The inspector said it would not have passed inspection if they did not come back out. That one employee is really making this company look bad. The owner and one of his workers came the next morning and told me they were surprised what I'd done hadn't fixed the issue. Even so they replaced the new valve washers just to be sure and reinstalled the seats with teflon tape and tested it out. Sure enough, they had the issue fixed quickly and didn't make a mess doing it. They charges me their minimum hour which honestly I thought was not only reasonable but fair especially given the weather that day.
