This is a real review containing 100% true personal experiences. We hired Sierra Pacific Management to manage our home just north of Yuba City. We were long time customers from 8/1/2007 through 12/31/2016.
Sadly, after 9+ years with them, we finally had enough and were forced to terminate their services due to ongoing, unabated incompetence, accounting errors, and dishonesty.
Based on my 9+ years of them managing our rental home, I feel obligated to warn any owner thinking about using this company for property management services. Owners with multi-units or apartments will be preferred targets for SPM exploitation.
It took me years to finally realize they were "generating revenue" at my expense, and how they did it, once I had a firm grasp on their "methods of operation", we immediately terminated their services. On and off, over the years, I suspected they were doing this, but it would be sporadic and infrequent. Then it became more and more commonplace, many unauthorized repairs suspected of being unnecessary, finally culminating in the unauthorized painting of the entire interior of the house. Of course, once again, we only found out this *after* the fact, without any ability to question it, or halt it. Absolutely no before-and-after pictures provided, even though I had previously specifically requested pictures for *any* work performed.
They use their credit as tool to keep these charges from being known about for some months.
Let me explain.
They have a Home Depot Credit Card which gives them net 45 days credit to pay. They also have accounts with say, the paint store, and many other places who give them say net 30 days to pay. Ok, bear with me here --- when they decide they want more revenue for future months, they perform an unnecessary "repair" or unneeded "maintenance". Their in-house crew, who some are family members by the way, goes to Home Depot and uses the Home Depot Credit Card to pick up materials; at the time they pick-up the items, they 100% *for sure*, *get* a receipt right-then-and-there, which they bring back to Sierra Pacific Management and turn in.
Ok, so they go ahead and perform the repair or maintenance, they never get approval, or even provide any notification or heads up to their customer -- me the homeowner. Contract stated any charge of $300 had to be *approved*. So they found a loophole to circumvent their contractual obligations by simply submitting multiple invoices under $300. Again, never any heads up, no notification, even though I had specifically asked them in writing to notify me of *any* charges incurred after suspecting this behavior.
Rather than using the reciept they received at the time of pick-up for accounting, they wait for the net terms to expire (45 days into the future), then they wait for the paper bill to come via snail mail. Then, and only then, they account for the charge incurred 3-4 statement cycles in the past. Time and time again, this was their method of operation, even after I *specifically* brought this to their attention and asked them to account for repairs & maintenance during the *proper* statement cycle --- using the receipts they get at the time of purchase / pick-up.
To recap, since they *HAD* the receipt at the time of purchase, they could have both accounted for the charges during the *proper* statement, *AND* still have used their credit -- waiting 45 days to pay Home Depot for the materials, no problem. The unnecessary delay in accounting were simply tactics to obfuscate, confuse, and most importantly, to ensure the revenue generating unnecessary work in question could not be stopped or questioned. Plain and simple.
Their services weren't always this bad, especially at the time we hired Sierra Pacific back in 2007. Our account rep was Dick Grant, and he was on top of things. A few years later, Dick retired, and this was when we noticed the slow and steady decline, and started experiencing all the issues.
Highlights:
* Never ending accounting errors for which I would need to catch, and call them.
* No timely return of calls, even after days, or sometimes weeks. I would need to follow up.
* They do not have an accountant, they have a "book keeper" (it was Excel spreadsheet based for a long time).
* Their in-house labor rate is higher than hiring a handyman directly.
* They submit bills/invoices without any details or description of work, or listed hourly rate.
* Tenant moving-out was charged for cleaning & repairs; New tenant moving-in noted exact same issues remained during move-in walk-through, so none of the work was actually done.
* They refuse to provide any before-and-after pictures for any work they perform, even after specifically being requested.
* Owner's Family members perform in-house repairs & maintenance and gouge on price.
* Many 3rd-party invoices for repairs & maintenance seem to be generated by them.
* 3rd-party invoices submitted with no details or hourly rate, then SPM hand-hand writes total on invoice. read more
