From the moment I moved in, it was clear the apartment had not been properly turned. The condition of the unit was unacceptable. Every drawer in the kitchen and bathroom had hair and crumbs inside. There were dirty tweezers left in a bathroom drawer, and even a rat trap sitting under the bathroom sink. On top of that, there was a thick layer of dust on light fixtures, the carpet was heavily stained and damaged, and the bathtub needed resurfacing. I documented and reported these issues right away and was told to submit a work order for each issue. The biggest issue, however, was ongoing noise disturbances from a neighboring unit. This wasn't typical apartment noise. It was loud, bass-heavy music from a stereo system that caused my walls to vibrate and shake, often during quiet hours late at night and early in the morning. Over the course of several months, I sent multiple written complaints and called security numerous times. Each time, management told me they would "talk to the resident" or "look into it." At one point, they told me they were pulling records of all my security calls. Despite this, I never received any follow-up, documentation, or confirmation that anything was actually done. I still don't know if security ever showed up. Nothing was resolved, and the disturbances continued. When I finally made the decision to put in proper notice (according to the lease agreement) to move out because the situation wasn't improving, I was then charged a lease termination fee and additional move-out charges. This included carpet-related charges, even though the carpet was already damaged when I moved in and I had reported it. They breached the lease agreement and I'm stuck with this on my credit report. My only option now is small claims court. What stood out the most throughout this experience was the lack of accountability and follow-through. Management repeatedly acknowledged the issues but did not take meaningful action or communicate updates. There were multiple opportunities to address these problems early on, but they were consistently missed. If management wants to improve, they need to: - Ensure units are actually clean and move-in ready - Take resident complaints seriously - Follow through and provide documentation when issues are reported - Enforce lease terms consistently for all residents I will be including photos to reflect the condition of the apartment at move-in. I would strongly recommend video documenting everything if you choose to live here.

This complex is located in a fantastic location, right near the 101 and Raintree Drive. It's walking distance from grocery stores, pharmacies, restaurants, and anything else you might need. My workplace at Kierland Commons was a ten-minute drive or less. Very little crime or disturbance in the area, so I felt safe walking around after dark. The units are rather small, but the layout makes it easy to make the most of your space. The interiors are very nice, with renovated granite countertops and good carpet and linoleum flooring. I do hope that they refresh the appliances next, as the dishwasher and oven/range in my unit seemed to be a bit retro. My only complaint is that the insulation in these apartments seem to be lacking, probably due to the age of the structure itself. A/C bills during the summer were higher than I expected for a home that size, and noise travels through the walls and floors easily. The common areas of the complex are nice, though I was unable to use most of the amenities due to the pandemic restrictions. The indoor parcel lockers are a fantastic benefit, a convenient way to have high-value items delivered without fear of theft. I was quite impressed with the management here as well. Felicia, Rachelle, and Olivia handled my move-in and move-out extremely smoothly, and they were all so easy to work with whenever an issue came up. At one point when I was stuck at home due to illness, Felicia retrieved a perishable package from the lockers for me and arranged for a contact-free delivery; they really go the extra mile here! Maintenance was prompt and helpful, and they provided me with a fresh A/C filter each month when I requested it. I expected to pay far more for such a nice place in such a nice area, but I was able to sign a 13-month lease at only $1200 a month. Overall, Scottsdale Horizon is a great option for that price range.

That's not how air conditioning works -- that's how management avoids repairs. As for maintenance quality, the attached photos speak for themselves. The filter is clearly the wrong size, but instead of replacing it properly, they simply folded it to make it fit. That's like painting over a dead bug and calling it "fixed." This place doesn't value residents, communication, or basic upkeep. If you're considering moving here, think twice -- what looks fine on the surface hides a long list of neglected problems underneath. Edit 11/05/2025: Again if people want to see the complete incompetence of this complex, just look at the recent notice they left, they can't spell for one (4rd of Novebmer), and they have no idea when they will actually be entering. By 18:30 there had yet to be a formal acknowledgment by staff via email, call, mass text etc. alerting residents to the issue. I know they can't control a burst pipe. From day one, Halsten Apartments repeatedly tried to slip in bogus charges during my tenancy. Every single time, I challenged them, proved they were wrong, and they quietly backed down without apology. It was a pattern of behavior, not an accident. The manager, Matt Vasquez, is unprofessional and dishonest. He routinely made claims about "lease provisions" that simply did not exist. When I asked him to show me the exact section, he couldn't. He would just insist it was "in there," which it wasn't. His conduct was not only misleading but often outright illegal. He acts like someone who peaked in high school and now abuses a small amount of authority. Health and safety are an absolute nightmare. The ventilation system in my unit was contaminated with mold, and it made me seriously ill. I repeatedly notified management and asked them to address it properly, but they ignored or dismissed my concerns. Breathing in that environment left me extremely sick. Instead of taking accountability or sending qualified remediation, they downplayed it and deflected responsibility. Living here literally made me physically ill. Security is just as bad. I had a dangerous stalker trespassing on the property, and management did absolutely nothing. Instead of helping, they confiscated my Ring camera without permission, a blatant violation of the lease and my privacy rights. When I told them about the trespasser, their response (attached) was basically: "Call the police, we're not putting ourselves in danger." There was zero concern for tenant safety or well-being. To make matters worse, the hot tub has been broken for over a year. Despite countless follow-ups from residents, management never fixed it. Their excuse was that it was "too complicated" to repair, a laughable response given the rent prices here. It's a perfect example of their laziness and total disregard for the amenities they advertise. The only positive thing about this complex was the maintenance team, who were professional and responsive. Everything else was an absolute disaster. I have never had a more horrific rental experience. Between the mold, the dishonesty, the illegal conduct, and the utter disregard for safety, this was by far the worst property I've ever lived in. Do yourself a favor and never live here. Most of their positive Google reviews are fake and/or paid for. They don't reflect the reality of what residents actually experience. Most importantly, don't believe any fabricated response to my review.

You are treated like a number, not a resident…read more I was charged $6,000 to break my lease even though I resigned nine days after my lease was renewed plus an additional $700 for just two days of rent, even though I turned my keys in early. At move-out, I was charged a cleaning fee of 220$ and was told I should hire professional maids before moving out so regardless that's the expectation to be paid. The apartment obviously needed a little cleaning but I was told that after move out they steam clean the carpets, patch holes smaller than a dime, re paint and clean so it seems unreasonable to pay an additional cleaning fee when they already have to prepare the apartment themselves for the next resident. On top of that, I was charged $50 for leaving two small trash bags out. Staff regularly walk the property five nights a week collecting trash (a service residents already pay for), but because the bags weren't placed inside the bins, since I had already moved out and wouldn't be there to bring them in, I was charged an additional petty 50$ for a service they already provided. I was also given a gate access decal that never worked. When I discarded it after ongoing issues, I was told I would need to pay $50 for a replacement. I also experienced ongoing maintenance issues that were never properly addressed. My washing machine did not clean clothes effectively, and despite reporting it, I was told it was due to my detergent rather than the appliance itself. I had a similar issue with the dishwasher, which also failed to clean properly, and received the same response. Additionally, my dryer rarely dried clothes fully, forcing me to hang-dry most of my laundry. These persistent issues made day-to-day living frustrating and were never adequately resolved. Overall, this experience was extremely disappointing. The fees felt excessive, inconsistent, and unreasonable. I would strongly encourage others to carefully review all policies and potential charges before signing a lease here.
