Next, to my surprise, prior to my move in the complex did something in the unit that caused a very strong toxic smell -,cleaning products, insecticide, bathtub reglaze? This caused a severe asthmatic reaction! Allergist advised to get out of the apartment due to environmental concerns. I notified management that I needed to break the lease due to the toxic chemicals. Apartment management did not care and sent an email stating a 2 month penalty to break the lease was required. Never moved in based on the severe asthmatic reaction. Based on my experience, with the unresponsive management team and the toxic chemicals in the apartment I recommend avoiding this apartment building and any Windsor communities if you value your health. There are many other apartments in nearby that are in the same price range that have responsive management and no strong toxic smells.

I was disappointed with my experience here and will not be recommending this place for future apartment owners.

Rodents, Mold, HVAC Failures After 5 Years at Dominion…read more WARNING: MICE VIDEO MAY CONTAIN GRAPHIC CONTENT. We lived at Dominion for 4-5 years without major issues until Fall 2025, when we began experiencing a mouse problem in our unit. From September 2025 through February 2026, we caught a total of four mice in the apartment. Management did respond and scheduled repeated visits from Eagle Pest Control over several months, placing multiple traps throughout the unit. On our final clean-out day -- after the apartment had been mostly empty for several days except for a sectional -- we discovered a dead mouse on one of the snap traps that had been placed in December. The odor was extremely strong, indicating it had likely been there for some time. This was after months of weekly visits and assurances that activity had slowed. In addition to the rodent issue, we experienced recurring mold buildup in shower crevices and along window sills during our tenancy, as well as a leaking ceiling at one point. These conditions required ongoing cleaning and monitoring on our end. Throughout the pest process, we were repeatedly instructed to rearrange furniture, clear cabinets, and prepare the unit for inspections. At times it felt as though the burden of managing the issue was placed on us as residents, even though we had maintained the same layout and living conditions for years without any pest issues prior to Fall 2025. Management's involvement noticeably increased after we posted our initial review, which they asked us to remove. We chose instead to keep the review up and provide updates as the situation progressed. We also experienced persistent HVAC failures during Summer 2025 severe enough that management provided us with a window AC unit. The shared washer/dryer appliances are frequently in poor condition and difficult to have replaced. During conversations with neighbors, several residents shared they were also dealing with mold and pest concerns and planning to move out. To management's credit, they did offer two options: early lease termination without penalty or transfer to another unit. We chose to terminate our lease and move. We requested a rent credit during the months the pest issue was ongoing (September through January). That request was denied at both the property management level and the regional management level. For anyone experiencing similar issues, it's important to know you do have tenant rights in Virginia. Tenant association meetings, city complaint channels, rent escrow through the court, and tenant advocacy groups such as BuGATA can help you understand your options. We are sharing this update so others understand both the seriousness of the issue and the steps available if they encounter something similar. What makes this especially disappointing is that we were inconvenienced by a problem we did not create and could not control. We maintained our unit consistently for years without issue prior to Fall 2025. Yet the disruption, preparation for repeated inspections, and ultimately the decision to move fell entirely on us as residents. Even after relocating, we are still dealing with outstanding charges and final billing questions related to our move-out. It is disheartening to feel that the ongoing impact of this situation has been absorbed primarily by the tenant, while the larger property operations remain largely unaffected. This experience has been both frustrating and saddening, particularly after multiple years of tenancy. We share this not out of anger, but out of disappointment.

TLDR: Nearly $1,000 wasted after my fridge malfunctioned TWICE in my FIRST TWO MONTHS. Management refuses compensation despite their huge profits. Photos attached show some spoiled food (discarded most before someone informed me I should document everything) as well as notes from maintenance as proof that the fridge was broken. Moved in March 15th with an intermittently malfunctioning fridge. Initially seemed functional (light on, somewhat cold) but first groceries spoiled prematurely. The fridge sometimes worked- so when I grabbed food from the fridge it was not obvious it was broken. Second grocery haul also spoiled quickly. On the 26th, discovered spoiled meat and barely-cool shelves. Lost approximately $700 in groceries and temperature-sensitive items. Manager Michelle refused compensation, claiming they "don't compensate for unexpected malfunctions" and that fixing it "timely" was sufficient. By April 30th, fridge broke again, wasting another $100. When requesting compensation, Michelle hung up on me, demonstrating complete disregard for residents' financial losses from their negligence.

They signed a lease because a friend signed and they were both new to the area. Move in was a nightmare. Even though the leasing office knew the date and time, they even helped reserve an elevator, her packet and keys weren't ready. No one locked the elevator so we had to keep waiting for the correct elevator to come and navigate all the people in and out of the elevator. The wifi and dishwasher weren't working. You have to use the building's internet provider which is expensive, and very unreliable. There are often non-residents (not guests of a resident) hanging out in common areas. Some of the outer doors break and are unlocked allowing easier building entry. The elevators are constantly broken. At one point, only 2 main elevators were working. Finding dog pee/poop in the elevator and hallways are a common occurrence. A car was stolen in the garage because the garage is easily assessable since the garage doors are usually broken. There was a murder suicide recently and management barely acknowledged it. There was a huge flooding incident which destroyed half the building's residences. As of May 2024, for a one bed/bath, on top of rent and internet fee, residents also share the expenses of the building and a separate electricity fee which adds an additional $200-$400 per month. Parking is $125 per month. They will not renew because of the security issues and frankly, many of the residents are inconsiderate and they raised the rent by $100 even though new lease prices are lower.

The entire staff, including the concierges, the housekeeping team, and the maintenance crew, always bend over backwards to provide friendly, professional, and timely service. A special shout-out to Starr, Shiree, Breanna, and Mashanda at the front desk. Maria, on the housekeeping staff, is also too awesome. Our pup, Jefferson the Wonder Dog, absolutely loves it here too. He's a big fan of the enclosed "Paw Patches" on the second floor and the dog treats at the front desk. Overall, we couldn't be happier with our decision to call the Bartlett our home.

In addition, the front desk staff responsible for giving the tour were rude, unprofessional, and not helpful at all. This property needs to urgently improve its system and staff training, as the experience we had left a very negative impression and does not reflect the level of professionalism one would expect.

If you're looking for affordable housing in Arlington, VA with all the essentials of modern living…read more(parking, metro access, on-site laundry, pet friendly, high pressure water, and a fitness center) *without* a hidden "catch 22" like rampant bugs & mice -- you've found the right place and should submit an application ASAP before the unit gets booked. The units here go quick for a reason! And I've met residents who have been here for up to 18years! Spoiler - if you were like me struggling to decide between other "cheap" apartments in the area like Fillmore Gardens, Dorchester, or Barcroft - this is the best of the bunch. In all honesty, living in the "DMV" (DC-Maryland-Virginia) is tough. It's very difficult to find a "nice" place to live that won't break the bank or force you into a long commute. Worse, bugs are a problem everywhere. Unless you can afford the ritzy new high rises built after the year 2000, there will be bugs I can guarantee it -- this area is literally a swamp. I am very organized and clean, but these buildings are old and DC has the worst rat problem in the country which promotes the spread of these pests. Fortunately, Oakland Apartments has largely kept the roaches, rodents, and other pests under control--which stands in stark contrast to other complexes which have given up. To get an idea of how meticulous and timely the maintenance staff is -- just look at the lawns. They are a lush and consistent deep green. Now for some details... For Commuters - There is a bus-stop on site with connections via 16A or16C to the Blue/Yellow Metro lines at Pentagon or Pentagon City (10min) or to the Orange/Silver lines via ART 41 (10min). The 16Y also stops here and will take you straight into DC (45min during morning rush hour). There is a Capitol Bike Share station right across the street (which is faster than the bus for short trips). DCA Airport is also a short 10min drive away. And best of all residents get a free parking space with each unit. 2 & 3 bedroom units get two spaces. Spots are almost always available unless you are arriving after midnight. And even then there is nearby street parking if you or a guest needs an extra spot. For the Foodies - There is a Chipotle, Wendy's, Boston Market, Papa John's, sushi and lots of hispanic and asian cuisines nearby. 7Eleven is right next door and has an amazon locker for the online shoppers. For Families - There is laundry on-site, which is okay, but even better is the 24hr laundromat right next door. There is also a small park with climbing structures and ample grassy areas for games. There are a ton of families here, so chances are your kid under 7 will have plenty of playmates. The elementary/middle school is a 3minute walk down the road and also serves as the polling place for elections. So you don't have to travel far to vote. An underrated aspect of Oakland is safety. There are two cops which live on-site. They have reserved parking near the entrances which serves as a visual deterrent for criminals. I've had my car or seen a friend's car broken into in Clarendon and in DC. I've never had any issues here. Even when packages are left out I've never had one stolen. Another underrated aspect of these units is the wall A/C units. While other apartment complexes have centrally managed temperature control, Oakland gives you the power to control the A/C or heat any time of year. At my last apartment the A/C was shut off from mid September to mid April... and there were many weeks during that season when the temperatures rose into the 80s & 90s. It's been nice to have full temperature control. All around, at this price Oakland is almost impossible to beat.
