In my opinion: this company is twisting Utah Code Section 72-9-603 to hold hostage personal items in vehicles for their gain; they are in violation of Utah Administrative Rule R909-19 which governs towing ethics; and they are in breach of the Police Rotation Contract. They're either too stupid to have intelligent conversation or they're just absolutely unethical, vile human beings. In my opinion, it's both.
