The first time I went there was in 2009 on the recommendation of a friend who used to have a Japanese restaurant. With job changes, going back to school, and plunging headfirst into a turbulent new career with multiple job changes, I never got back there until 2022. And guess what? They remembered me! The staff is genuinely friendly. They remember what I like, and a few times I've described dishes that weren't on the menu--and they made them perfectly. They actually listen, and that level of care is rare. The wine and beer selection fits my tastes really well, which is a nice bonus. Every time I visit, the atmosphere is happy and relaxed. I often see other customers come in and get greeted like old friends, and it's clear this place means something to a lot of people. It's not just a meal--it's a place that lifts your mood. Okura has become one of my favorite spots. Friendly people, great food, and a warm, welcoming vibe every time.

We typically came once a month over the past few years, but that ends today. It was just my son and me on a quiet Monday evening, so we chose hibachi. Upon entering, we saw a new sign stating gratuity applies to parties of four or more--odd since the usual threshold is eight, but fine. We are only two and always tip. The wait staff was pleasant; she seemed new but handled her duties well. My son ordered steak and chicken, medium with noodles, while I chose steak, shrimp, and scallops, medium rare with noodles and rice. I brought wine, and he had flat water--simple and easy. The chef barely spoke or engaged with us, so apparently the hibachi "show" is gone. There was no seasoning on the food; I had to request lemon for my seafood and, for the first time, used soy sauce for flavor. Here is the disappointing part: my steak was meant to be medium rare and my son's medium, yet the chef served his first and then handed mine over immediately, so cooking temperatures are irrelevant now. My son received a mix of noodles and rice, as did I--not what we ordered. I also received chicken in my rice, which is fine but not requested. With no show, no interaction, and an incorrect meal, I accepted it. The chef had the nerve to shake his tip box at us twice. Right--not happening.The bill arrived at $75 or more, and I wondered what we had ordered. Then I noticed a 20 percent gratuity on the check. I asked the waitress, who explained it was new management's rule for hibachi. The more insulting detail came after I paid this mandatory tip: the receipt still included lines for suggested gratuity amounts. I requested the manager, who said hibachi carries a required tip. I pointed out the sign for four people but asked where the sign for two was; he admitted there was none. I told him they had lost our business. He tried to offer some odd explanation, but we simply took our leftovers and left. I told my son this $11 charge would hurt them through lost business from us and others reading this review. The decline in food quality over the years is unfortunate. A lazy chef who cannot follow orders is also unfortunate. Charging customers for a tip on a party of two without a sign is poor practice; when the business closes--or worse, becomes a buffet--I hope the $11 tip they forced on us was worth it. Our time with Raku is finished. It is sad. They used to be good. Now it is a pale comparison of what a good hibachi place used to be. I will spend my money elsewhere.

Staff consisted of mix of Asians and non-Asians. Before the food came out our waiter brought over a little black plate with 4 white towelettes rolled up like little marshmallows. My youngest thought it was a marshmallow and tried to eat it. We stopped him! Coincidentally, the booth behind us had a large party of adults and one of the adults did the same. Makes for a good laugh but down the road this could be a huge liability. Osaka restaurant should change up the presentation before a customer chokes on the little towelette. We started out with scallion pancakes, egg rolls, wonton soup, and hot & sour soup. Scallion pancakes were hot, crispy, and tasty. Egg rolls were blah. No flavor and all cabbage. No protein mixed in. Wonton soup is as basic as you can get. It was delicious! However, Hot and sour soup was a huge disappointment. It was dark colored water with a slight soy sauce and black pepper flavor. Where was the sour? Where was the heat? No black mushrooms. This had to be an off night for this restaurant. Taste test the batch before serving. The entrées. My son ordered sweet & sour chicken. Without requesting separate sauce, Osaka served the sauce on the side. Perfect for my son. He likes to dip the chicken into the sauce and eat with white rice. Since the chicken was served plain we all tried a piece to taste test the quality. Actually not bad. My son finished his whole dinner. Portion was huge too. My other son ordered Mala chicken. Delicious mix of chicken and vegetables with spicy heat. Huge portion. Definitely a favorite. My husband ordered Orange Chicken. Chicken was crispy on the outside, tender inside and sauce was sweet with orange flavor. Mild spice. He devoured almost all of it. Again another huge portion. I ordered the Teriyaki beef. It came with a side of steamed broccoli and rice. I chose brown rice. This beef was so tender and tasty. Melt in your mouth kind of tender. Teriyaki flavor could have been a little more intense but not bad at all. I would definitely order this again. Huge portion served. I ended up taking half of this home. It made for a pretty good lunch the next day. We finished off our meal with a shared dessert; Fried banana with vanilla ice cream. Order this dessert!! Don't live with regret missing out on this happy ending. My overall take on this place... try it out. It's Asian food in the suburbs. Not quite Chinatown or upper mainline but it's pretty good for Asian food in Downingtown. Huge portions. Some things are hit or miss but my guess is it's just starting out. And it was for a birthday dinner. Our waiter Chris was not attentive, at all. We ordered our main course, which was not that much food. An hour later we finally got to eat. The waiter, who did nothing, no drink follow-up, no how's your meal follow-up, got an automatic 20% tip. And to top it off he decided on his own to bag our birthday dessert and send us off on our way, which we all couldn't understand. We didn't even get to sing happy birthday. $551 dollar tab.
