Yes they are open during covid! My acne scars have never looked better thanks to Dr. Rullan! They are covid-friendly, and wait times are reasonable. Not only is Dr. Peter Rullan a very talented aesthetic eye, he is also a very kind and caring man who truly wants to improve your skin. I have seen Dr. Rullan three times. The first time I went I purchased a package that included subcision, filler, TCA cross and laser treatment. I believe he calls it the Quattro treatment. I had very significant improvements in my skin. It really helped my confidence. I saw him again for the same package and then twice to refill the filler in my acne scars. The packages are reasonably priced, he does not price gouge you. He has so much experience and has had a hand in inventing some of the treatments derms use across the country, if not outright inventing them himself (phenol peel). I had to have several procedures done to eliminate a large tumor/abscess and minor cosmetic work. The entire experience went flawlessly. I have been a professional athlete my entire life and it had been over 15 years without having to go to any doctor so I was scared to death to see one. I do not always trust doctors or hospitals. I had been suffering with excruciating pain for almost a year (kept procrastinating) and I am telling you going to see Dr. Rullan was like a miracle and my life being given back to me. Dr. Peter Rullan is an extremely skilled, experienced, and caring doctor. My hypertrophic and pitted acne scars saw ~70% improvement after just two sessions with him. He's judicious in his approach and knows when to be aggressive and when to play it safe. He doesn't overcharge like many well-known cosmetic dermatologists, nor does he push unnecessary or harmful procedures on his patients. Office admin is a mess though, probably due to to the high volume of patients they get. No prescription, No follow up, No specific improvement. They just get your money and leave you alone. The doctor does not give a heck about the results. He did a series of ineffective aggressive procedure called Trio (acne scar removal) on my face and did not respond when I called them back. My face looks even worse than before (not even 5% improvement let alone 20-30% that they claim at the beginning). I'm a student thus on a short budget. I wish I had chosen a better dermatologist instead of wasting my money and my time here. I set up a virtual consult with one of the skincare specialists for acne scar treatment. I was willing to fly out there next year for treatment as many patients do, however after my virtual appointment, I could never reach them (they provided an email to reach out to with any questions). After a month, I called and they told me email is best and that they will notify the consultant regarding my questions. That was in May. It is August and I still haven't heard back. It just seems like if I have a hard time reaching them now as a "potential client", I will def have a hard time reaching them as a client who's already paid. Being that I am from out of town and can't just show up if I have any post-op issues, clients should be able to reach out and get a response in a reasonable time. I will say, the ladies I talked to where very nice; Unfortunately, Im not comfortable not knowing if I can reach them post-op issues, so I may have to look elsewhere for treatment... read more

Watched a youtube vlog about one of his previous satisfied customers and I contacted their office via email. They are currently offering free virtual consultations and also answer any and all questions through email which I really appreciate. And right away too. I did not have to wait several days for a response. Even got quoted on the same day. I made my appt and then drove 2 1/2 hours, Los Angeles to Chula Vista, for Electrocautery. I was literally there for about 10 min. The staff were easy going and friendly, but Dr. Rullan is what really made my visit memorable. What a nice guy. Great at making you feel comfortable and really seems to know what he is doing. I totally recommend going to see this dermatologist. I will definitely return to their office. This experience has compelled me to write my first review. I was treated by Dr. Rullan for one year and the results are exactly the same, if not worse. I was recommended to Dr. Rullan by my physician for what I thought was a rash. He did a skin test & was quick to diagnose it as a skin fungus. Treatment included oral and topical anti-fungal medicine. Next was the anti-inflammatory shot that would probably help any rash as it was shot directly into the lesion. Nothing was addressing the source. The condition would appear better but only due to self-progression.The reason I know this is because I had this for one year before I sought treatment with him. Every time I would go in, they would ask, "what are we seeing you for today?" This was ok for maybe the first three times- but EVERY time? Were they not able to read my chart for past visits?! Recently after a flareup, I decided to find someone else. She did a thorough exam & actually took a biopsy of my lesion. I found out I have a life threatening disease. If I had not went else where, I don't know how much longer I would have continued with him and his misdiagnosis and treatment. In looking for his contact information, since we haven't had any issues in the last few years, and with the ease of internet search, I am shocked at some of the bad reviews, so I felt compelled to give my own: My whole family from parents to grandchildren, has visited Dr Rullan over the last .... 35 years... and he has always cured us of whatever was ailing us. My daughter had a horrible rash on her legs and he was the only one who knew how to take care of it without making me feel like i was neglecting my daughter for having the rash (as Dr Dolgas did...) In recent years Dr Rullan has gotten involved in cosmetic surgery and creams, and he will try to sell them that is true. I am so thankful a friend recommended the Dermatology Institute. Dr. Rullan and his staff are extremely thorough, friendly and knowledgeable. I have had acne and scarring problems for years and tried it all. I was recommended two topical treatments as well as two oral medications. Honestly the medications are a slow and steady process but they also help the scarring fade. The facials are the real magic! Hilda was as brilliant as she is personable. Hi I went two years ago to have liposuction in the inner part of my legs by dr. Rullan and when I went the day of the surgery I was never told that I was not going to be put out he took out too much fat and several areas of my inner thighs I'm blamed it because I had loose skin which is untrue I work out a lot so I do not have loose sagging skin. And he was very upset as he was doing the surgery and he kept going back and forth on my leg and didn't stop until I told him it hurt. I don't think that he should be performing any surgeries that require injections of any sort because he also ruined my didn't ruin my calf but he injected it with some saline to get rid of the spider veins and he did it on one of my regular veins and it's almost like I feel he did it on purpose I had to go to another doctor to have them repair that thank goodness it was corrected. But my inner thighs I don't know how they're going to be corrected I will continue my search to see if I can find someone who's going to correct it. I have been going to Dr Rullan for years. I have seen one of the PA's that has come and gone and I have seen Dr Rullan. I have been his patient for various reasons, from cosmetic surgery to skin conditions. I have not had any issues with Dr Rullan himself. He is very personable, kind and genuinely cares for his patients. I do however have issues with the office staff and generally the way his and Jennifer's office is run. First of all, there are numerous office staff employed which would give you the idea that that there is sufficient staff to cover this office's needs. All are quite young and energetic but sadly inefficient. I listed only some of problems below that has brought me to the point of finding another Dermatologist. 1. Many of the office staff demonstrate lack of understanding of ones duties and position with a general lack of proper bedside manner. This includes arguing with the patient about medication which the doctor had already prescribed; being told to get it over the counter.instead. Setting you in a chair flat on your back to get a shot which requires you to stand. No real proper screening for what you might be there for leaving the Dr. coming in assuming what your needs are. 2. When you have a question concerning anything except another appointment, there is a black hole which leaves you with nothing other than a voicemail in hopes that you might get a call back. 3. Being prescribed medication which is never called into the pharmacy. Leaving you to contend with the black hole. In some cases leaving me to go to urgent care for some relief. Again, Love Dr, Rullan but this office is unbearable. read more

SORRY Marcos, I have to disagree with YOU. I had my 1st visit with Dr. Rullan a month ago and had a great experience with him. Dr. Rullan is very professional and down to earth as well as educated and experienced. I went to see him for a small epidermal cyst on the left side of my chin the size of a small pea. Several dermatologists from Kaiser my health care provider refused to remove it because it is considered a "Cosmetic Procedure" and they all told me that I would have to go to a plastic surgeon which would cost me several hundred dollars. Not only was Dr. Rullan able to treat me that same day (during my lunch break from work) the procedure was minimally invasive and it was a FRACTION of the cost I had anticipated!! Guess what? My follow up visit was FREE. FYI: beauty doesn't come cheap and everyone has different reactions to different procedures. Acne scarring is one of the most difficult problems to treat and improve. A great reviewed doctor so a wait was something I figured. I had an 11 appointment and showed up at 1030 since I am a new patient and was ready to fill out necessary forms to not run late. I've worked at a medical office and hate when people expect to get into their appointment on time when first time patients. Anyway, not getting off track. After filling out paperwork and paying for my visit, there was 5 patients who signed in after me and still got called in before me. After the 5th person I had enough and asked the receptionist kindly how much longer the wait was to be because several people arrived after me and still got attended to before she said, "I was up next". When I made my appointment I made it with male Dr Rullan and the doctor I see is apparently is daughter, (father was on vacation) which I don't really care because I just need to be seen. Short reason why I am being seen is for an allergic reaction to who knows what and 7 weeks after I'm still covered in hives and spreading. I spoke to the nurse and doctor who took photos of the rash which I was happy with. Finally some documentation of what is going on. Dr Rullan was extremely friendly and willing to work with my insurance. She was upfront that the insurance I have wasn't the best and a few things she was prescribing wasn't covered but she will show me some tricks to get the most out of the topicals. She used a tablet to show me photos of other with the current condition I had. Her nurse was also very friendly and gentle when administering a shot. Overall the experience was great once I was done waiting and getting pushed back. Dr Rullan (female) is someone I would definitely recommend to anyone. read more

I arrived on time for a 2 pm appointment on Thursday July 9, 2010. Right away, there were a couple things that seemed odd. First, they asked for a driver's license number in the registration, and secondly the registration papers included a form stating that you agree to arbitration should any problems arise from treatment. This was not something I have seen previously in any doctor's office, and when I turned in my paperwork without signing it I was told I would not be seen without doing so. Also, there was a sign in the exam room stating that all cell phones must be turned off. This is not unusual but was particularly ironic in this case as it was posted about two feet away from an office phone in the waiting room, presumably for use if the staff receives phone calls while seeing patients. To me this communicates that staff's time is considered valuable, but the patient's is not. I waited to see someone for about an hour and 45 minutes, at which point I left. I would have been fine waiting had the staff stating things were running late, or that an urgent patient they had worked in had delayed things, but the staff didn't seem to think patients were worth this courtesy (or maybe they just routinely double-book without regard to patent's time). When I stated I was leaving due to the excessive wait, the front desk staff didn't offer any apology or explanation. They just stared at me without saying anything. To be fair, I didn't actually see Dr. Rullan, and maybe he is so good that he is worth putting up with less than respectful treatment. However, I am a believer that he who is faithful (or careless, or disrespectful, etc) in little things does the same for important things, and suspect that the belief that patients are worth less than staff may pervade patient care. They seem to have plenty of patients (the next appointment time was a month after when I called for the appointment), and this may feed into the office culture that patientsaren't deserving of considerate treatment (if someone has a problem with it, there are plenty more where they came from). read more

I had two awful ugly scars over my eyebrows caused from an incompetent military surgeon. For years I was embarrassed to show my face and would find ways to cover up with bandanas and hats. I went to see Dr. Peter Rullan for a simple procedure. He failed to explain to me the risks of the procedure beforehand. Had he done so, I would not have moved forward with the procedure... What he injected me with dispersed over my upper left cheek which was much further than what we discussed. I wanted to address the puffiness beside my smile line/ the vertical line where your smile meets the cheek. Instead, he diminished the entire left side area except the puffiness that I actually wanted addressed. This was supposed to be a one time procedure and I ended up going approx. once/twice a month over a year because he told me he was washing it with "bacteriostat", a corrective injection, and that was going to make it better. He never admitted wrongdoing, he never explained to me the risk and all along I had to pay out of my pocket for the "corrective" injections?! One day he decided enough was enough. He was not going to do it anymore. He didn't care how I felt despite the fact that his actions changed the left side of my face in its entirety and that is not what I went for. DRAMATIC RESULTS! Dr. Rullan and his team produce dramatic results. I got very sick about 7 years ago with an infection and it damaged my skin in every way you can imagine from pores, to acne scars, pock marks, elasticity, you name it. Stay away ! All he cares about is your money. Be thankful you did not try the $5000 exoderm peel which is torture and useless. I think he is evil because he knows this procecure will not give the dramatic improvements he claims are possible during the consult. When you see him to complain about a lack of results, he just tries to get you to spend more money or he acts annoyed and leaves the room. I did this peel in 2004 and I still hope he pays for all the emotional and further scarring he has caused. This peel requires you to wear a disgusting green mask and go on a liquid diet and you look burned for months. He could care less how much suffering he causes as long as he gets paid. Wish I could give 0 stars I went to Dr. Rullan to get a few moles checked out.I had a horrible experience. While about 1/2 the time the staff was friendly most of the staff (including Rullan and some of the doctors) were incompetent. A list of things that irked me: 1. It took over 5 days of calling to get ahold of them to get information about the moles removed AFTER they left a message saying to call ASAP. Everytime I called the 1 person in the office I was allowed to speak to was busy. 2. They botched up the mole removal. Not only the initial removal on my shoulder which became infected and sore but also the extra skin they took off my leg to make sure they got all the pre-cancerous material. It took over 3 months to heal. I was going into the office every other day for them to fix something wrong with the bandage. Things like: they didn't pack it right They didn't put enough aquaphor so it dried out and they had to dig it out (with scalpel/tools) and start over. Infections from the open wound/constant prodding of the wound. 3. The wait time. Unless you get an early morning apt expect them to be 1+ hours late. There is always an "emergency" or the Dr. is running late. 4. They started taking mandatory blood pressure readings. 1/2 the time they can't do it right and when they do mess up/get an off reading they just ignore it. 5. They try to upsell you on procedures you may not need or want. I told them in no uncertain terms I do not care if I have a scar. I have others one more won't change anything. What I did care about was the pain keeping me from being able to walk. Their solution.... to tell me that I could use a painless/harmless procedure that would heal my scar and make the pain go away. Turns out when I made the apt (after speaking to Dr. Rullan himself as he sold me on this treatment I did not even think I needed) that it was a scar removal treatment. It had the (likely) potential to be painful. It was a series of treatments (he had said only 1). And insurance was unlikely to cover it (another point I had told him I was concerned about when he told me I should do the procedure, and he assured me my insurance would cover it). Basically they messed up a procedure through incompetence, and then ignored my wishes to upsell me on a treatment I did not need and would cause more pain. I was so upset I almost broke down crying in the middle of the appointment. I told the dr. (who was not rullan, but the specialist for the treatment) that I had been told different than the paper work he had given me, that I would not sign the paper (which covers them for liability/insurance b/c it says I know what the procedure is) b/c what was on the paper was not what I was told. He then tried to sell me w/ a story of a boy w/ scars on his face that he (the dr) made go away almost completely w/ the treatment. I said good for him but I don't give a care about a scar on my leg no one is going to see. I left the office (wasting my copay and 2 hours) and never went back. Be warned they are out for your money. They care about getting awards and looking good, they are sloppy and unprofessional. read more
