My email stated going forward we will only communicate via email as text messages are not good documentation for a $3K project (it is what he gave me without seeing the project). A week has past and no response. I had another very bad experience last year with another concrete person and Ramos seemed to follow the same path, so I am backing off. The $3K did not include materials. It is not a big job, and I have done this myself in past homes. As you can see in his response below that he never intended to follow-up yet lead me to believe he would send an estimate and to send him pictures.
