I moved in in August to a very run down apartment complex on agate st that they'd recently obtained. With them being new to it I expected some hiccups but not to this degree.
Off the bat the whole unit was dirty but the reason I had to wait to start my lease was for the cleaning company to finish up. Day one I move in and the bathroom reeks of cigarettes. It dissipates over time. Whatever.
About two months in I'm noticing rat shit on my floor, in the rooms, on the counters. It's gross AF and I run a tight ship in regards to cleanliness. So I promptly call up Nan and let her know I've got a rat. After maintenance joke comes in he blames me for the rat, says before moving in there was no rat issue. They call up a professional out of Portland. A company you can't look up because it's literally just this guy and he operates solo. He checks it out, says this absolutely predated me and there's a giant hole behind the dishwasher, which has been non-operative for at this point a month and a half. He puts down sticky traps and leaves. I continue to battle with rat shit, sticky traps and a dead dishwasher for 3 more months until I get a call saying the unit next to me was turned over and they found the dead rat next door. Cool. They replaced the wiring harness which was chewed ANOTHER month later and when they pull the appliance the subfloor is soggy, smells horrid, is covered in rodent droppings and things it had pulled in as nesting materials. Was this cleaned out? Nope. All replaced. Hey at least I have a dishwasher again, at this point it's now second week of January. I get a clog in my sink, all backed up, I write up a report, wait 3 days, call them saying I need this cleaned out or I'll call a plumbing crew to do it for me. They come next day, telling me to not be so threatening. Don't know how that's the case but sure. While he's here I tell him hey- I think my windows leaking but I'm not 100%, take a look? He does, tells me it's just old, when water is blown from the wind it finds any crevace and comes in. Put down a towel to prevent mold and change it out when it becomes wet. A few days later I get a wild hair up my ass to check my lease. What do you know? A lease change with my signature forged, an illegal clause or two saying tenant responsible for multiple types of repairs (heater, HVAC, plumbing...). The rainy season is picking up now into end of January so I say hey, please see what we can do about this window, it's leaking pretty bad. Soggy windowsill, dripping down the wall, a mess really. I wait a week, nothing so I call a window guy to assess the damage because I'M NOT GETTING STUCK WITH A DAMAGE CHARGE. First week of Feb he comes out, says window design is outdated, uneven, warped, needs to be replaced, window frame as well and possibly even the wall. He calls Nan and gives her a bid. After two weeks of silence she's emailing me, telling me it was unacceptable to have someone survey, told me I had no authority to do so and that she would no longer tolerate my behavior (the behavior she describes is me wanting the bare minimum for the 1500 I pay in rent for this dump) she had not replied to the repairman so I serve her a letter, basically saying she has until X date before I withhold rent for repairs to be made. I had legal grounds to do this, as a leaky window is a no-no, and I'm slowly getting sneezy, wheezy and congested. I wait a week and am told "window sweat is no need for a replacement or repair" so I go to home Depot, grab a mold kit and schedule an exposure test with my doctor. I get a letter expressing mold exposure concern from my doctor and in 2 days I have a very active mold culture from the windowsill. 2/27 I let Nan know I have a culture on my desk I'm willing to submit for testing, and that I have a letter about exposure. I also proceeded to contact the housing authority and a lawyer. On the first I serve a letter as a "repair or else." Giving her until 3/8 to replace or I'll break the lease. I get a 24h entry notice from maintenance telling me they'll be here between 8-5, I'd set up a camera since was leaving my dog, however the maintenance person declined entry after he'd discovered nobody was home except my animal, saying he'd reach out later to reschedule and I just reminded him of the letter left the day prior and let him know the date still stood for a repair to be made. He then came in and informed me that the window was fine, was "sweating" and left it at that. I proceeded with terminating tenancy, getting a lawyer and I am in the process of pressing charges. The unit is back up for rent and claiming things WHOLLY untrue, see what's highlighted. Also beware there is NO padding under the carpet, below this is pure subfloor. The windows are the originals, I had a contractor confirm this.
