water refills offered, but one star redeemed because they did offer hospitality and customer service when we couldn't drink our drinks because of the sweetness and we greatly appreciated that. read more

I wanted to love this, I was staying at the hotel and after a long day just wanted to enjoy the sunset and some great food, the sunset did not disappoint. I ordered the twice baked potato skin (chives stracciatella, roasted tomato, basil, lemon evoo) Generally a twice baked potato is scooped, mashed and put back in the shell. This was a scooped potato skin with a dollop of cheese and a grilled tomato and that alone could still be enjoyable but alas it was anything but....It was darn near inedible and when I decided to bail on dinner and just go straight for the dessert a lemon curd cake with raspberries and honey. I can hardly describe the stale dry cake with the gelatinous curd. If you want to watch the sunset, try another rooftop. This was by far the worst food since being in phoenix and that includes the airport breakfast sandwich which was gourmet compared to this. On top of this.. When we brought it up to the server she laughed and then had to ask for a calculator to see how much we should have been charged. They actually tried to take exactly $100 extra from us. We couldn't have been happier with our choice for a Girls Night out! Our servers Liana and Jeff were pleasant, kind and efficient in their service. The fun Holiday drinks made by mixologist Alyssa were served in fun glassware which you can actually purchase the glasses for a gift. Alyssa made the drinks and was wonderful at accommodating my request for an out of the ordinary martini. The martinis were served in a snowflake old fashioned champagne glass. I went for the Miracle Pop Up, and it was cute kitschy fun. I like the atmosphere of the Christmas fun, including a visit by the Grinch! They had a lot of rules told to us when we sat down, but then they seemed to run behind and we had trouble paying, despite being told there was a firm 90-minute time limit. Despite that, we still had a good time. It was nice they offered us blankets, too. The drinks were cute in the themed glasses. We had a variety of drinks, and most of them were good, although on a spectrum. My favorite was the Christmasapolitan, which had really good flavor, although maybe the least interesting vessel. (Still, it was a cute coupe.) The Yippee Kai Yay, Mother F***er was also not just fun to say, but tasted great. I'd pass on the Carol Barrel, though. Strange flavor. All in all, the drinks were good, though. The food, however, was absolutely horrible. I ordered a flatbread that came out cold and only got more inedible as I tried to eat it. Weirder yet, it came out with pesto, even though the menu did not say that it contained pesto. My friend got some bruschetta that was small, overpriced, and not particularly tasty. The s'mores plate only came with a few marshmallows, but there was a bunch of fruit on it, which isn't really what I expected from s'mores.
