This is not a luxury apartment. In the 4 years I've been here, they have never upgraded anything. I have old appliances that are ineffecient and don't match. The mgmt team, at one point, rented the apartment under us to the church accross the street who had homeless people in and out at all hours. Our apartment was at one point infested with roaches and the mgmt team did nothing --we finally went and got the chemicals we needed and treated our own space because they simply wouldn't do anything. DONT count on using your balcony here because between 83rd Ave and the 101, the noise is really loud. Just look more closely at the details--bugs and filthiness of the grills and go look at the 2nd pool and how clean it is versus the one you see from the office. We haven't been able to get our mail here wihtout a signature for 4 years. They are selling luxury here-especially with the price tag but I warn you now, THAT IS NOT WHAT YOU ARE GETTING! beware... read more

We lived here for one year and had a great experience. The one bedroom was plenty of space for two of us and the built in shelves in our unit was a great touch. The maintenance guys, Keith and Dave, were always on it with any requests and very friendly people to come into contact with. The common areas were super clean. All the office staff made it an easy transition for me moving from out of state and were prompt with answers to any questions we had. This is an GREAT apartment building! we lived here for two years and we NEVER experienced anything like roaches, bed bugs, dog feces, etc. We would have renewed the lease for another couples years BUT our rent was going up way too much to stay in our two bedroom, which was going to be near the price of a rental house with 3 bedrooms if we renewed. I lived at Sky at P83 from 2013-2017. Let's be honest, apartment living, unless you're in the $1800+/month rental rate, will never be 5 star or "luxury". However, out of the 7 different apartments I've lived at since 2007, Sky was above and beyond my favorite. I started leasing in 2013 under Pillar Management. I really loved the Pillar promise. If you didn't like your apartment in the first 2 weeks, they stated you were able to get out of your lease completely scott-free -- they also honored this promise for me when I lived at another property of theirs in 2012 and didn't like the smell. They hired movers on my behalf to move me into another available unit. I truly felt honored as a tenant, and I subsequently had a home I loved. So, I moved to Sky at P83 (formerly Pillar at Rock Canyon) to be closer to work in 2013 under the reassurance of that 'Pillar promise'. The hardest thing about renting an apt are all of those unknowns you realize once you assume residency: noise level, smell, pest control, maintenance of appliances, & safety. I really think all apts should keep this caveat in their leases. Everyone would be happier with better reviews all around, and really it's cheaper on the backend for rental companies. I was nervous when the Tipton Group bought the apartments in 2015. My experience with Pillar was so nice, I was sure it was going to be lesser, but I was very happy with their management. After a heavy monsoon, my apt developed a dripping ceiling leak. The manager not only rectified the problem and replaced the drywall but said, why don't we replace your flooring in the bathroom & kitchen as a courtesy. This upgraded the apartment ambiance. I couldn't be more thrilled. When I received my master's degree in the mail, the mailman bent it to fit in my mailbox. I cried and Jason, the property manager, happened to be out and asked me what was wrong. He said he would catch the mailman the next day and specifically speak to him about being careful about "Do Not Bend" packages. Above and beyond customer service. Sky isn't perfect. Pertaining to other reviews: I did notice there's a lot of 'patio smokers' at this apartment. The smell never bothered me. For my unit: the smoke smell remained outdoors. As long as people do it outside and not in their homes, I don't have a problem. As far as bugs, I only ever saw one cockroach in 2014. This was when the landscapers flooded the lawn in spring though, so it caused the sewer roaches into pipes. I received pest control immediately and was educated to shut my drains. I never saw another insect. I did live on the 3rd floor which helps. There was never a lot of noise. It was quiet and respectful. People are largely middle class and working. There would be some gatherings at the pool, and sure, some people bring alcohol, but never drugs and nothing ever 'party central' - it's Peoria, not Scottsdale. The pricing has always been reasonable. I like a nice home to live in, so I'm willing to pay a little more, but I'm not going to pay more than $1400 unless it's a mortgage. I started renting in 2013 for $675 for a 1 bd/1 ba. Rental rates are now about double across the valley, but Sky is still about $150 under the neighboring market. I have not lived there when CVG assumed ownership of the property. The apts have been painted, and the community looks similarly calm and relatively the same. read more

Anytime I have a concern or need help, she's always attentive, professional and accommodating. The rest of the staff are great too. We've lived here for almost a year now. From the moment we moved in our apartment has smelled like cigarette smoke. The smell has permeated everything from our couch and clothes down to our car keys and hydro flasks. Anyone that comes over comments about the smell and when we are out with friends or family we are asked if we've started smoking because the smell is that bad. Our fridge has also hardly worked for months now and we've submitted several requests for both issues. They've never been resolved and no compensation whatsoever has been offered. We are extremely frustrated with this situation. The value of everything we own has basically depreciated because of the awful smell and I'm constantly throwing away rotten food because the fridge is barely cold. Our lease ends in may and we wish we could move out tomorrow. Don't live here. read more

lived here for almost 9 years. the complex is far from luxury living like they advertise. since cvg properties took over the property: -pools are green and full of algae and always closed -bbq area is disgusting -pool furniture and lounge area filthy and stained -incompetent and unprofessional office staff. . they don't care and all they do is lie -vehicles stolen and vandalized -dog poop everywhere -grounds are trashed very disappointed. . .rent goes up and property management and maintenance goes down. read more

Lived here 8 years. I stayed because it was nice, very nice. Work got busy and I guess I didn't see right away when the new management took over. Everything has gone down hill. All you get are sad excuses from the management team. They place blame on any and everything but themselves. The owners do not care either. So come live here. We have stolen cars parked throughout the complex, 2 pools that are not always available, bathrooms that have lots of fun surprises, dirty grounds, people that don't pick up after their dog poop, a gorgeous outdoor fireplace that hasn't operated in years, and don't forget the hot tub...not working either. Make sure you only take one mini cup of coffee in the business center, one per resident...don't be greedy. read more

Very corporate driven with all their decisions. They really didn't offer anything for me to renew as my apartment is getting worn - not from abuse but more from quality of materials. I had my bike stolen two days after I bought it. Some of the maintenance guys are nice and do a good job. The office folks are all about the lease - your life could change and you need some flexibility but you don't get any. read more

My kids have been coming here since last summer (2019) and cant get enough of this place! They know when they show up there are friendly staff ready to play with them as well as make sure they are having a fun and safe experience. The atmopshere is super clean, air conditioned (best place to be in the summer!), and welcoming. On top of that, with the membership, it is super affordable and a great way to keep kids active while having fun! My kids know the staff by name and feel very much at home while they are there. I've completely fallen in love with this place!!! The staff is AMAZING! Shelley, Christina, and Jason were a pleasure to work with; they're extremely friendly, genuine, helpful, patient, as well as much more. After dealing with many other poorly staffed apartment complexes that did not help at ALL during my moving process, it was very refreshing to encounter such an outstanding group that helped me move in within a couple days. And on top of this incredible staff, the apartment complex is absolutely beautiful! The pool area is perfect to sit and relax, get some sun, and read a book, as the complex is quiet and peaceful. AND they have an excellent gym, on top of that. I think it's fair to say, I'm REALLY going to like it here! read more

This is my SECOND terrible review about these apartments. I had the smell inspected in our apartment by the Manager. He confirmed that it did in fact smell pretty bad, and suspected it was cigarette smoke, indicating that one of our neighbors were chain smokers and their smoke was seeping through our walls, causing the horrific smell. The way to describe this smell is hard... it's a mixture of cigarette smoke mixed with something moldy. It's not a full on cigarette smell. Their solution was to give us a deoderizer that they put in the vents that came into our apartment. First off, it's an AWFUL cherry smell... so at one point as the cherry smell died down, it smelled like cherry cigarette poop (as funny as that sounds, it's quite true). Let me just say, my husband and I are NOT dirty people. Our apartment is packed with boxes to move so we don't cook at the apartment. There is no mold or gross things left around. This smell was there before we even moved in, but I honestly figured it was because of the apartment sitting without tenants. What is has come down to is that I have been living in this apartment for almost 4 months and have to endure another 2 more months with this smell. I walk in and immediately gag, I walk around the apartment holding my breath or else I will puke. It has come to a point that the deoderizer has no effect anymore, and they failed to mention that it only last about two weeks. I would not recommend this apartment to anyone, or recommend that you get an apartment next to tenants that smoke or else it will seep through the old walls and cause your apartment to smell terrible. read more

I would definitely not recommend living here. It's a nice enough place, but it's way pricey for what you get, there's not enough parking, and there's no follow through with anything. I lived here one year and we were on the second floor. The people above us are horrible. Stomping, screaming, things being dropped and rolled around, yelling, banging, super loud bed squeaking all times of the day and night (not for very long-yikes). We complained multiple times and nothing was ever done about it. Ever. The people who live below us-the woman is the property manager. Her partner is one of the most unfriendly people I have ever seen in my life. We watched a dog for a day and night and during the day there was a period of time where she was crated alone. She was unhappy. Howled a bit, but she was not alone more than a couple hours and not overnight. But oh, the bitching out that we got from the downstairs woman! Because it was someone who worked for the apartment complex: instead of a warning we got a ten day eviction notice if the situation wasn't remedied. Uhm excuse me?? Unacceptable. After MULTIPLE times talking to her and emailing, the situation was FINALLY remedied. So not only was nothing ever done about the horrible people upstairs, we got raked over the coals for no reason. Oh, did I mention she has a child that screams day and night?? We also had our refrigerator stop working, ice maker stop working, dishwasher never really worked, the dryer stopped drying clothes, and the disposal broke. One of those things was "fixed" and yet for all of the work orders we put in, they all said "completed". Seriously, don't live here. Find somewhere else where you get more for your money, the security gates actually work, you don't have to circle and circle and circle for parking, things aren't cheap parts/appliances, and the management is pleasant. read more

Unlike the other reviewer, I actually live here. Yes, it looks nice on the surface as that is all they concern themselves with. In reality, most of the tenants move out after their lease is up as they immediately raise the rent over 10% and do nothing to have earned it. Their lease reads like stereo instructions and is cleverly crafted so as to leave almost everything up to the "interpretation of management" which changes daily and dependent upon who you are can get very, very restrictive. You have a patio, but cannot use it, the staff wil issue weekly written warnings about anything that you put out there. I was written up for one folding chair as the management "interpreted" it to be "not patio furniture". I was then written up for putting up a baby gate in my sliding door doorway as it is "not allowed". I was again written up for having a broom left on my patio for one half hour. In the meantime, there are piles of dog feces, feral cats by the dozen roaming the property spraying and yowling on your patio at all hours, piles of beer cans everywhere, unleashed dogs way over the 40 pound maximum allowed, gates are usually broken and left open, people partying at the pools every weekend until someone has to call the police and the same cliques monopolize the pools, grills and community/rec center every weekend. If you report these issues to the manager, she has a thousand excuses why they can't do anything about it but all they can seem to do is write ridiculous warnings for the most unimportant minutae they can think up. They take great pride in their 4 star rating and that is all they care about. They deliberately harass and make things difficult for the handicapped and upon moving out will try to steal your security deposit unless you document everything carefully on the way in and on the way out as well. If you like to be continually aggravated, annoyed and harassed..move here you will love it. The micromanaging Hitler from hell that manages this jail is hated by her staff and by the tenants as well. She has no customer service skills and is solely interested in justifying her position here. There is no discussion or compromise, ever. It is her way or the highway, regardless of what your lease says. Prepare to be miserable! read more

Bottom line upfront - don't waste your time or hard earned money. They are unprofessional, belligerent at best if they respond, greedy, have no follow-up or customer service skills whatsoever, and quite frankly - I dread coming home here every day. I've moved quite a bit over the years, and this is by far the WORST complex and management team. The facts: 1) When picking up the key the night before move-in, Julie in the front office proceeded to tell me my apartment might not be ready - because there was a pipe leak in my unit. They did fix it but - when I moved in, the place smelled wet and moldy and like old cigarette smoke and a prior animal. The day I moved in - the pipe broke again and thankfully my movers noticed the growing pool of water and alerted me. 2) The punch list I had upon move-in was ridiculous. Right down to a dirty old toilet seat with someone else's "business" on it (I replaced this), breakers that were turned off, to filthy floors and smelly carpets, broken cabinet doors, missing light bulbs, a dishwasher, washing machine and dryer that didn't work properly or at all, missing weather stripping on the patio door that let bugs and heat in, a gauge in the bathroom cabinets, nicotine impregnating the bathroom counter-top, a refrigerator that still doesn't hold proper temperature, and an oven that heats up the stove top so much I've melted a spatula that was touching the stove top. I moved in 4 months ago They still haven't fixed most of this. I've given you the short list. 3) We were broken into in broad daylight - theft of all electronics, jewelry + etc. Including a 42 inch TV. They carried the loot out in our suitcases as well. NOT ONE PERSON SAW ANYTHING. Of course the "control access gates" (we were told by Jason the resident manager they are not "security" gates) are always open during the day. When we advised the front office immediately after calling the police, the onsite management offered no assistance nor did they even attempt assist with what was needed to be done to secure or repair the apartment after the break-in. 4) Our upstairs neighbor's car has been broken into very recently, twice. 5) The pool area has been vandalized in the last 2 months. 6) The club house/fitness center was out of commission over 3 months - none of that was disclosed when I leased. Nor did I see any credit for that lost amenity that I reasonably anticipated.It's finally open and - well, meh. 7) My move in agreement had waived deposit, and a $200 pet deposit. ONLY. After I signed the first lease and moved-in, I got a call. Evidently Julie (who leased to me) "made a mistake" I should have ALSO been charged a $200 pet fee. Their idea of making it good? Have me resign docs make that previously refundable deposit a fee - GREEDY and CROOKED. They refused to honor the move-in cost sheet. 8) It took them over a month to add my boyfriend to the lease. We had to track them down incessantly (like we do for ANYTHING and EVERYTHING) to get the docs signed. This isn't rocket science. They had the nerve when the break-in occurred to THEN tell my boyfriend that he wasn't yet on the lease and they couldn't speak with him at that time. Really folks? You have got to be kidding me. You already took our money and literally more than half a dozen calls and emails from us to get this done, but at this point you can't speak with him because YOU dropped the ball?? 9) Maintenance is so unprofessional and unresponsive. When they came that FIRST time when the pipe broke on move-in day, one of the guys smelled like a lit cigarette (always does), they left my door open despite me telling them to keep it closed because I have a cat, they didn't even look me in the eye, shake my hand or introduce themselves or explain their repair intention. 10) When my dryer completely died right after move in I was told it would be 1-2 days to get a new thermostat. No dryer for over a week and I couldn't get a follow-up out of anyone at the front office. They finally installed it while I wasn't home - they left lights on through the unit, the laundry room door open, and items that were in the laundry room out in my kitchen - and my cat running around through all of this where he could have easily hurt himself. They are obviously now no longer allowed access to our unit without one of us being home. 11) Random vehicles turn up abandoned in our parking lot. 12) Random garbage comes in from the street side of the property - shopping carts, tires, etc - and management does NOTHING to get this cleaned up despite repeated requests., 13) Their contractors parked several times in our covered reserved parking space - need I say more?? 14) I've reached out the Corporate office at Tipton Group - but they've proven to be just as awful - apparently it's s top down problem - as despite 4 voice mails I have yet to connect with the regional manager Gus. This..... is my short list. Don't bother moving here. No stars. read more

I have to agree with both Cherrish S. and Alison. I've lived here for 2 years and it definitely has gone DOWN HILL since new management took over, especially in the last couple months. When Pillar owned us they had a wonderful handyman who was here every morning to empty the trash, use a leaf blower to clean the cabanas and sidewalks, empty the ashes from the grills, and he kept the pool on the north end SPOTLESS! Now the trash in the central cabana hasn't been emptied for a week and is OVER FLOWING ONTO THE GROUND WITH DOG POOP BAGS - all of this within 3 feet of the TABLE where people are supposed to prepare food and eat - REALLY???? I was at the pool last week and there is a FUNGUS growing in one corner where the sun doesn't hit it, the deck, chairs and pool are filthy and full of leaves and the water is a dull grayish color. They have been wooing us with promises of the wonderful changes they are going to make and all the money they are spending on improvements but it seems they can't hire someone to take care of the grounds which have become an eyesore. We pay a lot of money to live here and expect better! BTW, after checking around with my neighbors, there are MANY of us who have noticed the difference, so I'm not alone in these complaints. read more

My husband and I have lived on-site for 5 years. New management has taken over and it is not near as professional and clean. The team does not understand customer service- when a problem is presented the manager plays the blame game, not hesitating to throw his own team members under the bus. The gym was closed 3 months- every time they were called about it they would say "next week"(I give one star because the gym is finally open and looks pretty good). Last week I asked when the restroom near the pool would be open and they said "today"- yet there is still a note saying it is in service. Speaking of restrooms, the Men's room at the little pool has been clogged for more than 10 days- how does a person manage a property and NOT have a checklist so this doesn't get missed?! The pool has gotten a ring of grime on it, has been there for weeks and is building- yet the manager says it happened overnight. Unbelievable. The trash on site gets to the point of over-flow before it is taken care of- literally everything we are so disappointed about could be fixed with a daily checklist, proper follow up and holding your team accountable. We are so underwhelmed by the new property management. read more

I moved out. I was initially impressed by the ambiance however that quickly faded. The gym and business center was out of commission for over 4 months. When we complained to management about excessive delays we were told there are other apartments that take much longer to update. Nothing provided to us except free one week passes from local gyms that the company received for free. I was not told this would be occurring at sign of lease and felt they should be reducing rent accordingly to allow for the cost of a gym membership elsewhere. I was laughed at and told that would not happen. The pool was vandalized twice and we received a letter basically stating if it happened again, it would be closed for good. The fireplace and jacuzzi did not work for over 2 months. There was gum on the side of pool and jacuzzi for months that was still not cleaned up when I moved out. The locked pedestrian gate by the office allows anyone off the street to walk in since the lock has been broken since 2015. My dishwasher did not clean, was looked at by maintenance and I was told it would not be fixed since it still ran, despite the fact that it didn't clean my dishes. All of the above concerns were addressed to management and nothing was done. If considering renting, make sure you talk to current tenants. No one there is happy. read more

when we moved in, there was a strange odor, as the months went on we found it to be sewer gasses coming back up the sinks and tub. They called in a plumber and that was a waste of time because the smell returned shortly after.THE MANAGEMENT IS A JOKE, nothing but double talk and sarcastic attitudes.they charge you for water but there are no water meters hooked to your apartment, so they just guess what you can afford and charge accordingl . if you want to be treated badly, have no sense of smell, and don't mind getting charged whatever they want, then move here. read more

The location is great, neighbors are nice, but we are told the A/C motor is too small to push air through, and the ducting was not installed properly during construction, so some rooms are freezing cold in winter, stay hot in summer, and cannot be fixed, which also means high electric bills. There is also a terrible mosquito problem. Word to the wise: If you rent here, stay away from the units that have an entryway to the front door because the mosquitoes and gnats treat them like a cave and swarm there. You actually ingress and egress through a small swarm of bugs that you have to stand in while locking and unlocking the door. The mosquitoes constantly get into the apartment, like several daily, and they are on the attack mode, sticking people while cooking, working on the computer, watching TV, trying to sleep, and wake you up buzzing in your ear in the middle of the night. It is miserable! I cannot even enjoy being home. The larger species of mosquito are easier to see and kill, but the no-see-um mosquitoes are stealthy and almost impossible to find and kill, even with an electric/zapper fly swatter and all lights on. I am up at 5am writing this review because of them! I installed mosquito netting but was asked to remove it. I have dowsed the entryway with Off, lemongrass oil, used citronella, bowls of vinegar, etc, but the issue is coming from the standing water in the courtyard. I have communicated with staff about this since I moved in 6 months ago, They say they are working on an abatement program, but it is not yet approved. I also find it strange that the complex does not participate in a recycling program, or have an outgoing mail slot. Every complex I have ever lived at has had an outgoing mailbox.The only mailboxes here are incoming, and only dumpsters on property are for trash only. Not deal breakers, but strange. Another insider tip: FEES! My water bill has always been $29-$32 for two people. Here it is in the $45 range for just water, and I live alone. You are charged for pest control every month whether you use it not, there are monthly admin fees, and with sewer and trash you looking about $65+ a month for one person, on top of your rent, taxes, and other utilities Centurylink connectivity has been erratic too since moving here. read more

I would give this place zero stars if I could!!!! The air conditioning is ancient and it was costing $20 A DAY to keep the apartment at 80 degrees. We even had SRP come out and see if there was anything they could do but it was the unit. Maintenance came out multiple times to "fix" it which did nothing. We ended up having to break the lease and pay $2000 to get out of this place after one month in the summer because it was so hot that we couldn't even sleep. The office staff is not helpful and the office manager Jason is rude. No one would help us or offer to do anything about it. I repeat, DO NOT LIVE HERE. If anything goes wrong there will be nothing you can do about it and no one will care. read more
