I have a literal shelf in my haircut now, which is the same issue I spent two years growing out. I told him this before cutting that I had done that, and I left with a shelf worse than the one I had come in with. After the revisit-- it was EVEN worse. The tell-tale sign will be over the next week or two - as I've noticed a quality haircut will have your hair grow very evenly whilst a bad one looks horrible after three days.
