It looked like it may be a VERY expensive issue in the pipe between the house and the street. Ti Sutherland found a time to come by, since this was kind of an emergency since we couldn't shower, and he found the problem in just a couple of minutes. Turned out it was only the HOT water that was being stopped, and it was a janky flood prevention device that had been installed with the water heater. The batteries died and it shut off the flow. Not only did I have 6 months of disruption/construction in my house, I'm now going to pay more in insurance and I don't have the ability to change my insurance without high risk to me financially.
