    Trash Dumpsters

New management took over (no longer Bell Partners) and since then completely full trash dumpsters have sat in parking spaces in front of my apartment for over a month. Hence the huge gnat problem. The office will not respond or help.

Missing lock of exterior gate, giving free access to non residents

Premium rent for housing project environment. They list lots of ammenities but, there is no use for six pools when you cannot use them because lack of proper maintenance. The gym equipment obsolete and in poor condition. The buildings have broken safety gates, allowing free access to non residents. Elevators, ja ja, broken three out of four weeks per month. There is no street/sidewalk cleaning or de-icing. In general the buildings look run down, dingy, dilapidated and mismanaged. Should spend less money in nonsense activities and invest the money in maintenance.

Hi Ya'll! I've been living here since January of 2025 and I've had some issues. My most current one is with Legacy North not upholding to their own responsibilities with our new and lacking gate system. When I let them know the automatic gates had been left open for weeks at a time, they just said, "yeah, it happens like that". When I mentioned it to them 2 weeks after the first instance, they said "yeah it happens". When I let them know the gated parking garage was one of the main reasons for choosing this complex, and I just wanted an addendum off of my lease for the month because the locking gate system was not working, they refused saying "the gate is not part of the lease". Well. I will be posing regularly with all of the things I see in this complex so YOU, the future renter of another complex, can make an informed decision, and not one based on smoke and mirrors and pickleball courts. Today I will be discussing the "Utility Charges" When you begin a lease, it's "only a few dollars a month". From the lease & resident portal, it looks like the first picture attached (but listed out here) Rent - MF $1,016.00 Valet Trash $35.00 Recreational/Amenity Usage Fees $20.00 Pest Control Fees $6.00 Now, I agree with you! this doesn't look bad at all. It's an additional $61 on top of rent. But that is not what is charged monthly. The Utility services nickle and dime you for EVERYTHING. And to be clear, I am in the smallest Studio apartment Legacy North has. I do not have a washer or dryer, and I do not run the dishwasher. I live by myself, no pets, no partner. SERVICE TYPE SERVICE PERIOD CHARGES Water Base Charge $7.40 Common Area Electricity $11.45 Drainage $0.58 Rent Service Fee $4.00 Sewer Base $3.73 Trash $22.79 Trash Admin Fee $2.99 Water/Sewer Admin Fee $1.00 Current Utility Charges Due $53.94 (picture is attached below) You know what really kills me??? The Common Area Electricity...and they keep the lights on top of the parking garages on 24/7. But I'm not gonna lie.. all of the separate admin fees are redic. I'm not sure if these are proportional to number of people on the lease, or per bedroom, but I am in the smallest studio apartment... so if you live with a partner or have a family, this would increase. Positive- the Maintenance team is generally great. But when you have to start dealing with the office/management, that's when it declines.

I'm extremely disappointed with my experience at Legacy North and the way Bell Partners handled my security deposit. Despite leaving my apartment clean and in nearly the same condition as when I moved in, my deposit was withheld for alleged carpet replacement. I was not present for the inspection, and no photos were provided--just a receipt. I was also charged $50 for bathroom cleaning with no explanation. This lack of transparency is unacceptable. During my lease, I dealt with: Security doors that never worked Elevators that were constantly down Garage remotes that constantly failed A decomposing rat in the garage for over a month A door falling from the 4th floor onto my balcony (1/2/25) with no response from staff Loud music in hallways late at night Alarms blaring from empty apartments Trash and dog waste in stairwells Overflowing trash rooms and broken elevators Undeliverable packages due to confusing address systems When I tried to resolve the deposit issue, I was dismissed by the apartment manager and told to wait for the regional manager--who never contacted me. This shows a disturbing lack of accountability and care for residents. I've asked for: Proof of carpet damage Justification for the $50 cleaning charge A conversation with upper management If Bell Partners doesn't resolve this, I'll continue sharing my experience and exploring legal options. I've learned they're already involved in lawsuits--and my experience may be relevant. OH, and all of the five star reviews... they PAY tenants (or offer a posibility of a payment/prize) to write reviews.

    Ratchet hallways

My review got deleted. Crazy. I'll leave it again. This week there was plumbing/water issues to where my kitchen sink garbage disposal randomly started flooding. When going to the management office they said they could look at it the next day. As it's flooded. My neighbors apartment started doing the same thing that night as well. Now we have super ghetto spray paint graffiti in all the hallways from construction, with a fowl smell. Then last night some neighbors (who do this once a month) decided to have a free for all "garage sale" and put everything they don't want, out by the elevator that wasn't worked in literally 6 months. I don't expect an apartment complex to run perfectly, but this place has gotten super ratchet and very disgusting looking. It feels unsafe, gross and I'm honestly embarrassed to live here or have anyone visit me here with the lack of upkeep of this place. These are just the issues recently. I don't think I could leave a review short enough for the other issues. I've lived in apartments my whole life, so I mean this that I know apartments get busy and again no one is perfect. But this place is so rundown and gross. There's a reason they're doing 6 weeks free and so many apartments are vacant, because everyone is moving out and no one likes it. EDIT: this is in response to the comment from the apartments. Bell apartments management has been in control of this community for a year now. Right when I moved in they took over. So this is nothing that new. They have had a year to make changes to management and communication as well. It's almost IMPOSSIBLE to get a hold of anyone in the office or part of the team. I understand the painting is new. But there's so many other issues that people really care about besides new paint. It's like a bandaid on an open wound, you're covering it with paint but this place is still awful. It doesn't take a high quality vendor to clean this place. Where have your high quality vendors been the last 8+ months when the elevator has been completely broken?

DO NOT RENT ANYTHING OF BELL PARTNERS INC. This has been the worst housing experience of my life. From the very first night, the apartment was unlivable. The entire unit reeked of cigarettes so strongly that my asthma was triggered immediately. Every piece of clothing, every item of furniture, even my bed now carries the stench of smoke. But the smoke was only the beginning. What I discovered next was horrifying: a cockroach infestation so severe that they were crawling through my kitchen, bathroom, bedroom, living room, and even inside my refrigerator. They got into my food and belongings -- nothing was safe. I was paying rent for an apartment that no human being could safely live in. The property manager, Daniel Doxey (Legacy North, Bell Partners Inc.), has shown complete neglect and indifference. He ignores calls, doesn't answer emails, and is conveniently never in the office. When I finally tracked him down in person, he asked for 48 hours to solve the problem. After more than a week, absolutely nothing had been done. Management refused to provide another unit, refused to cover the loss of my food, refused even to help with cleaning costs for my contaminated belongings. Now I am forced to move out, carrying with me furniture and clothes that stink of cigarettes and have been exposed to cockroaches -- all at my own expense, while management takes no responsibility. This place is not just mismanaged -- it is a health hazard. If you value your health, your safety, and your dignity, stay away from Legacy North and Bell Partners. They will take your money and leave you to suffer.

I lived on the 5th floor. The elevator was down for 4 months and struggled to get my furniture out of the apartment using the stairs 5 floors up. When I finally moved out the elevator was still not fixed. The people that pay good money towards this place have to bring groceries up the flight of stairs. And what about a handicapped person? When asked about it, they either dodge the question or keep feeding you lies, saying "it will be fixed next week." The elevator thing being down that long is probably against Osha standards, and I am going to look into that. Dog poop in the stairs making the whole stairs stink and was left there for weeks. Tenants are loud as hell and the management does nothing to prevent it. Also, the garbage chute room is always filled with trash because the workers don't want to clean it due to having no elevator probably. Also, the garbage service that picks up the trash will make an excuse of why they can't grab your trash at your door; they will leave a note on your door with a list of why they won't grab it and you pay 25$ for that service for them to not take your trash. During the summertime its loud as hell and 10pm is the "apartments rule for curfew" but nope, try 3-4am in the morning music blasting. This was the worst place I have ever lived. If I were you, I would look elsewhere. This place will just screw you over once you sign that lease.

This used to be Lincoln properties and it was so much better. Now all maintenance speak only Spanish and management wants you to translate to communicate to them. New system to get into doors has to be used with phone. No phone no entry. Plus it runs down battery of phone. Elevator is always begin repaired and alarm for smoke goes off lots. We have no smoking addendum. But the smoke is so bad in apartment and outside you cannot breathe or get high. Management is not there to help. They act like your the enemy. But your the one paying rent. Every where you look out window people are smoking. Management is hateful so don't bother it's just an act .they are not there to help after you lease. Gym has lots of machine not working. Oud party music is played at pool in summer. If you like the silence not happening.

My leasing agent Jamie was super helpful and seasoned, but management shifted, and I didn't experience any issues then. It was not until I decided to not renew my lease, as I was missing my friends in Dallas. So I sent my 60+ days notice, and they conduct a preliminary walk through, which I thought was kind of odd as my previous building did not require such an early walkthrough. Not only did they not show up on the day they told me, they moved all my framed art work. My diplomas frame was ON THE FLOOR, while everything else was at a slight angle. I filed a complaint with the front desk, and they notified me that their staff was not supposed to do that (touch your belongings), and they should have arrived at the schedule time. However I have the slip saying when they actually conducted the walk through and the email confirming the scheduled time. Irresponsible and unaccountable. But this brings me to my next encounter. We had scheduled fire inspections, and on one of those days I left my AirPods charging on my nightstand. I come home to find that they are missing and no where in my apartment. I even try to track them on Find My iPhone, but they came up as offline. I sent an email to the leasing office, only to not get a response. So after work, one day later, I went in to the office to ask if anyone has seen my email. They have and suggested I show up the after during lunch to meet with the onsite manager, Stacy. Naturally, I show up and talk with her. She double checks my find my iPhone app, like I don't know how to use technology, and then tells me what happened on that day. She claims that she and the maintenance staff did the room checks together, but she never actually entered the room. Then, she says that my room was the messy room. I pressed her about that because that is just rude. She clarifies that there were boxes every where, because I was moving. However, I haven't started the moving process yet, so not only did she not do her research on who she was talking to, she has the audacity to tell me her staff didn't steal anything, as she can attest by standing outside the apartment. All in all, she suggest that no one could steal AirPods in the 2 min it takes to conduct the fire inspection, BS, and that I should file a police report. The main lesson here is that this building is fine if you can deal with extra noise, but never let these staffers into your room unattended. In fact, I would suggest getting a lockbox and an interior camera. However, for the $1,500 a month I pay in rent, security should honestly be included. Hence, my one star review. Live at Legacy/Metro West if you want a new building with walkability.

Our lock wasn't accepting our code day 1 and it was fixed within 24 hours by maintenance. PROS: - Location is great, just be prepared for how difficult Preston Rd is as a whole to navigate during busy hours - Lobby and community areas are always well maintained and clean as far as I've seen, especially the gym and mail room - Our apartment has had very few issues that require maintenance, and they've been quick to respond when we've needed them - Communication. Whenever repairs are happening to the building, there is severe weather, etc the office is very good about sending out emails explaining and giving warnings of what may happen (like water turning off potentially to fix a broken pipe) - Parking for residents is very secure. I feel completely safe leaving my car here (coming from a college town that got wheels stolen a lot) - Overall apartment quality is good. No complaints from us on anything they've provided, appliances, etc. CONS: - Parking garage is TIGHT. Within the first month here I scraped the side of my car trying to leave the garage. Gate requires a sharp turn to get to/from the entrance to the garage and those tunnels are very thin. Beware if you have a large car or truck. - Visitor parking can be very limited, even at weird times. There's a decent amount of it, but my partner and I have had to park our own cars down there ahead of time to reserve spaces for guests if we know they are coming. - Trash rooms get very dirty at the best of times. They're always very sticky and smell awful. Usually not an issue if you use the valet trash, but god do the trash rooms need a deep clean here. - There is a small walking path behind the place, but no real walkable food or anything else but a courthouse and a few drs offices (oh, and Capital One lol) We lived here in the end for 2 years. It has its issues as any apartment will, but none of it has been a dealbreaker for us.

1/10 -- Extremely Disappointing Leasing Experience at Windsor Preston…read more My wife and I were actively looking to move into a two-bedroom and spoke at length with Shane from the Windsor Preston leasing office on Monday. We discussed our specific needs, our budget, and what we were looking for in a home. Shane spent time finding an apartment that seemed like a great fit, and I made it very clear that we planned to make a decision within the next day. The following morning, I reached out with a few final questions before submitting our application. My call went to voicemail. I tried calling again later in the afternoon and once again reached voicemail. I left two voicemails expressing that we were ready to move forward -- and we still have not received any follow-up at all. For a leasing office to completely drop the ball on a prospective resident who has clearly stated they intend to apply is a major red flag. If they can't manage basic communication during the leasing process, imagine how poorly maintenance requests, trash pickup, package concerns, or resident issues would be handled once you actually live there. We also discovered multiple recent car break-ins in their parking garage, which was one of the concerns we were hoping to address before applying -- but never even got the chance because no one bothered to call back. Overall, this was a 1/10 experience, and I strongly recommend steering clear of this community and whoever is currently managing it. There are far better options in the area with leasing teams who actually value prospective residents.

We were told we could not use a electric grill because the City Fire Marshall said it was not permitted. I called the City office and was told that he did not say that and as long as it was 10ft from garage you would use it in the city. Now we are told that it is a Cortland thing...Ok fine...we use the grills around the pool areas that may or may not be locked or may or may not be out of propane. Again lack of communication from office. We have lived her for going on almost 4 and half years. We enjoy the outdoors so we hang out in our garage and watch football, play darts etc...and sometimes have friends over. We just recently received another lease violation staying that we cannot use our garage except for storing vehicles or storage. We did see that in our lease but no one has ever not let us do this. In fact I have always been able to use the garage for whatever we wanted. We are very respectful of our neighbors and have had the same ones for years with exception to one. They have even come over from time to time. We shut everything down or lower the volume at 10:00.... I feel uncomfortable with the situation we are being handed. I feel like we are being confined to the inside of our apartment. I have walked about and see flags handing from patios (that we were told we had to take ours down couple years back)...vehicles over fire lane that we were told you would be towed....even a pool table in a garage where that resident hangs out with friends. I feel like the rules do not apply to everyone. This is a non smoking community and if you walk around you see and smell cigarette smoke and marijuana... If the office would walk the community like I would if I was management they would see these things. In the summer, I cannot count how many times the restrooms have been locked at phase 2 pool. They should be open for the residents to use to keep the pools clean. The phase 1 pool in order to use that restroom you have to go through a coded door to the gym tracking water through there. We used to be able to use the outside door. I really did love living here and even referred people here. It was once a great place to live. I want to stay here but not sure I feel comfortable. I know that there has been a company that has acquired the property and if that is true would love to see what they can due to make the community great again. I want to feel like they care! One last thing----The maintenance team is TOP NOTCH!!!!!!! They are the best maintenance team I have ever had!! Very disappointed resident...

This is probably the longest review I have ever written…read more I have lived here in the past back in 2019, I enjoyed the community so much that I came back. It's safe, peaceful, and quiet for my family and I. I love the location because I have access to both major highways. However, I was a little hesitant because what I use to pay compared to what I currently pay for the same floor plan is pretty crazy, but seems normal with the market. Everything have been renovated since and I do have an attached garage with a yard. I could have went to a cheaper property. What really won me over was Layne and Georgia. I suddenly had to move and been to so many properties. The quality service and the treatment I received was beyond amazing and was consistent . The apartment was ready, but need some tweaks here and there. The office and the maintenance team were so quick and on it. I submitted my requests one night & the maintenance crew were already working on my requests the next morning. I spoke to Manny and he was so nice and informative. I'm pretty confident that I made the right decision choosing prairie creek as my home.
