I've been requesting a receipt for over a week for employer purpose and after several times of them saying that it's being sent one of the representatives tells me my rental contract was never closed ?? I dropped it off over 10 days ago. On top of that the I've tried to reach out to this specific location to get my rental agreement closed and the phone number ain't even work. Rented Payless mid size vehicle, Phoenix Az. thru Southwest Airlines app. Long line to pick up car, took maybe 1 1/2 hour at Sky Harbor Airport, Phoenix , AR. Chevy Malibu car was ok , Apple Car Play works, vehicle filthy. Charged me $ 57.00 to fill car with gas, should of been maybe $20.00. Run!!!! Rented a car to save money in Oahu, HI. It wouldn't start in valet when we tried to leave for excursion. Said it was the transmission. HORRIBLE customer service and a whole day rejoined. They are scammers. They tried to charge me $24 per day not to use their insurance, or $45 with it. I do not need it, I have full coverage insurance. If that was not a big enough issue to deal with at the airport, turning my care in just shy of full and they charged me $11 per gallon for 12 gallons because the tank was not topped off. So charge me for 1 gallon not 12. I was charged over $130 to refuel. I emailed corporate and got no help. They are scammers! This place gets a one star for being cheapest car I could get. I also received the dirtiest car I'd ever received in a rental. I mean filthy, inside and outside. The windshield was so dirty I stopped at the first gas station to give it a good cleaning. The dash board looked like it had been lost in the desert for the entire summer. We rented a car from this company and I regret not saying anything earlier. As soon as we got in the car I knew they had not cleaned it one bit. The car smelled dirty and I can visibly see that had not been cleaned, not even wiped a bit. We were on a time crunch so we had to get to our destination soon but I wished I could have gotten a different, clean car. The entire time I was in that car I kept getting an odor of dirty and did not feel comfortable at all in this car. We even found a sports drink bottle under the seat. There were water mark all over the windows as well. This car was definitely NOT clean! How does a rental company let this slide by?? This definitely did not make for a good vacation experience since we did use the car a lot. I would never rent from them again! I hope corporate reads this review and remedies the situation. I booked my rental car with Payless and during the booking process, no where did they mention that should I cancel, there would be a $50 administrative fee taken out of my prepaid payment. Once I booked and paid with my VISA card, the printout stated that if I cancelled, this $50 fee would be charged. I consider that a scam tactic. This made me suspicious of them so I dived into some research on this company and found very little good about them and overwhelmingly bad reviews. I trust the public and their reviews so considering the $50 fee rip off and the dishonesty described about the customer service reps, I decided to eat the $50 fee and go to another rental car company. Ultimately, costing me about $164 more in cost but I'd rather pay more and be treated fairly and honestly than get ripped off at the counter with a "bait and switch" type schemes this place seems to do. read more

The people behind the counter are clowns. They wanted my medical insurance card to rent a car. The California issued driver's license even with the new federally recognized endorsement and a major credit card wasn't enough. Just because I was dressed comfortably due to a broken arm, they treated me like a derelict criminal and it was very uncomfortable! On top of that, after driving away in the vehicle, the farther I drove away, the worse I felt about the encounter. if you were to reserve a car online to pick up at the airport you'd be depending on that reservation to be honored, right? imagine flying somewhere expecting to pick up a car and then when you arrive at the airport they refuse to give you the rental car because they need a proof of a return flight even though you plan to return car at a different location and you're flying standby...How many people have flown standby without knowing the exact details of a return flight? Even though you have a confirmation number and proof of ID because you successfully booked online you are STILL S.O.L. because some asinine policy and you are left not being able to visit your infirmed family member. Awful. As of today, 9/10/19, I have been unable to reach anyone with this company. If I don't hear from you TODAY, I'll start posting pictures of when I tried to call and cancel ahead of time. When I tried to call their Sacramento Airport location over 10 times, no one answered. When I tried to cancel online it said my reservation didn't exist, despite the correct confirmation and the deduction from my bank statements. I tried sending an email but haven't heard back yet regarding a refund. No worries. You aren't through with me. This business practice is asinine and I will continue to call until I speak with a live voice and get my refund; as stated in your policy. Get it together. I rented a dirty car for four days for $685 of which they wanted a $500 deposit that they kept 350 of saying there were ashes everywhere and it smelled of smoke. I am a non-smoker and I went to the car wash before I returned the car because I didn't want to be charged for how dirty it was when I had already rented it that way I only had my ATM/visa not a credit card with my name on it with me, so I appreciate it being able to leave a deposit, but also was concerned I'd be charged for how dirty the car was when I rented it that way that was the reason I took it to the car wash when I called to find out why they charged me $350 and she said there were ashes everywhere in the car smelled of smoke I explained that I don't smoke and I went to the car wash and was accused of being guilty, saying, the only reason someone would go to the extremes of going to the car wash, would be covering up something not because I wanted to return a clean car because I was afraid something like this might happen but also because I appreciated being able to rent the car and thought bringing back a clean car was thoughtful and they wouldn't pull this shit on me I told the lady keep the 350 it wasn't worth it. Horrible experience here!! We picked up our car rental at 11 PM at night with no walk-through or anything next morning we were loading up to take our vacation and I noticed the car was filthy. Not to Mention I looked down and there is a live cockroach that was crawling by the dashboard up into the crack of the dash! called the airport location about 100 times no answer! Then called customer service and they acted as if it was completely normal to receive a filthy car with cockroaches. Didn't offer any compensation for the inconvenience. Customer service was awful! Huge mistake going with these guys. I arrived at SAC with a reservation for a full size car for the 5 of us. Waited in line the customary 15 minutes. Guy at the counter informs me my car isn't available. I can either wait a half hour for them to retrieve a suitable model from another location or pay more for an SUV. Well, I said, usually car rental places offer the bigger/better model for free because it is their mistake that they don't have the model I reserved. Nope, take it and pay more or wait says the counter guy, we have your model you just have to wait a half hour. OK, I pay more and take the SUV. Yikes! I get out in the parking lot and it is NOT AN SUV but a Jeep. By this time my party is ready to jump into the trunk of a VW bug. But, this Jeep was so dirty I could barely see out of the windshield. After reading so many negative reviews, and because I spotted them on my way to Sacramento I stuck through with the reservation I had made through priceline to rent a car at this location. Decided to post this with the intent to share my experience ON 01DEC2017 and 03DEC2017 with you guys! First off, the transfer between the arriving terminal and "Car Rental Terminal" was extremely smooth. The airport provides free shuttle service to the rental car locations, Please read and make note to take the CAR RENTAL shuttle if you do not want to end up elsewhere. I arrived the the Payless counter a little over an hour before my reservation time. There was no waiting in line I smiled to the agent and greeted him and he did the same. Asked for my name and we started off with a good chat. He asked what was my purpose of travel and how I'd be using the car i was renting. I simply said i was on a small vacation from LA visiting friends in Sacramento. He handed over the papers so i could sing and offered the insurance which i had previously paid for and he took note of that. Handed me my keys and told me where the car was located. It was a bit confusing to spot however we were assisted by another agent outside at the lot. Found the car and drove off. We got a very nice looking Nissan Juke (awesome car) ,no damage almost new and clean inside (little smelly though haha). Returning the car was a breeze too. Pull up they take a quick look, take the keys hand you your paperwork and ask you to check in to the counter and get cleared. Again no line greeted the agent and was acknowledge. Took off with my receipt and was completely happy. There are two shuttle stops outside the Car Rental building (It's all one building for a handful of car rental companies by the way) PLEASE MAKE SURE YOU READ THE SIGNS THE TWO DIFFERENT SHUTTLE STOPS ARE MEANT TO GO TO TWO SEPARATE TERMINALS. The signs are pretty visible and clearly list the airlines working out of the two terminals. read more

Payless "Customer Service" is a call center in Mexicali Mexico. The Sacramento Airport office does not answer the phone; so it is impossible to confirm that any early drop offs (they only show up for work after 7am, but there are many 5:30am flights out of Sacramento) have been closed out. Of course, if you call the national "customer service" number, they will just refer you back to the Sacramento office "direct line" which is never answered. If I could leave a zero star review, I would. I had a mid-sized car reserved. When I went to pick it up I asked if the rear seats folded down. The representative said she didn't think so. I should have gone and checked myself. So she upgraded me to a small SUV. When I went out to the lot, I saw what looked like the only mid-sized car. The seats did in fact fold down. I went back in to inquire about it and she told me that she wasn't sure if it was already reserved. Basically case closed. Too bad. I was pleased with the SUV as it was a hybrid and used hardly any fuel. I was pressed for time when I left so I didn't put fuel in. It was down by a needle at most. I was surprised to find a $40 fuel charge on my receipt. I contacted customer service, which sucks by the way. They can barely speak English. (I've made more than one call. ) The rep created a service ticket, did not accurately report my issue and started an email/service ticket banter that went on for several days. At the end of the day, they came back to say that the fuel charge was nearly $10 per gallon. No where was this posted or printed. Further, they're saying it's for four gallons of fuel, an amount that is also questionable. So I should have not assumed that the refill rate was around $5/gallon or that it was only one or two gallons that needed to be refueled. Never again will I rent from Payless.
