As tenants of The Manor in Red Bank we've experienced a series of problems with neighbors and IMPAC's response has been inadequate. The Issues Began In February, one of our neighbors, approached our minor child and spoke inappropriately about our dog. Despite having permission from our landlord, she claimed dogs weren't allowed. We tried to resolve the issue amicably, but it was just the beginning. Complaints and Fines Over the next few months, we received multiple complaints about our dog, parking, and decorations outside our unit. IMPAC would fine us $500 without discussing the issues with us. We tried to contact IMPAC via phone and email, but they refused to engage with us, directing us to communicate with our landlord instead. "We don't talk to tenants only landlords" yet would accept complaints from the TENANT across from us. Inconsistent Rule Enforcement We noticed that other neighbors, would violate rules without consequence. For example, she'd park her car in guest spots for extended periods and let her dog roam in common areas. Meanwhile, we were being fined and harassed for minor infractions. Lack of Advocacy Our landlord wasn't supportive, and IMPAC's representatives, Neil Slander and Shawna, never reached out to us to discuss the issues or provide support. Instead, they relied solely on complaints from other neighbors who were not landlords might I add. Harassment and Stress The constant complaints, fines, and lack of support from IMPAC created a hostile environment. We felt harassed and stressed, unsure of how to resolve the issues. Despite our efforts to communicate and resolve problems, IMPAC's actions only made things worse. Conclusion We hope that IMPAC will take our concerns seriously and work to improve their management practices. Until then, we can't recommend The Manor as a place to live. The lack of support, inconsistent rule enforcement, and harassment have made our living situation unbearable. We moved December 30, 2024 and our lease was up February 2025. That's how desperate we were to leave. We found peace in our new beautiful townhouse with a better HOA. *IMPAC Representatives mentioned:* - Neil Slander - Shawna Clearly UPDATE: Kris G., your attempt to scrutinize our living situation is duly noted. However, it's worth pointing out that the distinction between a condominium complex and an apartment building is inconsequential to the matter at hand. As you're aware, our emotional support animal is protected under New Jersey law, rendering the complex's pet policy moot. The neighbors fixation on our personal business is... fascinating. It's unfortunate that she felt entitled to comment on matters that didn't concern her. The documentation for our emotional support animal was provided to our landlord, and any issues with its handling are not our responsibility. Your response to our review is a perfect example of why this HOA's behavior is so problematic. It's clear that some individuals prioritize meddling over professionalism. We won't engage further in this unproductive exchange. To others reading this, be aware that Redbank Manor's HOA prioritizes nitpicking over neighborly conduct.

    IMPAC Property Management has recently taken over the management of our townhouse development…read more(about a year ago). I do not think they have ever actually stepped foot in our townhouse development. They do not follow up on any work that is being done on the property and they do not answer emails or phone messages in a prompt manner (weeks to months). I understand that currently a lot of people are working from home because of COVID-19, but a simple follow up email that they will be looking into a matter would go a long way to making someone feel heard and understood. In regards to following up on work being done on the property: they kept the same landscape and "handyman" that were being used before IMPAC took over the townhouse development (and the work they were doing was subpar at best), but in order for these workers to do a decent job, they require the oversight of someone checking on the quality of their work. IMPAC does not meet these needs and allows them to do the bare minimum with no repercussions for not meeting the residents' expectations. Here is one example of many: one of our neighbors had a squirrel make a hole in the side of her house just over a year ago and the "handyman" (not an expert in any field) patched the hole. About a week ago, squirrels were able to puncture the same hole and are again in her attic, causing any number of unseen damages within the attic of the building. IMPAC has ignored or dismissed the calls and emails of concerned neighbors (worried the squirrels many burrow into their attics). I am attaching a photo of the hole. Once again, I understand that during COVID-19, many people are not working to the same capacity as before. But simply answering an email or a phone message in a timely manner and with some answer is not only the courteous thing to do, but it is LITERALLY their job.
