The following is a summary of the issues, which have been thoroughly documented with photographs, videos, and correspondence previously sent Department of Justice and BOLI. Summary of Grievances Our tenancy was marked by three core themes: Prioritizing Cost Over Tenant Health: Management made deliberate decisions to use inadequate solutions for serious issues like mold, directly endangering our health. This included instructing a contractor to not perform necessary work and then terminating them for communicating this to us, which constitutes retaliation. Exploitative and Manipulative Tactics: We were subjected to what can only be described as "colonial slumlord practices," including a lack of transparency in rent charges and a communication system designed to create delays and obstacles at our expense. Disrespectful and Dismissive Communication: The unprofessional and insensitive tone in your team's communications revealed a pattern of disrespect and a dismissive attitude toward our serious concerns. Racial Discrimination An MG Properties employee selectively enforced parking rules, assisting a white tenant with an issue while refusing to provide the same assistance to my husband. Your contracted plumber stated that the management's lack of urgency in addressing unsanitary living conditions is disgusting. The offer of a mere $200 gift card or the "option" to move out in response to a significant mold infestation was insulting and grossly inadequate, reflecting a discriminatory disregard for our health and safety. This is paticularly concerning given the CEO of MG properties list " Mark Gleiberman is the founder and CEO of MG Properties, a leading real estate investment firm that currently owns and operates over 32,000 apartment units totaling over $10 Billion in value across six western states. Over his three decades as CEO of MG Properties, Mr. Gleiberman has built a generational wealth creation strategy and delivered exceptional performance, capital protection, and tax benefits to its investors, wealth managers, and institutional partners." We have reason to believe you are engaging in redlining by offering different rental rates to white tenants versus the inflated price we were charged. Simply based of the land historic systematic racism that has been prevelant in NE portland. During a unexplainable event, police were called and a PPB officer drew a gun on my husband, stating, "is it a black male?" when he opened the door to check what was going on in the halls. This occurred after hours of silence from management and a lack of any information. Negligence and Failure to Maintain Habitable Conditions The property has a chronic management turnover, with five rotations of management in one year, creating a lack of accountability. Mold has re-emerged in the same location, indicating a failure to properly remediate the initial problem. In addition when the intial mold remediation attempt started a contractor told me it is best to remove the island but Ben a representative of Axcess 15 at the time told him no its too expensive. After that contractor was called down to the office he was never seen again, which is retaliation. We experienced multiple severe maintenance failures with no communication from management, including a burst pipe, frequent sewage backups into our kitchen sink, and extended fire alarms. The dangerously tight and poorly designed parking situation remains a daily safety hazard.

When asking what the Matisse can do to help me while the A/C is broken, this is the response I got: No empathy, no solutions. Just a "deal with it, sorry about your luck" mentality. "This will not be a quick fix, unfortunately. There is a refrigerant leak somewhere in the line that you share with 7 other apartments. American Heating will need to inspect each unit in each apartment to find the source of the leak. Once that is identified, they will need to order parts for the repairs. They've put us on the calendar to leak search on October 7th, which is their earliest availability. The parts themselves will likely take a couple weeks to arrive after ordering as they are made-to-order. I'd recommend keeping your system on fan to keep airflow going and opening the windows when it is cooler outside to help bring the internal temperature down. You are welcome to source and install a cooling device if you need something to get you through until the repair is complete. This is not something we would provide or assist with. If you choose to acquire one, please see the attached rules and make sure to find one that is compatible with tilt-and-swing windows."

It's just a six minute walk to the aerial tram and a three minute walk to Dogtopia. A little further down from Dogtopia is a little park where lots of locals walk their dogs. I think the shining component of living here would be the staff. Tawny and Bobbi are always on top of things and super friendly. The maintenance team is also stellar. I noticed after putting in a maintenance request, a member of the maintenance team would come over the same day or the next day. I also love the amenities that come with living here. For example I used the gym pretty frequently, about three times a week. I also love that they have lockers for packages so you never have to worry about your packages being stolen or lost. Now that I'm back living in California, I really miss the dog friendly atmosphere here. Doggie bags can be found all over the complex. I also miss having access to the package delivery lockers. Up to two reserved parking spots are available at an additional cost. The only negative I can think of is a fact that my usual grocery stores are not close by. So you will have to travel at least 15 minutes to a Costco or Winco. Outside of that, living here was great and if I ever end up moving back to Portland I'd probably want to move back to the South Waterfront. Great area to live. Especially if you work at OHSU and have a dog.

Later, I transferred into a two-bedroom. There are a couple of things to know before moving here. These are vintage apartments, which means that if you don't monitor the moisture in your own apartment, you could potentially have an issue with mold. I have never had any mold issues in either of my units. Another thing to note is that there is no dishwasher, and laundry is shared with three other units. I have never had to wait to do laundry, and I don't mind washing dishes. The property manager, Shelley, is very responsive and takes care of things right away. Ricky is the maintenance man, and he is one of the friendliest people I know. He will get to know you, take care of any requests promptly, and always have a friendly conversation with you when he sees you around the property.

So lets start with Pros: 1) Beautiful, vintage, hardwood floors, tons of storage, lots of windows! (enough adjectives?) When you walk in, you get this feeling of spaciousness. The windows are large and let in tons of light (my apt before this one, did not, so I super appreciated it), the hardwood floors are beautiful (though a bit well used). 2) Beautiful courtyard and maintained landscaping. You feel like you are in a garden. 3) Quite neighborhood. Mostly young professionals, I lived there for 5 years and I don't think I once saw a kid (nothing against kids, but it did make the courtyard nice and quite). And the building that I was in, was super friendly. I knew my neighbors, they knew me, and quite often we did a "food exchange" where we would leave pastries, etc at each other's doors. 4) The management is great. When I first moved in, Luna worked there and she was so friendly and always there to help. Then when she moved on, Paul took over (I think he's still there) and he was nice too. The maintenance is great. They show up within a day or two of sending in a request. (in fact, I once flooded the kitchen from a broken pipe on Thanksgiving, and they showed up and weren't bitchy about it at all. Felt bad, but they were sweet about it) 5) I swear you will never run out of hot water...I take like 30 minute boiling hot showers...never ran out of hot water once. Booyah! 6) Also, for the most part, soundproofing is pretty good. That's not to say that if your neighbor has a party with loud music you won't hear it, but for everyday life, it's pretty quite. 7) Secured entryway which was nice. The Cons: 1) The heating is steam heat from radiators. So when they turn on, you will hears some loud ass clanging. My mum was staying over once and she thought someone was trying to break in. So be prepared to be hear some clanging at like 5 in the morning (no joke). Also with the heat it's controlled by one (that's right, just one) thermometer for the entire complex. So at times your heat wouldn't turn on because that building hadn't been chilled enough, but yours had (le sigh). And finally about the radiator heat, and then I'll be done (hopefully), when I first moved in, the radiator in the living room & dining room didn't work, but the ones in the rooms did. So the rooms would be saunas and the rest of the house was freezing. Then we finally got smart and requested the radiators be fixed. Which was great because now our entire house had heat, but also radiators don't really have a dial, they are kind of either on or off. So we had the choice of having a sauna-like apartment or a freezing apartment. So we chose the latter and just opened all the windows in our house (in the middle of winter), so that it wouldn't get too warm. So be prepared. 2) Pipes are old in this building, so if you have long hair, be prepared to call maintenance every few months to help you with that issue. But it's not just long hair, you don't have a garbage disposal in the kitchen, so make sure to have a catchall for when you're washing dishes, or else you'll be in trouble (hence the flooding of the kitchen on Thanksgiving, you can't use drain-o on old pipes). And this only happened a few times and I think they fixed it, but on occasion the pipes break and then you'll have muddy water. As I said, only happened a few times in the 5 years I lived there, so I don't think it's a consistent problem, but ye be warned. 3)This might not be an issue for every unit, but our oven would not keep temperature, and as an avid baker, it drove me insane. The neighbors below us said that they did not have that problem. 4)If your apartment is on 18th, parking will not be an issue, at all...ever. There is a parking lot across the way that has a sign saying "don't park here" but don't worry, they have never towed. That being said, if you live on 18th, there is a motorcycle shop that shares that parking lot and they like to do donuts and ride really loudly starting at like 10pm to like 2pm. I was raised around motorcycles, so I found it rather soothing, my roommate however did not. As for parking for the rest of the complex...I'm unsure, but it looked like a total bitch. So something to think about. Okay I think that's all the cons, so as you can see the pros out weigh the cons. I've noticed that a lot of property management companies have horrible reviews, so I wanted to say that this place was great. I would have lived there for years to come if rent hadn't gotten too high for me and my roommate hadn't moved to Costa Rica. Hope this helps!

He helped me get everything completed, and I was able to move in within 2 days. Communication was smooth throughout, emails came through promptly, and the apartment tour went well. He answered all of my questions without any issues. I did have a few maintenance concerns after moving in, but the maintenance team responded very quickly, which I really appreciated. They even came back a second time just to make sure everything had been fixed correctly, and that level of attention to detail really stood out. Management has been very responsive whenever I've needed anything. The mail system feels very secure, and while the parking garage is a little tight, it's nothing that most people won't be able to handle. The building is also very quiet overall, aside from the occasional dog barking, which is just part of apartment living. The apartment itself has great features, and honestly, I don't have many complaints. I absolutely love the washing machine and the dryer which is in unit as well. The only downside is the cost structure. Parking is an additional charge on top of rent, and utilities are billed separately, so it can make the monthly expenses a bit higher than expected. Even so, I've been very happy with my experience living here and would recommend it to others looking for a well-managed, quiet community.

The location is the perfect mix of urban living while benefiting from the less chaotic pace of a suburban neighborhood. Among my favorite characteristics is the diversity of the neighbors which have all been incredibly warm. This may be that a large percentage of them are dog owners and are naturally outgoing and conscientious. It makes for a great vibe while out on the terrace or spending time in the spa. The staff at Aster tower deserve a resounding accolade. I've experienced nothing short of professionalism from all of them, and they are a welcome sight at the front desk. I've been a huge fan of my apartment layout and the smart design that dots the space. With the recent heat wave Portland was experiencing temperatures of up to 116 degrees. My saving grace is that all our units have air conditioning. This is a rarity in Portland even in new developments. It will certainly come to be an important feature in the coming years. As I post this review I'm rather amiss about Megan's review below. Perhaps this is their first foray into adulthood and they have never come across a lease agreement before but Hassalo is very upfront about the $165 a month parking space. A charge that is comparable to the vast majority of buildings I came across in my search -- if not cheaper. Did they not tour the handicap accessible apartment before signing? Rather bizarre that you accepted a living space only to complain about it in a public forum as if it was forced upon you. Aster Tower is definitely worth your consideration and if you're on the fence I would recommend you take the plunge.

Rent WILL go up a fraction of a percent under the max allowed by law every year. Expensive amenities and rooftop are closed at hilariously restrictive hours, and usually during holidays when you might want to use them (closed rooftop during 4th of July viewing hours). I always paid rent on-time and was still completely banned from the online payment system for simple mistakes. NOT PET FRIENDLY. Dog relief area on the 2nd floor reeks of urine and attracts dangerous and irresponsible dogs and owners. I paid a "pet rent" every single month (over $2000 cumulatively), then was charged an obscene amount on move-out for pet-related wear and tear on floors they obviously planned to replace anyway. Conveniently the "pet rent" didn't seem to factor in here. They don't take a security deposit on move in so they can instead charge you as much as they want on move-out. Just don't give this massive greedy company your money. There are less predatory options out there in lively parts of the city for a fraction of the price.

We are very lucky to be on the top floor with a East & South view. We can Mt. Hood, the downtown skyline and JELD-WEN Field. The building is family managed and have a really nice staff. They offer month-to-month rent, all utilities included (water, electricity, garbage), on site laundry and all entrances are secured with a FOB. One of the best parts of the building is the location. Whether biking and driving, or walking and taking the bus, you are centrally located to easily navigate Portland. The neighborhood is full of grocery stores, coffee shops, pubs, parks and banks. You can walk to 21st & 23rd in 5 minutes or head down to the Pearl District in about 12 minutes. We go days without needing to drive anywhere. We believe Alexandra Court Apartments is an amazing place to live no matter where you are in life. We have friends in the building that are baristas at Stumptown, Vietnam Veterans and students at PSU. Overall, we are very proud and honored to live here and highly recommend this wonderful building to you!

Daja arrives and says hi Terrence, sorry for the wait. So the fact that she knew my name without me saying it lets me know you did know you had an appointment to see a unit and chose to blow it off. I go on the tour and she had a flat affect, not rude, but certainly not pleasant. I toured the unit only because I waited and paid for parking. It is irritating to deal with unprofessional behavior. If the manager who apparently does not understand how to run the leasing department, she should not be there. And for $3k for an apartment, perhaps be pleasant to a future resident.

Whether it was a 5k run/walk, a Superbowl party, or a potluck for Friendsgiving, the staff here provide a safe space for anyone who is looking to meet friendly neighbors and enjoy all that Portland has to offer.
