I called him…read moreand texted him the address where my tenant complained the lights inside the house intermittently flickered. The lights flicked before and then they were back to normal. After checking the electrical panel, he called me and explained to me that the circuit breakers didn't function well. By replacing the circuit breakers, the issue should be solved. He offered me two options. The first option would be to replace the circuit breakers. If the issue persists after new breakers are installed, then the second option would be to replace the panel. He gave me a quote of $1300 to replace the breakers and $977.81 to replace the panel in case the new breakers don't solve the problem. The quote to replace the panel is good till 12/23/2022 so we have 2 weeks to monitor the new breakers to see if they work. To replace the breakers, he was willing to do the job for $1186.45 if I could pay by cash or Zelle so he could avoid tax. I asked him to provide a detailed estimate breakdown of replacing circuit breakers and he refused to give me one and told me he would send it over only after the payment is received. He kept telling me and my tenant the fire hazard is imminent. Feeling the pressure from him, I agreed for him to replace the circuit breakers on the condition that only if his quote is in line with market rate. About 30 mins later, he texted me that the job was completed and the issue is solved. He demanded the payment sent to his number by Zelle. I asked again for the breakdown and he said he will send me later that evening. After numerous text message requests, he finally send me an invoice that night. He asked me to sign that invoice otherwise the quote to replace the panel will not be valid. He never gave me any detailed quote for circuit breakers replacement. Next morning, I did some research online and find out the materials cost for circuit breakers is about $200. He charged me almost $1200 to replace them. I questioned him about the charge and he finally gave me the breakdown that the cost of breakers is $204. Since then, I have obtained 2 verbal and one written estimate to replace these 8 circuit breakers. The average cost is between $450 and $500. His charge is far well above the market rate . It is a breach of verbal contract. He took advantage of the situation and it is a rip-off and price gouging. The contractor conducted illegal activity by defrauding and deceiving the homeowner. Stay away from him. A complaint was filed with contractor license board. The violation has been posted on the contractor license board's website. I am writing to formally address my experience with Paul Bradshaw Electric regarding a 3-way light switch at my vacation rental in Running Springs. After reaching out to a few electricians in the area, Paul was the first to get back to me. I initially contacted him when an exterior light switch stopped working. During his first visit, he diagnosed & repaired the switch stating it was faulty and charged $375 for the repair. When the issue recurred a few weeks later, he returned and charged an additional $400 for the repair and suggested if the problem reoccurs there may be unseen issues like faulty wiring or mice chewing through wiring in the walls. When the switch stopped working a third time I again reached out to Paul and we set a date and time for him to check the switch out again. I unfortunately had a last minute booking through Airbnb so I attempted to reschedule with him to which he replied "I'm not available" (see photo attached). He did not respond further or make any attempt to reschedule the appointment. A short time later, I was at the home with my family and I discovered that the downstairs switch was simply connected to a second switch in the upstairs bedroom that I was previously unaware of. When the upstairs switch is in the "on" position, the downstairs light works perfectly and still does. This indicates that the switch was never faulty; the issue was simply the configuration of the 3-way system. As a licensed electrician, this is a basic diagnostic check that should have been performed before charging $775 for unnecessary repairs as Paul had a helper with him both times and could have easily checked all potential 3 way switches controlling outside lights in the home. I have attempted to reach out to him several times via text to discuss this, and while my records show the messages have been read, I have received no response as seen per the attached screenshot. Given that the original switch was not faulty and the services provided did not resolve the issue, I requested at least a partial refund of the fees paid. I requested this and again, he read the text but would not respond. If you are looking for an electrician in the Big Bear/Running Springs area I would highly recommend using anyone else besides Paul Bradshaw electric.
