Apartment layouts are great. sound transfer through the walls and floors is ok. In general residents observe the quiet hours 8-8. The resident community is 50:50 stable:transient and residents are 50:50 friendly:inconsiderate. There is high turnover and significant vacancies. Too many dogs; they have spoiled the open spaces. The appliances are disappointingly basic- intolerable for a long lease period; On-site maintenance is during business hours. Emergency and after hour is handled by an off-site answering service with no-maintenance comprehension and limited English skills. Frusterating! Many issues are subject to the availability of outside venders during bussiness hours. Amenities look pleasing but most are only available during limited hours. Location is great. Staff is always friendly, creative and aware but have limited financial resources to act on their vision. ADA accommodations are limited. Doors are especially difficult to manage. In general its clean, safe, great location and appearance but disappointing in functional amenities. Monthly rent & utilities are within $50 of my mortgage free 3bdrm 1600 sq ft home when accounting for avg. monthly expenses like maintenance, repair, etc. this is a good compriable value Bel air. read more

The Park at Winters Run - Apartments Near Me - Bel Air, Maryland

A long overdue review after living in this apartment complex for 2.5 years while we build our house .....has truly been the worst experience of any apartment I have lived in, including college. We move here from NYC just before the pandemic to have our second baby. We opted for a two bedroom with a den. It reeked of smoke from the neighbor, it would seep into our 2 year old daughters room. We all had terrible sicknesses while living in this apartment. We complained multiple times but nothing was done. We got lucky that a friend of ours in a 3 bedroom just below us was moving out and we were able to move in there. We didn't have the problem with the smoke smell, but 100's and 100's of ants which took forever to get under control. Another major issue to note, if you move here be aware that in the Spring, Summer and warm fall months a motorcycle cruises through the complex at 5:30 am every morning. And another, this past summer, they repaved the parking lot and gave about a weeks notice to residents. If cars weren't moved out of designated areas they towed them. Imagine people on vacation that didn't get the notice...poor communication. Poor timing. .....but the nail on the coffin which finally motivated me to write this review, was today, without any notice, they moved all packages delivered from the lobbies of our building and made it mandatory to retrieve packages only during leasing hours M-F 9:30 - 5:30 or Saturday 10-5. In the height of the holiday season they did this to their residents claiming people are leaving packages for too long in the lobby. Poor communication, poor decision making without considering the full impact. I've recommended this complex to two people who have moved in, giving management the benefit of the doubt. Most people who live here are quite lovely and it's a safe area. However, the lack of respect and consideration for the tenants is sad and I would use caution when considering moving here. read more

I have lived in Los Angeles and Manhattan and The Park at Winter's Run was one of the best if not the best leasing and application processes I've experienced. The leasing office is beautiful and spacious and I was given a cool, clean, and quiet office to apply online, this was in conjunction with the stellar and attentive assistance from Ashley Paris. Mrs Paris showed me the community amenities, the model apartment, and was kind and welcoming throughout the application process. Mrs Paris showed she really cared for these community apartment homes and really cared for me the applicant. I was offered water three times and treated so well. Been here for a few years waiting for our high school daughter to finish. This complex has deteriorated to a slum - eviction notices everywhere. After an ownership change last year, even worse. Negligent maintenance. Don't step on the grass or you will scrape dog poop from your shoes. Regular daytime parking lot transactions from a car trunk. The buildings are made of pop sickle sticks with NO sound proofing - and you will hear every door slam, neighbor argument, nearby siren on the main road . . . Any complaint to management - " call the police or leave" read more

Honestly, the grounds were beautiful and so we the rooms, but it was the people working there that led to my decision to not sign the lease. I walked in and it was the least professional environment that I'd been in. Only one person at the desk and the rest of their team being raucous and unprofessional in the back office. How am I supposed to trust in management like that if they're too busy playing games and not paying attention to potential renters? To be sure, yes this could be a one off situation, but I can only imagine what they are like when a potential renter is not there. I'm not opposed to fun around the workplace, but there is definitely a time and a place. Would you give money to people who do not seem up to the task? read more

These units appeared to be great when we first moved in 2 years ago. Will be moving out at the end of this lease thankfully. They look very nice however the materials and appliances are very cheap and there have already been multiple repairs needed.  The exhaust fans pull in smoke (cigarette and marijuana smoke!) from neighbor's units and the halls smell of smoke now that folks moved in who smoke in their apartment. Managment could not give a  straight answer as to why smoke was entering our unit. With kids and someone with severe asthma and allergies living here this has been a major concern which they have not done anything to address.They allow smoking in and around the apartments. The fragrances used by the cleaners who deal with common areas/hallways are also way too strong. They change their cleaning conpanies constantly and there are strange folks in and out weekly.  These smells and smoke come into our unit! There is also minimal security where so many companies and people seem to be given the codes to enter the buildings. The unit shakes and vibrates very often, which is significant enough to disturb sleep!  There are many cracks coming through walls and in between the floors, walls, trim, cabinets, Etc. Management just continuously covers it with putty and paint and says its normal. However I've lived in buildings much taller, which were not even labeled 'luxury', which did not shake like these buildings do. Every year they have been significantly raising the rents. They now have rent similar to the other new complex in the area however that complex offers sturdier more efficient furnishings and appliances, as well as more space. There are dog walking stations with trash and poop bags all over the complex, which is wonderful! Unfortunately, there are many residents who will not pick up their dog's poop no matter what is done. The kids then come in with poop on their shoes. There have also been two separate instances of dogs urinating in the elevator in our building. The first time it took many months for them to finally replace the carpet. The elevators also go out somewhat often and they do not alert the tenants.  Even tenants with dissabilities. The folks who work here were nice around the lease signing times however once you sign the lease or have given your notice (which must be 60 days in advance) you're on your own. Personally, if you are looking in this price range there are significantly better options. I wish I looked into Avanti! read more

The worst apartment complex in Harford County. We needed to rent out for home fire that occurred and moved in here. There were roaches in these rooms as well as half of the windows being broken as well as the vent being broken as well. Parking is the worst part of this. There are never open spots near the apartment you live in so be prepared to walk from across the complex in 20 degree weather on icy sidewalks to finally reach the doors of your apartment. If you try to park somewhere closer by the side, you will be towed and have to drive 30 minutes to receive your car. I do not recommend this complex. read more

This apartment complex simply seemed like the best around. While it was $100-200 more expensive then surrounding apartments, the amenities and aesthetics seemed to make it worth it. All the buildings are almost brand new, and the apartments are very nice. With all of this you would expect it to be safer and nicer than the surrounding apartments, but you would be wrong. I live in building 105, and this building has been horrible since I moved in. The residents of apartment 102 have been a nuisance and have yet to be evicted despite cops coming to their apartment WEEKLY. Last week a narcotics unit stormed apartment 102 at 5:30am and busted down their door waking everyone up in the building and blocking off the road. The week prior the man living there was beating his girlfriend in the hallway and was arrested. Also almost daily it smells strongly of weed on the first floor in the early AM. Despite all of these incidents, and Winter's Run being aware of these problem resident due to the police... not once have they issued a statement on what happened or what would happen to these residents. Let me save you the trouble and tell you they still are living here with there revolving door of guests and drugs. I had such high hopes for this place, and I am severely disappointed. To think this is the building directly across the park from where children are playing, and children live in this building! The lack of action on the management's part is ridiculous. You expect more when you pay this much, but now I have to wait it out till the end of my lease to leave this drug den. read more

I WOULD SERIOUSLY THINK TWICE BEFORE MOVING INTO THIS PLACE. The Parks throws around words like "luxury living", "peace of mind" and "tranquil" very loosely - compliments of creative marketing team that obviously don't live in the community. This is one of the most expensive apartment complexes in the area, and while aesthetically the unit looks nice, it is not luxury living, and certainly not worth the luxury prices, if you can hear everything that your upstairs neighbor is doing above your head. There are two toddlers that live above me (even though I emphasized that I did not want to live under children), and when they run around upstairs NONSTOP, it sounds like a herd of buffalo playing DDR. It is not luxurious/tranquil/peaceful to hear nonstop "thump, thump, thump" on the ceiling. It is not luxurious/tranquil/peaceful to hear jumping up and down and jumping off of furniture - "thunk, thunk". It is not luxurious/tranquil/peaceful to hear crying and yelling through the ceiling. I can discernibly hear the neighbors yelling things like "you are going into time out." Moreover, with utilities, my unit costs close to $2 grand. That is A LOT of money to be unhappy with the noises and vibrations through the ceiling. Sometimes the children or the parents chasing them, run around for an hour or make noises early in the morning while I am sleeping. Twice in the last two days I have woken up to a very loud thunk that sounded like a hippopotamus pole vaulting. The noises/activities are in breach of the community rules which prohibits "boisterous activities." Running/jumping off of furniture are boisterous activities. It does not appear that the leasing company has taken any actions. I don't understand why they don't move them to the ground floor where no one can hear this activity. There are plenty of open units down there. I am not sure if they used shoddy building materials or if they cut corners in putting in barriers to protect against noise/vibrations between the levels. I have lived in actual luxury apartment complexes before and visited friends who reside in luxury apartment complexes where can't hear anyone above you - - barely even footsteps I think they used cement between the levels to absorb the shock and noise. Luxury living means using the finest quality materials and taking steps to ensure high quality living, which I am not experiencing in this community. Further, if they did take all of the steps that they allegedly took, double insulation or whatever the leasing company called it, then this family's conduct is CLEARLY IN BREACH OF THE RULES because I wouldn't hear extreme thumping, bumping and thunking to the extent that I hear it. All I want to do is reside in my unit in peace and not hear any noises or vibrations coming from the ceiling. I am very respectful of the neighbors, and I expect the same - especially when I am paying SUBSTANTIALLY for it. Before you move into this place, I think you should THINK VERY CAREFULLY about who your neighbors might be. Lots of people have pets (wrestling/chasing toys) and small children, so you might hear "thunking" and "bumping" at all day/night. A few other things to note - 1) My unit was not cleaned when I moved in. There was drywall and sawdust all over the place. There were pieces of carpet everywhere. It is like no one came in and wiped things down or vacuumed. 2) The air conditioning was broken - a repair person had to come twice to fix it. 3) There is only one maintenance person, so there is a backlog if you need something like a fan installed in your bedroom. There is no overhead bedroom light. I asked over a week ago, and they still haven't installed it. 4) I think the $25 trash fee is a rip off. You pay $300 annually for someone to collect the trash outside of your door. They don't give you a container for recycling. The dumpster is like 10 feet from my unit. I would rather save the $300 and walk the extra steps. Plus, I have a fitbit. 5) The pool is really small and guests have to pay a fee to use it. 6) You can pay online for your unit, but they charge you a service fee. For Visa, it's over $60. You can't really consider it an option to pay online if you are being charged astronomically for it. This is probably the most expensive apartment complex that I have ever lived in, and right now, it has probably THE WORST TRACK RECORD for noise through the ceiling. I can only think of one that was worse (while significantly cheaper). All the things in the list above aside, If I couldn't hear any noise coming from the ceiling, I would give this place a significantly better review. While they are constructing the next five buildings, they should consider splurging to include better noise/vibration buffers between the floors. I actually like living here when I can't hear anything upstairs. read more

*** Pros: *** 1) Good location to amenities, shopping, major travel routes, parks, and other signs of life 2) Friendly and flexible staff members at the leasing office. 3) Maintenance worker is kind and responsive 4) The dry wall and paint job are good and decent quality 5) Lovely kitchen island 6) second level of security because to get to your door you have to get through your building's security as well 7) I got a back yard / back patio view of some trees instead of overlooking the common area or parking lot 8) washer and dryer are included, already built in and ready to go 9) I was able to get a first-floor apartment so I wouldn't have to deal with stairs; (the last apartment complex I came from in N.C. I was on the 3rd floor with 49 steps and zero elevator) 10) Pretty outside area with open grass, little walkway trails, and trees 11) Decent gym and especially the showers in the bathroom are convenient so you can go there instead of using up your own water and heat after your workout 12) Love the fire pit option and indoor leasing office space that has a pool table / kitchen / nice lounge area with TVs and your own space to read or hang out 13) I have only had positive experiences with my neighbors when I've run into them *** Cons: *** 1) Expensive 2) trash removal service is not an option you can opt in or out of as it is automatically something you pay for 3) washer and dryer are the stacked-option, where you have zero room around it for laundry prep or folding or organizing. I have to use the kitchen counter or floor outside it to sort and organize clothes after they're done 4) fire pit is not hooked up to gas 24/7 so you have a limited window of time in the evenings to get there and use it; I wanted to go sit by the fire and read a book outside at 11 at night once and I found out it was turned off and I couldn't use it when I wanted to. 5) the entertainment / kitchen / coffee bar / tv area and couches are locked after 5/6pm when the leasing office is considered closed so you can't use it later on when you want to. You'd have to get your free coffee and lounge area only during the operating hours of the actual leasing office. 6) very, very little closet and space for your "stuff" unless you buy the large floor plans specifically designed for married families and 3 bedrooms. After I get married, my husband will move in with me and right now there is barely enough room for my clothes when I am living here myself, let alone trying to figure out how to get his clothes and shoes enough closet space as well. (The full shower takes away the wall of having more closet space.) I am having to spend a substantial amount of money in purchasing organizing and storage baskets, bins, shelves, book cases, drawers, dressers, etc. to try to maximize the limited space. The price point was just too expensive per month to upgrade to that larger floor plan, but I'm spending a lot anyway to make this smaller one work. Something to think about. Other notes: - Some on this site complain that there are loud neighbors because of the walls / ceilings, but I just moved from another apartment complex in N.C. that had horrifically thin walls and insanely cheap finishings, paint, zero screening, and the like. The Park at Winter's Run is substantially above that in terms of building material quality and furnishings, which also cuts down on the noise level believe it or not. And the only way to be truly and completely free of noises from your neighbors is to live in a detached house of your own. Apartments will never be able to get rid of all noise and boisterous kids, but this place is leaps and bounds above what you could come from. It becomes a people issue, not an apartment issue. The only other option would be for the company to make "family only" vs. "single adults / non-children only" apartment buildings segregated which I doubt anyone would ever do. I moved into this community last September and I have nothing but great things to say about the staff and my neighbors. I have always felt very welcome and all the staff calls my daughter and I by name every time we see each other and it is always with a warm smile. They have always went above and beyond with requests and questions. The property is always very clean, quiet and I feel very safe. All of the amenities are state of the art and brand new. This place looked promisingly nice from pictures online of course. The inside of the apartments are nice until you go through it with a fine look at everything closely. One coat of paint on everything, shitty washer and dryer, cheap cabinets, cheap hardware, okay appliances, and yuppy neighbors who are ignorant as hell. Tell me how there's a dog disposal can with free dog crap bags, but the hill where I park my cars has dog crap all over it. Pure laziness at its finest. Thin walls and ceilings make it hard to sleep at night. Then you have the Community College kids who's mommies and daddies pay for everything coming home late into the night/early morning drunk smashing into walls. Do yourself right and buy yourself something that's yours like a house instead of dealing with this kind of shit. Oh and biggest thing of all way to expensive. 1 bed 1 bath is $1350-$1380. I've been here 9 months and it took me 1 month to realize I can have a very nice house in Florida for what I'm paying or cheaper per month!!!!! read more
