Very dishonest management! They will charge you unfounded move out fees for wear and tear. Charged me for utilities that I already paid at move out. Management will do anything not to speak to you. Will take months to respond to emails if you're lucky. They are terrible at maintaining the roads during the winter. It takes months to fix the roads and parking lot. Do not move in here. Unless you have no other options, and even then, keep looking. I tried moving in here last year on the 3rd floor. The roaches in the apartment were insane, my air went out in the beginning of July, and moving in there were ample things that needed fixing. I too read the reviews before moving in Harbor Apartments and seen the complaints and thought maybe it's not the office or maintenance so I took a chance since the Apartments were spacious. Let's start First.i requested the top floor when I mention it to the staff she said she would check then of course they didn't have any.i couldnt get out my contract so I stayed a year.Secondly, I called and place an order over and over the a/c did not work. Maintenance came and said they need a particular part and they never came back so my Apartment was hot all summer and it was hot in that apartment. I decided to not renew my lease and made sure my rent was up to date, gave them the correct notice, clean and made a video of how i left the apartment. I find out from Jetty that I owe them and I wondering thats not possible when I called Habor place to speak with someone in the office so they can explain the claim they referred me back to Jetty. Now Jetty is the third party for security deposit but they don't do great investigating. I can't get back into the portal to prove my rent is fully covered and paid. Of course I didn't get my deposit back yet.it has been since 2025 and it took me this long to write a review. From the presentation to the time i left the concern about their residents was All a Comaflouged. This was a very stressful situation and I don't recommend this place to anyone until Morgan company listen to the neighbors investigate All staff.take the responsibility. PS, even parking was disturbing you leave their and still had to walk ways back to the apartment because of no parking space where you live. I've received 4 eviction notices from Harbor place and yet I have never missed a payment. Each time I let the office know and they have failed to address their issues. If you can avoid living here do so at all cost. read more

I have Benn Living here for almost 7 months, not happy at all. Maintenance people, are not profesional. They mess everything and fix nothing. And Rude. What a shame they have a job because the rentals. But they think that we have to kiss their hands* to get the service that we pay every month. Unfbeliavable. read more

I really like how quiet it is here, but I have some unfortunate issues here, the smoke detector keeps going off at random times, I reached out to the maintenance department a few times, they came out to fix it but it keeps going off after they came out. The heat wasn't working for 3 weeks, thankfully that was fixed. I was leaving for work a few days ago, I find my car broken into, they stole my airbag. I was so irritated. I reached out to the leasing office, no response. Now I'm afraid to park my car on the property. This cost me a day of work and out of pocket expenses. I hope they compensate tenants for the misfortunes. I'm tired of calling and complaining about issues here. read more

UPDATE: Kim B is not the property manager at Harbor Place. Just beware before leasing at this location. RE Where do I start. JUST DON'T MOVE HERE. This place has caused me so much grief I can't bare to speak. I have lived here less than two months and I feel completely unsafe. I have lost money here and quite frankly I can't afford to live in a place where bad things keep happening. I honestly feel targeted. So to begin. I had my car towed because the leasing Specialist "Kharen"did not give me a parking permit. I had to lose a day from work and pay $35 to pick up my car. The towing fee was covered by the apartment that time. The placed was received dirty. My first vacuum was a cringing moment. Then there was the time I had my car tires stolen. Yes all four. The property manager claims this is not common. The neighbors explained a different story. One neighbor explained that it happen to him within the last few months and up to three times. That is $500 each incident with insurance. Parking is ferocious and limited and your guest has to pay as well. Neighbors petitioned against this paid visitors parking and yet their wishes were not valued. I have not heard a single neighbor say anything positive. Nothing. Here is the kicker. My rental car got towed. Granted due to being exhausted and having my car on bricks for a week. Parked in one of those reserved spots by mistake but they are scattered throughout the parking area. Had to miss a day of work there too. This is on top of noisy neighbors.This has affected my job and my well being. I can't sleep, my appetite is crazy, and my already bad tension headache are worst. I wake up early morning to look out the window. This has truly been a horrific experience. I am waiting on Kim B to respond. I am ready. My 1 would be for the fact the Property Manager Isabella was nice and same for for the resident service Specialist Doris. Both of them was at least polite minus the leasing specialist out front. Both of these people named are professional. I named names so you can really consider your options before moving here. I can't make this up if I wanted to. "This place is TERRIBLE. I've been having problems since the day 1 of moving in (7 months ago) . Every-time I put a order in, they clear it out without fixing the problem. They will find the cheapest way to "fix" your problems. I have been lied to constantly, but they change their "leasing professionals" like every two months, so who is suppose to be held accountable? If you Wana move here, get used to hearing the person above you open and close their dressers or walking around at all hours of the night, loud creaking and snapping sounds over your bed. So loud that you don't even know if someone is in your home or not. Brace yourself for the paranoia that comes with it. But now it's spring and we have HUGE tree ants. They lied about the price of the apartment and the amenities included, and save their ass on the Contract by saying "may include", and my apartment doesn't have the options that I was told I'd receive, and didn't even do a walk through. I wouldn't wish for my worst enemy to live here. Let alone PAY for it read more

I live at harbor place for a year with my husband. The parking is ok but you'll soon find out that you have to put to get a reserved spot and if you go to the leasing office they take their time getting you one...that wasn't even my main issues. I purchased a brand new car 2/20 and parked it in front of the leasing office on 3/31 my tires and rims were stolen and on 4/6 they culprits came and stripped my car completely !! Mind you my husband and I request additional security and was told there were 'under cover' officers doing patrol ...yeah right. we can count on our hand how often we saw someone. The manager "AJ" at the office was of no help. She didn't office any solutions until CORPORATE got involved however they never once offered to help with anything for the car. They did let us break the lease only to double charge us a month later. The leasing office manager work ethic and demeanor is trash to simply put it. The lack of attention is sad. DO NOT MOVE HERE AT ALL IF YOU WANT TO HAVE A PEACE OF MIND OR HAVE NICE THINGS. read more

As a guest who visits frequently this place has been an ongoing nightmare for parking. They work with a predatory towing company called Fast Lane Towing. They have towed my car and a friends car over 5 times! They claim the visitor parking app has issues but I think they just prey on guests of tenants who don't park on the street. Beware! read more

Grading this community is very difficult, I do not feel that they are even worth one star!!!!!!! I lived in this community with my children from 2015 to 2016 and they are still ruining my life. When I moved out of the apartment the unit was in great condition, I fulfilled my one-year lease agreement, I bought back my passes and keys and most importantly my rent was paid in full consistently. The management office manager was upset that I was vacating and the company posted unwarranted charges in my name. When I left I did not owe a balance but now as I am trying to rent from other communities I am being turned away because of an erroneous balance of over 5,000 dollars. I honestly don't see why this place have bad reviews. I have loved every moment of living here. I moved in nov 2018 with my infant son on a $1405/mth special. Felt completely safe. No issues with parking, Security comes in the middle of the night to check the area, and my neighbors are quiet. Everyone have pets but I don't smell them nor is the grass trashed with poop. When I was late paying they were patient and worked with me. I have not seen 1 bug im my place which was very important. Management is very good with communication. Maintenance is really good with responding. I just submitted my lease renewal and look forward to another year. read more

I had to rate this a 1 in order to post.....but truly this place is a .5 This property is not a great place to stay you pay as much as you would for a house and recieve terrible customer service and out dated buildings. I have lived at Harbor Place Apartments since June 2017 and currently fighting to break my lease with no penalty. Where do I start first and foremost they will sell you the dream that your apartment will come with so many different amenities first off all there appliances,heat and air are very much so poor in quality the washer and dryer in the unit is great but they are seriously tiny. The buildings all have an odor that seems to linger and its not just the weed smoke. The apartment itself has many cracks on the wall that maintenance just paints over and never acknowledges (trust they did a great job patching things up), the weightroom you see in the pictures is just a three bedroom apartment with weights and excercise equipment in it. This property is stealing money left and right. To quote the first review on this property "So be prepared to pay between $70-$150 for gas, water, sewer & trash and that does not include your electric bill from PEPCO" but also you might want to keep in mind your cable and internet. As stated there is No visitor parking and the tow company seems to just lurk around and tow anything that is not moving (there have been tows done to cars that did display the correct parking permits). The property manager Isabella along with Ms.Willoughby (may have spelled wrong) are often never around and on extended lunch breaks around the time many residents are off work and ready to resolve any issues. Financially they have stolen a few payments from me, which me and my financial institution have caught and produced proof needless to say they denied and went missing for like a month as they swear they had a meeting in pennsylvania. By all means rent to own a home or just live elsewhere because this property is all about money and they treat every resident terrible. But a plus Maintenance may have done a crude job on the apartment before we moved in so we may be inheriting someone elses mess but as a whole this team currently is rocking it but management still finds a way to put them down. STAY AWAY FROM HARBOR PLACE APARTMENTS AND MORGAN PROPERTIES AS A WHOLE. 9 times out of 10 I will break my lease and move on to a house or overall better living situation. read more

PLEASE STAY AWAY FROM THIS PROPERTY!! I lived in my apartment for over five year upon move-out the property kept my security deposit for a CARPET CLEANING FEE after five years carpet must be completely replaced. Harbor Place will nickel & dime you the utilities are OUTREAGOUS the apartments are not individually monitored. So be prepared to pay between $70-$150 for gas, water, sewer & trash and that does not include your electric bill from PEPCO. The buildings are sometimes nasty trash out front, trash all throughout the building, weed smoking in the buildings, very very thin walls the property manager you can't never get in touch with the property manager she is never available there also is NO VISTIOR PARKING. PLEASE DO YOURSELF A FAVOR AND TAKE YOUR MONEY TO ANOTHER COMMUNITY with better staff and a better upgraded apartment don't be fooled by the location and name of the property STAY AWAY. read more
