DO NOT BUY A HOME THAT IS MANAGED BY KEYSTONE PACIFIC (Carlsbad Aviara HOA). Worst property management company I have ever encountered. Absolutely no accountability - for both headquarters and local level management. Aviara HOA refuses to enforce community Rules & Regulations and allows residents to do whatever they want! They acknowledge the countless violations and then make excuses why they can't/won't enforce them. Why pay into a HOA governed community if there is no enforcement of rules? The rules are there to keep up property values. If that is what you are expecting, look elsewhere. If you are considering moving to Carlsbad Aviara community expect to see an aging community with poorly maintained homes and yards, use of car covers, and garages not being utilized (cars instead parked on street). It used to be great place to live, but unfortunately the HOA has allowed it to go downhill! read more

If I could give this company 0 stars, I would! We pay $450 a month in HOA dues and receive little to no value in return. Yolanda and Tulu are extremely unresponsive, communication is nearly nonexistent, and getting a reply is rare. Work orders are frequently closed out before the issue is actually resolved, which is both misleading and unacceptable. To make matters worse, vendors are sent out without confirming a day or time, so appointments are missed and nothing ever gets fixed. It's a complete lack of organization, accountability, and basic customer service. For the amount homeowners are paying, this level of service is unacceptable. This review is for Billing not HOA management: I am managing my parents' HOA payments and was unaware that the monthly rate had increased--we had been paying the old amount for the past two years! Since the account was on auto-pay and they don't have an online account (to avoid adding complexity for them), this issue only came to our attention when we recently received a statement from the HOA office. While I understand this was an oversight on our part, it would have been helpful if the discrepancy had been flagged earlier. The statement itself was not very clear, it just said Balance Forward with no clear breakdown so I reached out to speak with someone in billing. Leira was extremely helpful and patient in walking me through the payment history, which I greatly appreciated. Fortunately, the late fee was minimal since payments were still being made consistently. That said, I believe there is an opportunity for the HOA (LCOCA) to improve how these issues are identified and communicated. With how busy life can be, it would be beneficial for homeowners if such discrepancies were brought to attention much sooner. read more

They just took over the management of our condo association a few MONTHS ago. They are completely disorganized. There has been turnover of staff during this short period. People don't know who is handling what. I've been given names of multiple people when I asked for property manager for our condo association. Basic courtesies such as phone calls are not returned. I have been waiting 3 months for them to send out landscapers to fill a hole in the slope that a coyote dug for a den! At least 5 phone requests and still not done. A glitch in their auto-pay system caused a snag in my continuous auto-pay of nearly 2 years, and they assessed US an additional $25. I live in an HOA where Keystone Pacific is the property management company and my roof gutters are in need to repair. I submitted a work order about 6 months ago. At first they were pretty good at returning my emails and giving me decent updates, now they do not respond to my emails and I've only requested updates. I would like to update my review of the handling of the sewer line break in our common area in our community at Heritage 1 in San Diego, CA. As of this date the HOA and Keystone Property Management has not given the Homeowners an answer as to taking any accountability in helping us repair our units. We have been told they have given the information to Legal to help the process along but when I email or call the Attorneys office I don't receive a call back or response to my inquiries. The same situation with the other two homeowners that were effected by this water intrusion. I guess next step is to pursue legal action in this matter, it's too bad this could have been resolved amicably. The Property Manager also stated that the HOA is not responsible but still is not being up front with a clear answer from Legal or Management. Christian Villalobos and this company were fired from my HOA and while leaving I still have not been paid even though I have shown an invoice for the work done. They don't respond, and they make Architectural Applications very hard to get approved, even if all you want to do is replace an old rusted fence with the exact same thing. They do not respond to emails, phone calls or text messages. They are terrible. Our garage door was damaged from some one backing into it, to the point I couldn't open the door, in June of 2024. It took them until January 2025 to replace it and now it is unpainted. They are so concerned about the appearances, so why hasn't it been painted? The development also has plumbing issues which they said was going to be addressed by November of 2024. I can't get a simple answer if they are going to re-pipe with Pex or E-Pipe. So far nothing happened. I like my location and view so I have to put up with this terrible HOA and Property Management Company, if you want to call it that. I am a resident at the Rancho Mission Villas located in San Diego, CA where the 15 fwy and 8 fwy cross. I had a vehicle towed on the night of March 12, 2025. However, the reason the vehicle was towed was completely an invalid reason. Per CBC "California Building Code - Title 24 Part 2 - Item 11B-502.2" Car and van parking spaces shall be 216 inches (5486 mm) long minimum. Car parking spaces shall be 108 inches (2743 mm) wide minimum and van parking spaces shall be 144 inches (3658 mm) wide minimum, shall be marked to define the width, and shall have an adjacent access aisle complying with Section 11B-502.3. Exception: Van parking spaces shall be permitted to be 108 inches (2743 mm) wide minimum where the access aisle is 96 inches (2438 mm) wide minimum." The total length of a parking space per code should be at least 18 ft. The parking spot I parked in had about 7ft of pea gravel being store there at about 6 in off the ground reducing the parking spot to 13 ft for a vehicle to park in. In this case, you either park on the pea gravel and risk damaging your tires or you park about 3 inches in the red to avoid the pea gravel. For this reason my vehicle was towed by security. I called Key Stone Property management Ed Paquette in particular "Senior Community Association Manager" where he seemed to be very understanding at first. His initial orders were to get the vehicle from the tow yard - send a receipt and pictures of the vehicle to him and he would present it to the HOA Board of Directors on March 25th, 2025 as a proposed reimbursement for the cost to get the vehicle from the tow yard. The cost to get the vehicle out was $300+. I proceeded with his instructions and got the vehicle out and sent him all the proof and documentation needed the next day. I reached out March 25th to find out what the "HOA Board of Directors" decided to go with, and he proceeded to tell me that he will let me know the following day on what they decide. The next day March 26th I called and emailed him, no answer. I called again the following day no answer. I called a third time April 1st, 2025 and emailed him, no answer (Maybe this was an April fools joke). I called the next day no answer. I called and emailed again April 7th 2025, and guess what, no answer. I then called the office whom I talked to the receptionist, and she was able to teams message Mr. "MIA" Ed Paquette in which he responded to her and said he is emailing me, and he is aware of what the reasoning is behind me calling the Key Stone Pacific Management office. The email I received after all the waiting - the loss of $300+ was the following: "Thanks for your patience. After reviewing the matter with the Board of Directors, your request for reimbursement was denied. The vehicle was partially parked into a red no parking area which was the reason for the tow. Moving forward, please ensure the vehicle is clear of no parking designations before utilizing a space." How about moving forward make sure there are no obstructions within the parking spots that causes a parking hassle for the residents? The vehicle was 3 inches into the red zone due to the maintenance and inability to keep up housekeeping around the parking lot. Because of this we were shorthanded $300 and basically robbed of the money from the HOA and tow company. I will never stay at a complex ran by Mr. Ed Paquette - he certainly does not put his residents first as a "Senior" Community Manager. Nor does he respond to urgent calls or emails when someone is in need. Just basic communication - ensuring your residents are taken care of is what it's about as a community manager. I recommend him to take the "senior" off his signature or retire - there is nothing senior about his property management skills. I never had an encounter with such an incompetent community manager. It's time for him to get replaced. For what it's worth - it took them a week to move the pea gravel from that area. ED PAQUETTE IS NOT A GOOD COMMUNITY MANAGER. read more

Rick Cremin was the HOA manager (Keystone) in Mission Hills Condos San Marcos more than 10 years. He is better than the new management Cori Shipp PropertyADVANTAGE. I never had to worry about myself and my family's safety about tree branches falling when Rick was in charge. Cori Shipp told me the Board refused to take care their own Eucalyptus trees which are planted closed to our fences, and told us (individual owner) to pay money to trim them. And I can't afford to pay that, and those trees are so tall and big trunk branches. If I cut them, they may fall and i will get injured. I wish Rick still was managing these condos, at least he has a good heart to concern other safety. read more

Took more than 2 months to try to get a guest parking, nobody care in that company whatever you try to ask for they never get back to you. You have to call in every single day to follow up and still never get the work done and no explanation. Yolanda and Kaylie took no care of the tenant. When you finally get to talk to someone they will promise to get back to you with response and never do, you will need to keep calling back and they will either put you on hold and voice mail or say it's lunch break and never get back to you. This is the worst property management company. Do not use them! I live at Rancho Mission Villas and we have had three different property managers from Keystone in the last 15 months. Our newest manager is Danielle and her communication is almost nonexistent. She didn't even show up to the last board meeting. This company does not fix things. They close out work orders and the communication is horrible. We just got our new assessment increase in a signed letter from Danielle DuBois dated July 30,2025. I received this August 1 barely within 30 minimum days required for an increase. I received my bill a few weeks later and it was not the same amount that was on the signed letter from Keystone. At the last board meeting in August, Danielle didn't show up.. Jenna Jacobs was there and said she would address this matter and get back to me the following day. She never got back to me and now her email says she's out of town and her voicemail isn't even set up with her name on it. They are violating the Davis Stirling Act Civil Code section 5615. Pilot Management has been our manager for a couple of years now. I highly recommend their service. Our complex has had a few different management companies since I bought here. Pilot is by far the best. Any time I call Pilot Management a person picks up the phone. Very different from previous management companies that required navigating a phone tree. Our manager Gary is super communicative and easy to get in touch with by phone or text. Recently a fellow homeowner found a leak in the pool pump house. Gary coordinated a quick shutoff and replacement of the pipes and hot water heater. The association has been replacing the roofs in our building and I have seen Gary onsite to ensure the work is done well. I could not be happier to have Gary and the team at Pilot management working with our community. read more

We are tenants in a single family home (17 yrs), a property which has been in need of several electrical, plumbing and appliance repairs. These repairs have been needed for a long time (many years) but we're not made a priority through previous managers. The turn over of managers over the past five plus years contributed to delays in resolving repairs needed. With the recent sale of the management company to Keystone, and Lisa Taylor now managing the property, ALL repairs and appliance replacements are complete. I viewed a rental condo and all went well with the Agent (Yani). The next day I turned in my application and fee plus the next day 2 fees and applications for my kids who are just over 18. Understandable by law. However that is where things went bad. I checked almost every day and was told my application was under review. Three days later I am asked for my Social Security number as it wasn't on the application and the next day for one of my kids. Both numbers were on the applications just in small type. If my application was under review the week prior, why was I being asked for these items three days later. My landlord is selling his condo so my time was short for this and did not want to commit elsewhere, until I heard back. Many texts asking for status were met with either "The application was still under review" or no response at all. I felt discarded and disrespected. If I provided my clients this type of service I wouldn't be in business, however as they held all the keys, I was at their mercy. Today I was told they could not rent to me with no explanation. (PS: I have outstanding credit and make good money) They have that right not to give out this information but I sure would like to know. But taking a week when other can do this in two says in ridiculous and unprofessional. Bottom line is: They have no concern for renters (and probably run their HOA business the same way - though I have no knowledge of that but it is the same company). Pilot property management fails to recognize the behavioral issues going on with the residence, we have reached out many occasions to Mr. Bloomberg which he does not care. I will continue to post yelp reviews. these neighbors have over 10 people living in this unit it is a halfway house, they have stolen our packages and our mail, destruction of HOA populated areas, using the carports as their personal storage area.
