We loved staying here because of the proximity to all shops and establishments that you needed. the apartment compound is peaceful and if safety is you concern, you will feel secure here. Management is very professional handling any concerns and since the place is so clean and properly maintained we never had any complaints with our stay here. Ms. Patricia is very accommodating during the application process and she will do above and beyond to help you as she is very flexible with requests and changes. As a tenant of this complex of the last 3.5 years this will be lengthy but I without a doubt can say LOOK SOMEWHERE ELSE the only reason I have stayed renting here this long pertains to my employment and where this complex is located. Let's start with the fact half of the complex is privately owned the other half is "managed" by FPI Management. However management is unresponsive or useless with anything pertaining to the actual property grounds (garage break ins, vehicle break ins, onsite homeless wandering through the unlocked side gates all hours of the day) They claim they only manage what is inside your unit and thus you must take up property concerns with Landmark Limited. Call landmark limited for anything and the number provided rings through to a random voicemail box. Leave a voicemail and you will never get a response. Second upon moving into my "ready to move in unit" in 2018, on move in day I found over 30 dead cockroaches scattered around my unit and even a live infestation in the dishwasher unit / below kitchen sink. After multiple more toxic sprays while living here eventually weeks later the roaches went away and I thought I'd be able to enjoy my stay at this property unfortunately I was wrong. This complex due to mismanagement has improperly and illegally towed multiple vehicles with eye witnesses. This complex also does not follow any form of 24 hours notice rule. Last year they planned to repave the entire complex, no notices were given to the residents until 8am the day they began to do the work. Shocking part is at 7am that same morning they had already began to tow vehicles from their designated spots as they were "in their way" How can you tow an hour before a notice is even sent? They towed over 40 vehicles that day with multiple trucks as if it was planned instead to get the tow company paid. If you own a nice vehicle this also is not the complex for you as 90% of their nighttime sprinklers are completely over spraying, they miss most of the greenery and splatter hard water spots all over everyone's cars. I could write a novel on the amount of problems I have had with this complex but to summarize for you. I have had things stolen from my garage while it is locked, I have had my vehicle broken into, I have hard water spots covering my 60k SUV, I have had fire alarm testing go off in my unit with no warning, I have had vehicles towed from guest parking with no warning and been forced to pay, I have dealt with a roach infestation both in unit and my garage, I have had my rent increased 32% YOY, I have dealt with a leaky AC Unit for 2 years before they properly fixed it only after I began to complain of the visible black mold it was creating in my ceiling. I have had the same AC break in a 105 degree heat wave and there was no way to get a hold of maintenance to fix it for 4 days as they had removed the emergency maintenance number from their voicemail. I have had people knock on my door and cover the peep hole so I do not know who is there, forcing me to buy a ring doorbell system. I have called and emailed management with these concerns and been hung up on, given excuses or never even responded to. I am writing this today as I am finally 3 months away from my new home finishing being built and from me escaping this place. This complex may charge the highest prices in Roseville but be warned their price per month does not live up to their "Luxury Apartment Living" in anyway. I genuinely do hope if you read this through you realize this is simply too much to just make up and you look elsewhere for you and your families sake. read more

Sorry for the length but I am still upset over what happened last month. Especially after finding out I am not the only one that's had this happen here but at least we were able to stop it in time. I have visited my boyfriend who rents here frequently for the past 3 years. Every time I visit I place the yellow guest parking pass they gave him, hanging from my rear view mirror and park in the Phoenicians dedicated guest parking spots. When I went to leave on a Thursday morning last month, I received a green tow notice claiming my "vehicle has exceeded 5 days per month in guest parking". When I only recently came over the day prior. Regardless I removed the warning and went to work for the day, after getting off work I parked in a completely different guest parking spot. Luckily enough hours later at 9pm my boyfriend and I returned to the Phoenician from getting dinner in his vehicle. Only to find EP Towing attempting to tow my car. The tow driver on video tells my boyfriend that we are only aloud to have vehicles in guest parking 5 days a month regardless of where they are parked in the entire complex. He claims to be on the phone with a manager of the Phoenician giving him authorization to tow my car for parking in guest parking more than 5 days this month. My boyfriend did fact check this by reading his entire lease agreement with the Phoenician. No where in his lease does it state that a vehicle cannot be in guest parking for more than 5 days a month. It states not to park in the same guest spot for more than 72 hours at a time. It also has never been a problem my past 3 years coming to visit him here. We have been confused where this rule came from. No matter that there was a guest pass in the window and even that my car had been moved to a totally different spot. The tow driver said the manager told him to remove this vehicle and tried to continue with the tow process. My boyfriend had to physically sit on the hood of my car for him to finally give up and set it down only after threatening that if it's in this complex at 3am he's coming back for it. We then had to play musical parking spots and put my boyfriends vehicle in guest parking and mine in his reserved spot. Only since then has my car been left alone. Now in fear every time I come over that my car is going to be towed, I make my boyfriend move his vehicle to guest parking so I can park in his spot. I am trying to spread awareness that parking in this complex and abiding by their rules does not mean they will follow their own terms when it comes to towing vehicles. When I called to get answers as to what happened that night management claims they have nothing to do with towing vehicles, to contact HOA and then hung up on me when I tried to explain what happened the night prior. The price tag my boyfriend pays per month to live here does not make sense to have to deal with situations like this. Look elsewhere to rent or if you visit, park in front by the office and walk the half mile to visit your friends or family to avoid a hefty fine from being towed. read more

Location, location, location! The Phoenician has it all! Situated on a hilltop just off Sierra College Blvd., this complex is on a quiet, tree-lined parkway amongst single family homes and a local sports park. It's near the college, access to the 80 freeway and an abundance of medical and retail complexes. As one approaches The Phoenician, signage describes it as "luxury resort living" and the website portrays a similar image. This large apartment complex features rather elegant Mediterranean-style architecture and many of the amenities that one would expect of a true resort --- swimming pools, spas, an exercise room and club house. But is it truly "luxury"? Instead, I'd say "upscale." When we moved into our apartment it was furnished with three new GE appliances - washer, dryer and dishwasher. More recently, we were upgraded with a new GE gas oven and refrigerator replacing older models. However, the Phoenician was built in 2006 and currently reflects an exterior much like a middle-aged Hollywood actor whose fame as an action hero cannot measure up to youthful actors half his age. Fortunately, the board of directors has realized this aging condition and has recently (September 2024) recruited a new property management company to deal with exterior renovations and maintenance. As to the condition of the apartment interiors, these are well-maintained by a very responsive rental manager and maintenance crew so one will be assured of quick attention to issues that may arise. Would I recommend it? Well, my spouse and I have been here for seven years, and we are still very pleased. Why not five stars? Well, next time I may award a five-star rating once the exteriors match up to the interiors. Stay tuned. . . read more

This review is coming a year latter due to health issues. I made a promise to get a review out to make sure to warn people to not rent here. It was downhill from the beginning of leasing here. It took three times with them not getting the lease dates and rent correct to finally get one done. This lease is absurd, truly ask to look it over before considering to rent. Make sure to note the highest additional charges and added fees, that even credit card companies don't charge. Worst, is the negligent way the place is run, how unaccountable the office staff are, the lack of professionalism, it takes multiple attempts to reach someone in the office and forget about a timely response for anything. At the height of COVID, not even a basic cleaning was done at move in. Mold from the unsanitary refrigerator, cabinets, the sink in the kitchen and bathrooms. I had to clean the entire place before moving in. A leak in the kitchen sink from date of move in took over a year and a half to get fixed. Dishwasher took months to get replaced. Refrigerator needed a part that couldn't be ordered, I was told they would replace repeatedly for months which never happened. It was only upon threat of going to the city that the sink and dishwasher were fixed. The saving grace is that there were good neighbors. Moved out 5/31/2022 Deposit with false charges deducted delivered 7/23/2022. I have pictures from how bad it was at move in, compared to how professionally cleaned it when I moved out. Now to small claims. To others that have had similiar and worse problems, I urge you to take them to small claims as well. I would a zero star rating, but that was not an option. read more

We've lived at The Phoenician for eight years now and we have loved every minute of living here. Our three bedroom is comfy, cozy with an open floor plan that is perfect for the three of us. Our unit faces a beautiful courtyard filled with trees, blooming flowers while we watch the hummingbirds feed on our feeders all day long. We also love how The Phoenician is kept up on the outside once a week that truly shows the pride regardless of whether half of this complex is HOA. Sometimes, that isn't always the case with other HOA. The most important thing that has kept us living here is we feel safe, knowing that when we travel to our second home on the Sonoma Coast, that our Roseville home is in good hands. The girls in the office, Patty & Brooke have always been the best along with a top notch maintenance staff! I wouldn't live anywhere else in Roseville! read more

I first moved here 6 years ago and met Patricia in the office and she was so welcoming and helpful throughout the process. Being in customer service for 22 years I understand that it can not be the most pleasant experience and it's very easy to what I call "harden up". That is not Patti. She has been warm and welcoming to me and my family and is absolutely on point when it comes to everything we need. She also creates a feel of culture that I believe is a huge factor on why I came here. She made it feel right. I then moved to vacaville for two years and when I came back there was only one place I was going. Back to Patti. People like her are not forgotten because I know she truly cares for me and my family. You can't teach that!!!!!!! There are cockroaches all over the grounds at night. Tow truck drivers are allowed to illegally tow your car . front desk ladies are extremely rude when you move in.. I moved in with stained falling apart carpet! broken dryer ! broken blinds! MOLD in my bathroom noisy bathroom fan ... When you bring up anything that inconveniences the front desk ladies they act like you're a huge problem and don't want to deal with you even when you're obviously frustrated because issues are being neglected. So pretty much they're really really rude and unprofessional once your attend it and act like your problems are not an H you to be dealt with they just tell you to get a hold of the homeowners association which is a horrible company that absolutely does not care about their tenants and doesn't listen to complaints or answer emails. If you're looking for a place to live this is a nice area. My only complaint would be that it takes a while for maintenance to get to your issues, especially if they are minor. They are feeling it just like everyone else.....not enough staff for what needs to be done. DO NOT believe the negative reviews posted within the last 2 wks. I can honestly say some of those people are the WORST offenders of breaking the rules! If you can't follow the rules then you shouldn't complain or move out! I lived here for about two years The good The apartments are very pretty. Newly remodeled, with huge closets, huge patios, private garages, gas fireplace. As long as I stayed in my apt and out of the way I was very happy. It was quiet and peaceful. The bad The management is/was very rude and yes there were many issues with parking and people being towed. I saw more than one neighbor nearly come to blows over parking and towing. Serious business those parking spots. The management is kinda tacky, always looking to get more money out of you. They reissued placards for no reason (we all already had placards), then when I didnt get mine, then they charged me when I left for not turning them placards in, placards I never received from THEM. I left my apt spotless, even paid for my own carpet cleaning, they still kept like $300 of my deposit and said it was for "carpet cleaning" What a crock, they were already spotless. On the whole I loved living here, as long as I stayed inside and out of the way. ;-) read more

The remodeled units are nice because they have renovated kitchens with granite counter tops & real wood cabinets. Some have nice views, if it isn't a week day and the construction crew isn't constantly roaming around every window all day. They're making changes to things that weren't done well the first time, so it should eventually be improved which is great, but again, it sucks having to keep all of your blinds closed all day. Things kept breaking after moving in. The garbage disposal constantly leaked (a lot) no matter how many times they "fixed" it. We had to resort to not storing anything under the sink & keeping towels & a bucket below. We also had to have our washing machine switched out 3 times. One of the worst things about living here had to be the mold. It grew on every single window if not cleaned weekly. And even then, it was always a significant amount. It even constantly grew in the toilet. They tried to tell us it was minerals....as if we don't know what mold looks like. Parking is the most ridiculous thing I've ever experienced. If you chose to pay extra monthly, you can have a 1 car garage. If you have things you need to store in the garage and are a couple with 2 vehicles, good luck. Guest spots are extremely limited and always full. You're literally paying to be extra limited. You do not get a reserved spot because the garage is your "spot". I spent at least 90% of the year walking quite a ways to my place, regardless of the time of day. I'm convinced most of the tenants are retired because cars rarely move from parking spots. Again, the units are nice because of the updated kitchens, but they need to update their appliances and parts that love to brake. It'd also be nice to not have to keep the blinds closed or walk 15minutes minimum to your place with the price you pay. And don't bother paying extra money to limit yourself. They're charging way too much for the inconveniences. read more

The location is awesome ! The staff is very nice and friendly, and the clubhouse is so amazing. There is a huge pool with a TV room, game room and conference room. It is a few minutes away from the galleria mall and close to the freeway as well. The apartments are very luxurious and there are trees and trails near by. I am giving 3 stars because some of the neighbors are very rude. My mom has been told to shut up before when she was talking on her balcony. Also one time when I was not licensed to drive my mom pulled in the unloading zone to check the mail very fast. (People do this every single day). Then a middle aged woman comes up to my moms car and tells me to move the car. I can't drive yet and I'm in the passenger set. A few minutes later she comes back and says "oh my god ridiculous your just going to sit there!?" When my mom got back in her car the woman was In hers and when we went inside the gate to go back home she followed us and when we got out she watched me. So besides the really mean old people and middle aged people that will yell at you every so often I would live here because it's a nice area. Just be careful of the people :) read more

I live here, I own my unit & I rent out 3 more. Nice complex, Rents are high indeed. We live in America remember. Laws of supply & demand are in effect. Parking is strict so if you can't follow the rules then you should avaid living here. The high rents seem to deter the usual riff raff section 8 dwellers. I rely on Yelp to help determine which restaurants I may choose, etc... so I wanted to Yelp! about living at the Phoenician. I recently finished my first year here and renewed for another. I love it here. Perfect location. Near everything you could want, in a great neighborhood , walking trails and beautiful units. The management/staff that are here are FABULOUS. At this time, I am speaking of Britt, Patricia and Louie. They are so professional, on top of it and friendly as well. The grounds are gorgeous and well kept, including the club house area with great amenities. Nightly patrols by security company. Very safe and comfortable place to be.. I see the other reviews complaining about the rules but they are necessary and reasonable. You would find the same ones anywhere else. I am very glad there a few rules in place and may be considered "pricey". You get what you pay for.. I feel that helps to keep the "not so serious" tenants out as well... Yes, parking is an issue and can be difficult for guests to visit. But having said that, the ones parking in the designated Guest spots are 95% tenants and NOT the short visit guests. Please park in your reserved spot or use the garage if you have one! That will help this issue immensely. I would definitely recommend The Phoenician as a wonderful place to live! I am contacting Better Business Bureau as well. Business practices here are shady, borderline criminal. It is of course a niece looking, newer facility. We lived here for about 6 months and it was horrendous! The management is awful and unhelpful. They came into our apartment even though we had signed a document saying that we wanted to be there whenever they entered our apartment. They towed our car, even though they knew it was ours and not just a guest's. The apartments themselves have absolutely no sound insulation and we could hear the neighbor above us at all times of the day and night. Lastly they tried to get more money out of us at the end of the lease agreement. I wouldn't recommend this place to my worst enemy! We've since lived in one other apartment community before moving into our home and it was night and day! The Carmel at Woodcreek Apartments treated you almost like a homeowner. They were respectful, professional and didn't try to gouge us with the security deposit. All in all a very positive and very different experience compared to the Phoenician! read more

Too many rules!! They stalk your guest's cars and keep track of how long they stay. Then they send you a note telling you that they visit you too much. Why give out guest passes at all? They wont let you smoke on your own balcony if the nieghboors complain. You can hear the nieghboors make noises like walking, closing doors. Too many rules and restrictions for the very high price. I thought I was paying high prices for the rules to work in my favor. I don't play loud music and I'm considerate, but the rules only went against me. read more

I have had a couple maintenance issues and the office staff and maintenance man were right on top of it! I had heard this is the best complex in Roseville and I can say that I would agree. The quality and condition of the units is great and the amenities are amazing! The location is perfect if you need to access any of the freeways/highways in the area! I did see someone else posted about the parking situation but I disagree. I absolutely love living here. It's quite, beautiful and I feel like I am living in a 5-star hotel. The office always responds to me promptly and the maintenance response time is incredible. We woke up an noticed our fridge wasn't cold for some reason. I called Reyes in maintenance and he told me (at 8am) he would be there as soon as possible. Within the hour he had replaced our fridge in our third story apartment ALL BY HIMSELF. I am so incredibly thankful for him and all the staff because I am diabetic and had insulin in the fridge the could have gone bad if I had to wait more than a few hours. I look no further than the clubhouse at this beautiful complex. The setting is perfect for all sizes of meetings, the staff is amazing which consist of two very sweet helpful women. They make you feel right at home. They also have a maintenance guy who may be the nicest guy on earth but also helps with any adjustments on the fly. I lived at the Phoenician for four years and would recommend it highly to someone moving to the Roseville area, or looking to upgrade to a better community. First and foremost, I have had the opposite experience of most of the other reviewers here, especially when it comes to staff. The return of Kris Walker as the property manager here is the biggest part of that - Kris is kind, helpful, intelligent, quick and efficient. She will also move quickly to address any issues with maintenance, parking, or neighbor disputes, of which I had very few of, if any. The apartments are modern and tasteful, with high quality appliances (dishwasher, oven, washer/dryer, microwave), granite countertops, great lighting, a ceiling fan, and chandelier. The view from my apartment was superb, looking over a wooded ravine, and I heard my neighbors very infrequently. The two pools on property are very nice, and the three hot tubs were welcome after a long day. However, again, I have to stress that the biggest reason I found living here to be easy was because of Kris and her staff. Louie and Patricia also do excellent work, and I wish them the best. read more

The grounds are very well maintained which we love! It is peaceful while relaxing with that glass of wine on the patio. I lived at The Phoenician for a little over a year. It was a great experience. Patricia, Lydia, and the rest of the staff were friendly, helpful, and professional. They quickly solved any problems I had. Most maintenance requests were taken care of within one to four hours. Patricia was also very helpful throughout the application process, and one of the reasons I chose to live at this property. I did not have to do any cleaning before moving in. The apartment was extremely clean and move in ready. My first floor apartment was quiet. Parking is assigned, and they are strict about it. You must use your guest pass to park in one of the guest spaces. As long as you follow the rules parking is not a problem. One thing to be aware of is you cannot get DirecTV and Cable internet at the same time unless your balcony is facing the right way. The apartments are wired for DirecTV so you don't need a dish on your balcony, but there is only one coax line going to each apartment. When I moved out they were fair with my deductible. read more

I've lived a lot of places so know a good place when I experience one. The Phoenician may have a lot of rules, but that keeps it clean, orderly, and in good condition. There's no one rummaging through the dumpster all the time like they were at the last place I lived. These units are quiet! I never hear a radio, tv, water noise, or voices, so the insulation must be excellent. The layout is fantastic, and this is my first ever open kitchen. Great for entertaining! I really like the choice of surfaces and colors chosen, as it doesn't show every speck of dust like a white counter top or dark hardwood floors do. Believe me, if you had them, those last two things are the pits to maintain. Some one very smart designed the Phoenician apartments. The staff is great, and maintenance is handled promptly . True about the parking. That is a pain, and my unit came with a garage which is pretty much inaccessible for a car, it is so narrow and close to the cars outside, so I'm stuck with only one space, not two, and they will only give me one guest pass, so if more than one person visits, they have to park up by the club house and walk in. Having sold my home, I was very nervous about living in a condo property. However, not only are the accommodations first class, but they are ridiculously clean, quiet, well maintained and the staff is so kind and attentive. The grounds are by far the most well kept of any property I visited and have been kept this way, everyday! The maintenance team is happy, considerate & prompt. I mentioned to maintenance in passing something I would like and the next thing I know I have an email from the manager asking when is the soonest they could accommodate my request.
