Rice Village can be a cool experience, shopping, eating, sitting, window shopping, walking. Free…read moreparking is available in the garage for your first two hours. Note the (free) parking garage can get too full and you may have to leave the garage and pay the $2 for parking. Such a variety of restaurants, clothing, specialty stores, retail, services (cleaners, jewelers, & more), cafes, sweets, and more!

Parking and property management responded to my calls. I was told the license plate recognition…read moresystem (LPR) is relatively new (installed 3 months ago) at the main garage. "Everyone loves it and there are no complaints" according to their representatives. It was installed for "efficiency" and as such does NOT dispense tickets. The gate arm quickly goes up when the photo of your plate has been taken. I somehow did not notice that the arm was down when I drove up to the garage, likely because I was looking at the kiosk to my left waiting for a ticket and looking for a button to request one. I was told this small screened ticket kiosk spells out the details of the LPR process and a small sign attached to the kiosk has the fee structure. There is no law or requirement to provide a ticket on entry nor do they have to notify you in any way the terms of the parking agreement eg LPR and fees. At least this garage has the notifications to be read on entry - if you take the time to read them. I doubt most read them and if they did, it would decrease "efficiency". You are giving implied consent to the terms of the garage when you enter. Those entering the garage may not be familiar with LPRs like me and assume no ticket and gate arm up means "free parking", and unexpectedly losing money with no recourse. OK. Live and learn. Your license plate is captured into their "system". I wonder where and for how long they store my information and do they share it with third parties? Next time, it will be much easier now that I understand the terms, after reaching out to management and maybe it will be worth the "2 hours of complimentary parking". Will it though? What about my personal information? What do you and I agree to when we allow automated capture of our private information? Who is using it? What price are we really paying for the sake of "efficiency" and "convenience"? Where is the true disclosure of the terms of the agreement? I will avoid all garages with LPR, the hidden costs are too high for me.
