The person working here is so rude! My 7 year old was standing in line for Rita's out front of their door and he banged and shooed her away with a nasty face. He does not need to be so rude and disrespectful. She can't see the small sign on the door which is several feet taller than her and everyone was doing it. If someone (which no one did) tried to go to the restaurant, they could have just kindly said "excuse me". I hope he changes his attitude. I'll never even try this restaurant. read more

I have had food ranging from OK to pretty bad. I have had friends who really liked what they got though, so maybe it is a matter of personal taste. Service is fast, and prices are good. It is just hard to be that positive about food I didn't particularly like. If you are just looking for some fast basic American-style Chinese food, this will likely be fine. read more

Very bland food despite getting Hunan and schezuan and asking for extra spicy. Protein in all the entrees (4) were very skimpy and tough/chewy. Looks like the photos were taken right after "annual cleaning day". The last few times I sat down while waiting for my order, the chair stuck to my butt when I stood up. They have many delicious items. Quick delivery time. Some inconsistency from order to order. I don't mind paying the price for good food, but they stretch it up a bit. This review covers three different dining/delivery experiences. The first two had me concerned. The food was not what I had experienced in the past so I stayed away for about a year. Just recently I had house guests who wanted Asian carry out so I decided to give them a try. The food arrived and I am thinking Gordon Ramsey must have shown up and kicked b---t. Honestly. This place is trash. Save yourself the money and LONG wait time for either delivery or carryout and go up the street to China Garden in Bay Dale shopping center. I only eat here once every couple of months because I live practically next door and I'm dumb and hope that they'll return to their previous quality of a couple years back. Let down every single time. If the price was cheaper I'd be a little more understanding but you're paying $12-15 a meal for food worth $1. You've been warned. read more

Quite possibly the worst "Chinese food" I've ever eaten... and that's saying a lot. I'm not particularly picky, and not a snob for authenticity (I enjoy Americanized Chinese food too), but honestly, Panda Express is more authentic than this place. We ordered the orange chicken combo with fried rice and an egg roll (generally a safe bet, especially since they distinguish between orange and General Tso's), shrimp lo mein, and the hot and sour soup. Every single dish was bland, bland, bland. No seasoning on any of the meat, no green onions in the fried rice, the egg roll tasted like cabbage and bland pork. Just bad. The shrimp lo mein was, according to my wife (I'm allergic), completely inedible. Let's get one thing straight: it is nearly impossible to ruin shrimp for a seafood fanatic like my wife. She poked around the quart of sloppy, tasteless noodles and picked out the pieces of shrimp (also tasteless) for about a minute until she gave up and asked me to throw it out. Unacceptable. The worst offender was the "orange" chicken (there was nothing orange about it). It tasted like quickly fried, slimy chunks of meat drenched in a slightly sweetened brown sauce that was completely devoid of anything remotely resembling what a normal human being would call flavor. The price is not particularly competitive, but not outrageous either. The portions were fairly large, but look at it this way: do you get a lot of food? Yes. Will you want to eat it? No. We threw out over half of our order. $26, completely wasted. Honestly, I'm a bit upset that I have to give this place one star, but I would do so simply because the lady at the front counter was very pleasant. That's the most positive thing I could say, though. Would not recommend. Would not go back. Would warn against ordering. read more

Great little spot that's close to home. Every time I have stopped in, friendly kid meets me at the counter, the food is fast and fresh, and when I get home my family smiles and we all get a full belly. I'm not really sure what the reviews from 2017 are all about... maybe new management or maybe just some whiny people wanting to be food critics. If you want something fancy, go somewhere fancy. This is a takeout counter in a strip mall. If you want something tasty and close to home, joy luck is a great spot. read more

This was once the best and the "chain" was consistently above par ... the last time we ordered the food was tasteless and unsatisfactory. There isn't a single thing remotely resembling and 'Asian Entree' on this menu as Joy Luck IV is a purely typical Americanized quantity over quality 'Chinese' delivery joint. With all due respect to the first reviewer, honestly if you're going to write about something that other folks are actually going to rely on for factual and insightful information and you cannot provide that then it would be better to not review at all. Rant-ended. If you like tons of corn starch soaked poorly fried bits of 'meat' drowning in sauces that no self-respecting Asian would get near then give Joy Luck (1, 2, 3, 4 10, 20 whatever) a call. If your idea of an 'Asian Entree' is sweet and sour pork with lots of water chestnuts and fruit this is your joint. If you like quantity over quality (and there is NONE of the latter) and just want to fill up your gut with a bunch of fat and grease and salt this is the place for you. If you actually CARE about having a true Asian experience you're a bit out of JOY and LUCK altogether in the Annapolis area. Quick delivery, good food. Had the moo shu pork, kung pao chicken, general Tso's chicken, pork fried rice, and crab rangoons. The moo shu was a little too salty, but still very good, both chicken dishes were delicious. The crab rangoons were, like all crab rangoons seem to be, mostly cream cheese. Hit all the bases, and they deliver. Not generally a fan of most restaurants in the Annapolis area, most of them don't seem to know what a seasoning is if it isn't old bay. Not surprised this place is reviewed so poorly- they actually have flavors and I didn't have to do anything to the food to make it tasty...unlike some highly reviewed restaurants I could name. read more

This place has gone downhill very fast. Our order was almost 30 minutes late tonight. Called to ask if it was on its way, and they acted like it was no big deal...told us it was on its way. Once the food finally arrived, our food was cold. As we ate our cold food, we started finding either bones or tendons in our chicken. We barely ate half our meals because it was just so disgusting. I went to eat my fortune cookie, figuring it would at least be good. Nope. Very stale and tasted oily...the fortune was also see through from the oil! They must have started using a cheaper supplier for them. If they are cheaping out on the cookies, I'm afraid to know where they get their other ingredients from. We will not come back here. It used to be great! From now on, we will drive to the other side of town to get our Chinese food from Jack's Fortune. I ordered spring rolls, along with my sesame chicken. The spring rolls tasted like processed food you get from the freezer. The sesame chicken was ok, but I'm use to it being a little crispy which it was not. I called to ask if their spring rolls were made fresh, they said yes. It's either a lie, or I got yesterday's leftovers. They were dry with no good taste. They just said sorry. They didn't offer a replacement or refund on the spring rolls. This place used to make acceptable fast Chinese food. Kind of low-quality and inauthentic, but plentiful, and I liked how tender the beef dishes were. But it seems like they've made some recent changes that are driving it into the ground. The last time my husband got the beef dish he normally gets, the amount of meat had been drastically cut down, and rather than a variety of vegetables, the majority of the dish was made up of cabbage. I really enjoy egg drop soup, and had bought it from them semi-regularly, but the last couple of times I got the soup, I saw a couple bits of egg in the soup that were moldy. The first time I didn't see it very clearly, so I wasn't sure, but it was abundantly clear the second time. How do you manage to get mold into egg drop soup?! It takes all of 10 minutes to make! There's no reason it should be sitting around long enough to mold! Unless I hear that their quality has drastically improved, I'm done with them. read more

Again, I can't find good Chinese food in Annapolis. I know good Chinese food exist as I've had it in California and DC. But if you're looking for Chinese in Annapolis, you're probably stuck with Panda Express, which doesn't pretend to have good food but at least you're paying for what you get. As a long time Joy Luck fan, I really disappointed to say that it's just not the same. Customer service: Last night's small delivery took 1 hour 20 minutes to arrive, and I had already called to cancel the order when the poor delivery guy showed up with a package dripping because of the way it was packed. He offered to open the package and credit back whatever was leaking, but it wasn't his fault, so I took it as is. However, eating spicy fried food at 10pm wasn't what I had in mind. Earlier, when I had called to cancel the order, they answered the call with "hello," and then mumbled "very busy, just one driver." Not really a great response to an unhappy long-time customer. Food: While I didn't eat any of the hot and sour soup (I typically order this for the next day, in order to meet the delivery minimum), it has always been dependably good. The spring rolls were very disappointing, little more than soggy fried dough with sparse filling. The kung pao shrimp had very little sauce left after slopping into the bag, and far too many green peppers. To be fair, Joy Luck uses large shrimp, not the small salad shrimp that many offer, and last night's kung pao had them, as well as plenty peanuts. It is my hope that the owners will take steps to bring back the quality and dependability, as we've enjoyed being patrons through the years. read more

This store is extremely unclean, there are ants, roaches and beetles everywhere and a terrible smell. The condition of the back area where the food is made is filthy, terrible odors, trash build up everywhere. The service is extremely slow, the prices are higher then any other Chinese food around. The owner speaks very very very poor English and often makes huge mistakes regarding the orders- and when the wrong food arrives, he will not offer any refund or even attempt to rectify the proper order. I would never eat there again, and I am very concerned for those in my community who are eating this food, unaware of how unsanitary, unprofessional and overall atrocious this store is. read more
