To me when I taste pho soup that is that salty, it's hard for me to assume it's a fresh soup that was made from scratch and if it was, it wouldn't be that salty. Taste like the salt level from a Campbells chicken noodle soup. I would assume it's maybe from a powder based but who knows? Overall for under $18, it's not bad, the meat and the fresh herbs make up for the salty soup.
