Once I got to the counter it was approx 411pm and I was told they could no longer honor my appointment. His excuse was I have other stuff to do in the back and since I did not arrive at 4pm exactly my appointment was not honored. Mind you the appointment slot was for 30min and I only had 1 document which would take no longer than 5min to complete.
