I ended up going to a different rite aid and gave them all the same information and they accepted it and tested me. So, no I wasn't "doing something wrong" this rite aid just didn't want to help me. I was understanding of the whole situation and resubmitted the forms and information and they said it was because I was doing something wrong, turned me away and told me to go to an urgent care instead.
