He was hospitalized for 5 months. The brain injury resulted in memory, reasoning, cognitive impairment, and decision making problems. He is receiving Federal Disability. Frank knew my son before the accident, so he had to have had an awareness of this. My son wanted to purchase a condo, but only had a fixed amount of money saved(his money). He contacted Frank, and Frank took him to see condos in that price range. I have been watching over my son(age 39) since the accident(May 2019).When I found out about Frank showing my son condos, I politely explained to him my son could not go forward with this at this time, due to his Cognitive thinking problems resulting from the accident. I was extremely concerned about my sons financial situation. Frank told me "he can do whatever he wants, he's an adult." Traumatic brain injury is an invisible disability. Frank ended up selling my son a condo for $400k 100% cash(my son's money).The story goes from bad to worse. There are many condo complexes along Vermont Ave in South Torrance. This complex was built in 1973 with 350 units. Many were not in upgraded condition. Two weeks after the purchase of the condo, a pipe leaked in the upstairs condo and flooded the entire downstairs. My son had slept there two nights. Due to asbestos being used in older buildings, all walls and ceilings had to be removed with lots of testing for asbestos and mold were ongoing. Four months later, the condo is now ready for new walls, but we just discovered rusted pipes in his condo that need replacement. The HOA brought in a plumber. Now all 8 units adjoining my son's have to go through repiping to avoid bursting pipes. Thank you Frank! I'm sure you're happy you made money on this sale. I have very little respect for Frank Kenny. I see he has many glowing reviews, but that is not the case here.

They sent out a letter with a form to authorize for mandatory automatic payment set up. My husband and I filled it out because they require it since there's no online portal available for payment. The auto-payment was supposed to occur when HoA dues have not been paid after the 5th of every month. We've been paying our HoA dues on time, prior to the 1st of every month. The set up was official in May 2026. We've paid every HoA dues few days prior to the due date through manual e-check. On 6/29/2026, Progressive Association received our payment for July. They automatically withdrew an additional monthly payment on 7/5/2026, a week after. This caused our budget hardship and we had told the bank we didn't authorize that additional payment. The bank reversed the ACH. I emailed to let Progressive know. Then, I received an extra charge "Non-Sufficient Fee" because the additional payment was reversed. I emailed and spoke to multiple people through Progressive and some of them would ignore me. Noemi especially lacks communication, does not answer questions and is quite rude. I asked for an explanation to why I would need to pay NSF fee when the system charged me an extra monthly payment, they couldn't give me an answer. They simply just said the system had mistakenly charged me. So if it's the company's mistake, why should I be responsible for this fee? (NSF charged to my account because the bank reversal had a fee charged to Progressive). I researched this company and it seems like there have been multiple accounts of incidents similar to this, where they would charge extra fees or have made account receivable mistakes. It seems shady to me, it's as if they need extra money for whatever reason and they're using mistakes and fees to get more money from homeowners. Update as of 9/15/2026: Thanking Scott for reaching out to me asap and was able to look into this situation with me. They were able to help me to solve this issue and gave me back the $40 NSF as refund.

He had a long-standing relationship with the property owner and did not represent our interests fairly or adequately. When serious issues arose, he attempted to deflect responsibility, and I had to remind him that, as a dual agent, he was obligated to represent us as well. The concerns were significant, not minor. There was clear evidence of pre-existing black mold in the unit (I did not tour the unit prior to renting). During a time when families were urgently seeking housing due to the fires, he pressured us to pay for an additional month before we needed occupancy in order to "secure" the rental, which felt like price gouging under vulnerable circumstances. We were promised a functioning elevator to assist with our move; however, it was never repaired and remains inoperable nine months later. Robin also attempted to include several contract clauses that did not protect our interests. When my husband proposed a reasonable amendment to legally confirm the final day of the lease, Robin responded dismissively, asking, "Where is the trust?" Additionally, Robin represents several owners in a row of homes in Sawtell where there is a known and unresolved termite issue. This was not disclosed to us, and instead, he attempted to push a pest control clause to us without transparent communication. Overall, our experience was deeply disappointing and raised serious concerns about fairness, disclosure, and professional responsibility.
