If the hours say 8pm at a restaurant, they seat people until 8pm. If the store is open until 1am they are required, by law, to leave the main exit unlocked, until 1am. It's a health and safety risk, which is by far the bigger issue in this instance if there is a fire and the doors are locked, customers and employees could become trapped inside. The other problem is that a consistent store schedule is essentially a contract with their customers, so that the customers know that they can rely on the business. I have gone to QFC, at about 12:45am 1-4 times a week, for years. Knowing that I can get food there, at that time, and so planning things accordingly. Recently I have shown up at that time and been denied entry a few times, but other times they are letting people into the store at 12:59, as is right. It's an unwritten rule that if you go into the store just before they close, you make sure you get what you need and get to the register, but that is essentially a courtesy to the employees of the store, that the employees now feel that they are entitled to... in fact they might not even let you in if there is plenty of time to get quite a a whole bunch of groceries and still be out before closing, depending on how they are feeling that day.
