I have dined here a number of times and I can't believe I've never threw a Yelp out. This is one of my favorite restaurants in the area. Always friendly staff and great food in a relaxing dining area. If the weather is nice, it's also great to sit outside on their patio. They have specials that are really good. I've never had anything bad here. And a few are looking for desserts, this is the place to go! As soon as you walk in the door, you can see all the dessert selections in their glass case. They also have ice cream imported from Maine, which is very very good. Give this place a try if you're in town. read more

Was not impressed. Pretentious little place. Must have reservation or you are eating at bar. This was across the parking lot from our hotel. The little booths are lovely. We were fortunate to get one of those. It was decorated very tastefully for Christmas. Dinner was good, portion size for price was ok. My vegetable side was smaller than a baby portion, 4 string beans, one carrot piece. I had sesame salmon, and it wasn't anything special. Glaze on side tasted like from a bottle off supermarket shelf. Husband had the chicken french/lemon something. He enjoyed it. Just nothing impressed with the meals. Desserts however, are unbelievably delicious and generously portioned! Had a tough time making decision. This place, known for its desserts has a full bakery display when you walk in. We shared a slice of cake, we loved it. I would definitely come back for dessert. Most likely takeout, if ever in area again. I don't plan to ever return to Rochester. I've been going to Phillips for years! Especially for their delicious desserts. I did pick up some slices today and was pretty disappointed in the sizes of the slices. They are much smaller than the last time I dined in. The white chocolate carrot cake seemed like a normal slice, but the caramel vanilla torte and the pecan caramel cheesecake both looked like half of actual slice. Three slices of desserts for $32 and receiving a three bite slice is insane. Highly disappointing for sure. read more

Tried a slice of the tiramisu torte (take out) and had a little bit of sticker shock (came out to about $11 total for a pretty small slice for the price). Putting aside price, the cake itself was rich and delicious. I would not call it tiramisu (did not get any of the coffee flavor), but the chocolate and cream were all delicious and not to sweet. Walked in for late lunch and luckily a table was available! Reservations are recommended as tables fill up. What I like is Phillips European is reminiscent of what dining used to be. The service was excellent with an attentive waitress who was kind, and helpful with our decision making process of choosing entrees as well as desserts. Nice option is half or full portions. Euro American old style restaurant. It had that diner 80's vibe- a little outdated on the inside but that's what makes this feel like some old style european place. The desserts were impressive and we had a good steak. We only had a steak because there was a misunderstanding with the waitress and thus only 1 entree arrived. This was ok, because we weren't super hungry to begin with. We had the baked brie for our appetizer. This was the most "exciting" appetizer choice I found because to be honest, there wasn't anything on this restaurant's menu that stands out to me as a "must try" item. they are all standard steaks, salads, sandwiches, and pastas that sounded American-Euro. TLDR: For the price you're paying however, come here for the dessert, go somewhere else for the main course/main dishes. I am not sure if I would come back here for a meal since I already had such a hard time choosing what to order. I live right behind this restaurant but took me years to finally come because nothing on the menu enticed me. I could find more exciting italian dishes in other places or American fare. I never am in an only dessert mood. however, if you are looking for a more upscale place than the white rabbit dessert experience down the street, then this is the place to go to. Nice find next to the hotel I was staying at. I didn't have a reservation but they accommodated me at the oddly shaped bar. I got to say that was the only downfall of this place that had some weird angled bar top which made you lean forward and it was a little hard to eat food I'm only about 5'1 so I really had to lean over to eat my food and other guests were complaining about the bar surface. I would hope that they remodel that. Now that I've gotten that out of the way.... I really did enjoy every bite of my meal the waitress/bartender was a very friendly and awesome person. She made my experience at the restaurant five stars. I had the soup du jour what was a vegetable mixed soup. I also had to try one of their Specialties called Phillips European beet salad which was just delish. The main course was one of their Specialties called chicken French. I love that they had a petite size dinner especially since they have a dessert case filled with treats. I definitely enjoyed the chicken French it had a lightly battered breast with a Sherry parmesan lemon sauce. Now desserts where do I even start they have a two-page menu of desserts a large case full of cakes, pies, cheesecakes and chocolate covered strawberries I ended up getting the Cherry Berry cheesecake. Which was heaven in my mouth. I've heard good things about the desserts at Phillips, but it was not the first place that comes to my mind when we're looking for a dessert spot to end our night. Not anymore. We got the chocolate raspberry cake, strawberry cheesecake, lemon bar, and a toffee cookie. They made me do the happy dance. The cookie was so good! The lemon bar was more on the tart end (maybe because we had the others first) and tasty. The chocolate raspberry was delicious. Our favorite was the strawberry cheesecake. So glad I went back and tried this spot after not being here based on a bad experience years ago. I have been missing out! Let me start with the basics: parking- easy and lots of it. COVID Regulations: Followed with no problems. Atmosphere: Clean! A little dark and dated, but ok. The Food: Wonderful! There was three of us so we started off with two appetizers. First one was the Artichoke French, absolutely delicious! And second, Brie with fruit- I wanted to eat it all myself- and I'm picky about appetizers- loved them both. For my entree, I had the Salmon & Shrimp- it was delicious. Cooked perfectly. For my dessert, I had a piece of Cherry Berry Cheesecake (doesn't have cherries, but several other fruits on top) - a slice that was big enough to take 1/2 home with me. Easily my favorite dessert shop ever. Apparently I started eating Phillips European whilst still a fetus in my mother's tummy - which is why I love this place so much. The all time must try dessert is the Viennese meringue torte. I've never had any other cake like dessert that tops this. As someone who is not a sweet tooth, I think this cake provides the perfect balance of sweetness in a cake. Contrary to the sweet cream most cakes possess, the cream in the Viennese torte is not very sweet. The sweetness in this torte actually comes from the meringue and the sponge; and a combination of all three creates a tiny taste of heaven. Try it and you won't regret. My other favorite is the Bailey's cream cake which swings on a much sweeter scale (but fantastic nevertheless). Generally I don't think you will go wrong with any cakes in this shop but Strawberry Viennese torte is a must. Pro tip: there are some cakes you can order half and half a slice (so you would be able to taste two flavors of the cake for the price of one). Unfortunately the Viennese torte isn't one of them, but Bailey's cream cake is! Ask to double check! Hope you enjoy this place as much as I do. read more
