When I had trouble getting all my move in costs gathered, all of a sudden they said that they have this new promotion, I get to move in free. Stop complaining, they hooked this place up. Just recently, on August 12, 2026, at least 2 vehicles had their wheels stolen due to management's negligence. This is not an isolated incident--crimes keep happening over and over again in this same spot. I am a current resident at The Phoenix, and I want to be fair in this review because my experience with the management team has been very different from my experience with some of the residents. First, I want to say that the apartment management has been excellent. Whenever we've submitted a maintenance request, it's been handled quickly, and the staff has always been helpful, professional, and respectful. I truly appreciate how responsive they are. Unfortunately, my biggest issue is with the community itself, not the management. Within the first week of moving in, a neighbor fired a bullet that went through my sister's bedroom wall, directly above where she sleeps. It was terrifying and not something anyone should experience in their own home. We also have neighbors who regularly smoke marijuana, and the smell comes through our bedroom and bathroom vents even when all of our windows are closed. It makes it difficult to enjoy being inside our apartment. Other ongoing issues include: * Residents who don't clean up after their dogs, leaving waste around the property. * Frequent arguments and fights in the parking lot. * Someone dumping hot charcoal from a BBQ into the street, which my sister accidentally stepped on while walking. It was serious enough that she had to call the fire department. * Witnessing multiple hit-and-run accidents involving parked cars within the community. The apartments themselves are fine, and again, I don't blame the management for the actions of residents. They have always done their part and have treated us well. My frustration comes from the lack of respect and consideration shown by many of the people living here. If you're considering moving here, I would encourage you to visit the property at different times of the day and evening to get a feel for the community. Living at The Phoenix Apartments has been one of the most stressful and disappointing experiences of my life, especially as a college student trying to focus on school while dealing with unacceptable living conditions. To begin with, the apartment was infested with roaches and ants, coming from the drains and floorboard cracks. Despite numerous calls to maintenance and management, I was constantly given the runaround and misinformed. When pest control was finally arranged, I was told I needed to fully prep the apartment myself wrapping and covering furniture, moving the couch, etc. only for the exterminator to never show up. No communication was provided, leaving me to book hotels twice out of pocket while I also had to buy my own bug bombs and plastic covers from Home Depot. The new manager (as of 2024) has been extremely difficult to reach, and on top of that, comes across as rude and discriminatory. Maintenance staff are unprofessional sketchy, lazy, and frequently rotating. There's a serious lack of oversight and accountability. Security is also a major concern. When I moved in, the entry and exit gates were broken and left open. After someone "accidentally" hit the gate with a vehicle, the complex charged their insurance to fix it only for it to break again within two months. The exit gate is now permanently open, allowing anyone including homeless individuals and potential criminals to freely enter. I've witnessed people looking into and breaking into cars, and police are frequently onsite due to constant shady activity. One of the most frightening experiences I had was when I was driving home from work and a man, threatened to shoot me. had a gun visibly on him and accused me of following him, even though we were simply coming from the same light. I immediately reported the incident to on-site security, and while they said they would notify management, nothing was done to ensure my safety. Considering the front gate is frequently broken and left open, there should absolutely be security present at night but there isn't. After several days of hearing nothing back, I went to the leasing office myself and asked if they could review the gate camera footage (yes, there is a camera), but again, they failed to take any action. What's worse is that the man was later allowed to move into a different building on the property with his girlfriend, while my request to transfer to a new unit for my safety was denied. They claimed it was because I had an "unauthorized resident" in my unit -- referring to my boyfriend, who occasionally stays with me to support me, especially because I live alone, far from my family, while attending school in Sacramento. As a woman living alone (21), I expected at the very least a basic sense of safety and responsiveness from management, and they provided neither. To make matters worse, one of the leasing consultants, Robert, reportedly harassed women on the property, myself included. The management was aware but failed to take immediate action only letting him go later for timecard fraud. Their priorities are wildly misplaced more concerned with nitpicking trash violations than addressing serious safety and legal issues like drug dealing, fires, and harassment. Noise is another problem children run unsupervised, damaging property, knocking on random doors, and causing disturbances at all hours. The complex is consistently loud, unsafe, and unsupervised. My unit was filthy upon move-in despite being told it had been cleaned. Floors were so dirty they turned my socks black, blinds were broken, outlets didn't work, and walls/cabinets were covered in grime. This wasn't just disappointing it was a safety hazard. Bottom line: Do not move here. This place is mismanaged, unsafe, and incredibly unprofessional. If you're considering The Phoenix Apartments especially as a student or someone looking for peace of mind, reconsider. They will ignore your concerns, mistreat you, and leave you to fend for yourself. read more

I've lived at the Phoenix a little over five years and this time has been filled with constant drama, unexplained hidden fees, and unnecessary troubles. Every month and when I pay rent I have to double check they didn't try to had some hidden fee it might be some type of trash violation they didn't notify you of incurring or they've tried to charge for renters insurance when my current policy was still in effect. Most recently though I've been noticing a lot of cars have been getting broken into and tires have been stolen with the car on blocks. At least 4 cars like this in the past month. I'm always wondering if my car will be next. Do yourself a favor and live in a place that cares enough about their residents to hire decent security. I've been living at the Phoenix complex since 2018 and it was good in the beginning, but the last two years it's dropped down a lot. Yesterday I informed the front Office regarding sewage in my tub and as well as my neighbors. This was at 3pm, they said they are calling people and they will get it taken care of by the time they close. Yet 5pm rolls around and no response from them or any help was given. Called maintenance and they never where informed of this issue or the ticket I created was pushed through. It took 8 hours for this tub to be drained, 8 hours of us leaving the tan on and praying that we don't get sick from smelling this nasty stuff. Yet they don't seem to care it was a safety hazard and my neighbor has 3 kids and that still didn't matter. Do not move here they don't care about your safety or concerns. Had my washing machine flood my apartment and nothing was taken care of until the next day. So unless you enjoy not having a supported leasing office that doesn't care about your needs then this place is for you. read more

Absolutely terrible. My vehicles have been broken into 3 times in less than 6 months. Every person I have talked to has had the same problem. The security is non existent. They only come in the weekend or so I'm told and even then I've never seen them. Management dosnt seem to care at all and has done nothing to address the problem. WHY do we have to read the lease about our rent + fees, and for one we did read the lease but it still didn't specify the fees yall charged us for! I moved in here simply for the fact that I needed a place to move into quickly, and they were more tolerant of large breed dogs where other properties are not (I have a pittie who is my ESA). I wish I had slowed down some and read all the reviews before rushing into this place because it was just one thing after another while living here. First of all - the break-ins here are AWFUL. There is clearly someone making a habit out of breaking into people's cars here and the management is doing nothing about it. My cars were broken into twice in 2 months. When I went to report it at the leasing office, I explained what had happened and I was obviously upset about it. The girl in the office at the time flatly replied with "yeah, that happens." She said there was nothing they could do, and told me to contact the police. BTW, one of these break-in's happened while my car was parked in the "extra" lot that you have to pay an extra $45 a month for a spot in. And this parking lot where you pay $45 a month isn't even monitored or recorded. The cameras on the back of the maintenance office don't reach far enough to cover the lot. So, you're paying $45 to park back there and there's no security patrol or cameras. Might as well park on the street and save your $45. Oh, and don't try to get out of the extra parking spot either, they will tell you it's a part of your lease so you can't just turn it in or cancel the extra $45 a month. It's a scam. Also, fun fact: when I did contact my insurance to file a claim for the stolen and damaged property, they advised me that upon investigating they found out there were at least 39 reported break ins on the property that month alone. Those were just the reported ones. Before you move in, they paint the bath tub. I don't know what with - because literally the first time I cleaned my shower (with regular cleaning supplies) the paint chipped. They prepped my apartment with broken blinds - within a week of moving in at least 3-4 of the vertical blinds in the living room had fallen off - because the top slats were already broken. You could tell they had put up mismatched ones to just fill the slots, and didn't care that some were damaged. My bathroom walls were also 2 different colors. The maintenance staff is the only thing decent about this place - I got to know a few of them and they were good guys. Their management is the problem. There were multiple times that notices would be left on my door for work that was to be done the next day, where they would need to enter my unit. Because I refuse to lock my dog in my bedroom all day, I would stay home with him the days I knew they needed access. A note was put on my door on Monday afternoon saying they'd need access Tuesday morning (way less than 24hr notice btw) so I stayed home Tuesday but they never came. I had been in and out of my unit multiple times during the day - it was not until 4pm they posted a note on my door again saying now they would need access the following day- so I stayed home AGAIN. This went on all week, for a maintenance they needed about 20 minutes of access to address. Here's a question for management: what about the people who can't just work from home whenever they need to? The lack of communication and not honoring a 24 hour advance notice window was disgusting. This happened multiple times - communication is definitely not their strong suit. There are 2 gyms on the property - something is always broken in both of them. Both of the mail rooms experienced break ins during my stay. Nothing is done to police the masses of people who let their dogs poop everywhere and don't clean it up. The move out costs are a joke. Don't bother trying to clean your apartment, they will rob you for anything they can regardless of how nice you leave your unit. I had heard this from others who moved out but now I can tell you for a fact it's true. They charged me for a replacement set of drip pans on the stove - first of all, I replaced these when I moved out. Second, you can get a repl set of 4 for under $20 (go ahead, google it). They charged me $33 for these. Those broken blinds I mentioned earlier? Oh yeah, they charged me for those - $93 for 3 missing blinds. You can buy a 9 pack of these at Home Depot for less than $25. Could have replaced ALL OF THEM for less than $93. Worst part is, they charged me a late fee and then a 3 day notice fee for leaving a notice on my door because I didn't pay rent on the 1st because my lease was ending on the 9th. I did this because Dylan and Nina instructed me to. When I fought the late fee and the notice fee, the account manager Maryann told me because I didn't have anything in writing that she wouldn't honor it. So, basically because I didn't record the conversation I had in person with Dylan or Nina it didn't matter. Long story short - do your homework before you settle here. I literally have a small hole in ceiling because every time it rains it leaks. Maintenance has been aware of this issue for at least a year. Multiple maintenance request have been put in to fix this issue. I really don't think I need to go into all the issues I have living in this apartment. I will say all the bad reviews mentioning infestations and neglect are true!. People work too damn hard paying high rent prices to property managers who literally don't take care of the property the tenant is renting. Make these apartments habitable you are breaking laws! im beyond upset. Me and my mom who has lung cancer spent 5 hours deep cleaning my apartment for the move out inspection. we made sure it was completely spotless for no errors. During a pre inspection all I was told was to paint over chips on the walls which I did. Never once was the carpet mentioned. Mind you I lived here for a year and 3 months. The carpet had normal wear and tear. Maybe some shoe stains. But unfortunately our carpet shampooer was broken upon arrival to the apartment. I called front office and spoke with Nina the property manager and was told it was no use anyways since the carpet has to be professionally cleaned. She told me if their vendors did it the cost would be around $100-$125. Okay fine, me and my mom were burnt out after cleaning and wanted to head home. The final inspection came when a lady from the office arrived and told me that the carpet needed to be replaced. Per the lease the carpet only needs to be replaced when there is damaged and that can be anywhere from $400-1150. I was beyond appalled since the carpet has normal wear and tear! After speaking with Nina in person and asking her to please come look at the apartment carpet in person she declined and said she trusted her employee. All I wanted was a second opinion! The carpet is not damaged and i'm beyond hurt by this apartment complex. I'm beyond sad, this was my first apartment and meant a lot to me. Now I'm being told I have to pay upwards of 1k for carpet that i DID NOT DAMAGE. Response to Nina, the carpet in the bedroom that I have pictures of clearly is not damaged, and if it is I would like to be sent your photos of the damage. I can tag more photos and show clearly I did not cause any damage to the carpet and any person with eyes can clearly see that. What exactly is the damage? Shoe stains from my family members walking around to move my furniture out? Shoe marks from me walking around my own bedroom? When I asked you to please come with me as the property manager you refused. What you guys are doing is illegal and I hope all future tenants tread lightly living here. I've stayed at 4 apartments in the last 6 years and I can easily say this was the worst one out of all of them. Don't be fooled with their photos and "Fun Lives Here" Slogan. Let's go through a list of why I would not recommend anyone to this complex: 1. The parking situation is the worst I've ever seen at any complex. Doesn't matter if you have 1 person in a one bedroom or 3 people in a three bedroom, you get ONE parking spot. The only other option you have is to pay an additional $30/mo for a space in their overflow parking lot, which depending where you are in the complex it can be a pretty long walk... 2. I've lived there for 2.5yrs and have seen the entrance/exit gate break down at least 15-20 times. From all the money they took from us, you think they would just eventually replace the motor and controller for the gate, but management can care less about the people there.... 3. The complex in general has become extremely ghetto. The new neighbors I had that moved above me were constantly smoking cigs and weed in the apartment which would go through the vents into my spot. Floors and walls are extremely thin so I would always hear them fighting and their baby crying. People just do what they want there and have no consideration for other people. 4. Their "dog park" has holes in the fence that lead straight to a busy road, I've notified them multiple times over the last 2.5yrs and they have done nothing about it. Take your dog there at your own risk....also the gate for the dog park is probably the most retarded setup I've ever seen. You don't need a keycard to enter, but you need one to leave.....you have no idea how many times I went there to see a poor person stuck inside because they were able to get in without a keycard but couldn't get out...something else I notified them about and was never corrected. 5. Probably the biggest item is how money hungry they are. I've never been charged so much for moving out before. For peeled paint in each of the bathtubs they charge $270 to "re-finish" them. So for both bathtubs they charged me $540....FOR PEELED PAINT! I couldn't believe it, I even had one of the maintenance guys tell me that it probably was the old paint they use to use that they had issues with, but they still charged me. Management asked why I didn't report it, for the same reason I don't report every scratch or other tiny items. I WOULD HAVE NOT THOUGHT IN A MILLION YEARS I WOULD GET CHARGED $540 FOR PEELED PAINT! They also stated I never paid for a Pet Deposit, which I did...so that $150 that should have been subtracted but was not.... Do yourself a favor, pay a few extra hundred bucks a month and stay at a better complex with better management and people. If you think you can't afford it, remember you will end up just paying the difference all at once in the end at the Phoenix. FUN DOES NOT LIVE THERE....IF IT DID, IT MOVED OUT A LONG TIME AGO. read more

Tbh would rate this a zero stars if I could. :/ if you value your money and your sanity, do not move here. parking is nearly impossible after 5:30 pm. I would have to leave work a little early just so I could make it home by 5:25 to fight for a single spot. They charge you the water even if you don't use it. We got charged $157 per month despite us watching how much water we use, then they told us it's a fixed price six months later. They charge you for the covered parking spot even if you don't have a car. Overheard another employee tell a resident that it didn't matter if she had a car or not, she still had to pay the covered parking spot. The extra parking spot is 50 dollars per month too and all the way in the corner by the dumpsters. When we moved in there was glass left behind from the last residents and they took two weeks to come clean it up, only for them to leave it in a plastic trash bag outside our patio. My friend had an overnight guest parking pass and they still towed his car. All the management said was "oh I don't know why they did that, he clearly had a pass" but wouldn't call the tow people to bring it back so he had to go pick it up from the tow place. That is just a few things that happened in our year of living here. There's no pest control so there's bugs and roaches, dogs poop everywhere so the rocks are covered in them. Not a good place to live. It may look like a nice place to live but it definitely isn't. read more

Takes me calling them in order for maintenance to come even with a request. Sometimes takes a couple weeks for them to come. Cars get broken into weekly and they don't care. I've lived here since May 2019 everything was okay up until about February 2020. We saw a few roaches and had them come out to spray mind you we aren't dirty people and our house isn't dirty so we figured they came from neighbors. Their pest people didn't do much and we ended up spending $80 of our own money on traps bombs and other things of that nature. They were gone and we couldn't be happier. Until they came back about 6 months later. We did our same things and they're still here! I'm tired of spraying and picking up roaches it's disgusting. Our neighbors let their dog poop on their patio so don't even think about sitting on the patio because all you will smell is dog urine and pop. Same every time you walk by. After complaining about this several times multiple emails and phone call to the office they cleaned off the patio (just sprayed the urine into the bark) nearly one week later my bike is stolen off my balcony on the second floor. So don't think that anything will be safe. Parking is just pathetic. There is no guest parking unless you want to spend $10 each day for a pass. Otherwise they'll have to park outside the gate but only after 6pm. I do not recommend this place read more

I do not currently reside here. TLDR: Gave $200 for holding, asked for it back within an hour, they said no and kept my money. Application never processed. However, prospective tenants and applicants--read carefully. I went on the website and decided that prices and location seemed to be good enough to put in an application. I chose a 1 br 1 ba and chose 'Reserve'. Well, to reserve a unit is $200 towards holding (goes towards deposit if approved). The only way to get that back is if your application is denied. I think you already see where I'm going with this. Well, I changed my mind the same evening when I was sent a lease from another apartment complex to sign. I emailed the Lease Consultant immediately and told them my situation and asked for the $200 back; they denied it right away. I asked a couple more times via email and they indicated they would ask management since the application wasn't even processed yet. Well, management decided to take the money and run. So there you have it--this place pretty much decided they needed the money more than I did and took it. Thanks guys, you're amazing. read more

I usually don't write bad review but this place deserves it. I had a really bad experience with this apartment. To begin with, when i first initially went to see the apartment which was the model one they showed me and the agent lied to me about the charges. Told me the apartment was available and than it wasn't for 2 weeks so i did have to wait. Shortly after he did not work there anymore and another agent called and said apartment was available and mind you this was within a week. I was in desperate need for a place to stay and based of what the first agent had told me about all the charges and deals, this was a better deal. But little did i know they lied to me about everything. When i signed the lease and moved in there was an intensive damage to the bathtub and pipes were leaking. Also the heater wasn't working as well. I complained about the issue they only fixed the heater after a week and a half but the bathtub was never fixed even after several complaints. My downstairs neighbors were soo loud and always screaming and fighting. Cops have been called so many times. I complained about it several times but the issue was never resolved this made me want to leave somewhere else. Like it was really bad. After I moved out i decided to do the inspection in person with the accounts department because i did not wanted to get charged for something that i did cause. At that time i was only being charged for carpet cleaning. After 2 weeks they sent me a bill of $895, which was ridiculous. They wanted to keep my security deposit and charged me for stuff that wasn't even my fault especially got charged for the bathtub damage. I showed them proof as well when i moved in but still they proceeded to charge me. I would never recommend staying here. Every agent tells you something different to get you signed for the apartment but its a nightmare. If you want your security deposit back please stay away from this place. read more

We lived here for almost three years and could not wait to get out. It is the worst place I have ever lived and we would have left sooner if we could have afforded to. I would not reccomend anyone live here. While we were there my husband was asulted and we were both threatened by a violent neighbor, there was a shooting a few apartments over, we witnessed countless drug deals in the parking lot and a lot of homeless people wondering around, our mailbox was broken into, a woman jumped on the hood of our car at the entrance gate causing a huge dent, and my bike was stolen. On top of all the sketchy behaviors we encountered by other residents, the office staff were generally incompetent and not helpful. They seem to have a high turnover rate. When you go to leave the whole process is a joke and they will nickle and dime you no matter how clean the apartment is. Expect a significant chunck of your deposit to be taken for a bunch of bs charges. Oh and The complex also has a big rodent and pest problem. The only positive things I can say about this complex is that there are nice amenities, it is convenient to Sac State where I work, the matienence people were great, and they are tolerant of larger breed dogs. read more

I have lived here since 2018, a couple years in a 1 br, 1 ba now in a 2 br, 1 ba apartment. Rent is posted as 1710 per month but we pay close to 2000 a month after "fees". Here are some fees you will pay: -"utility" (not your SMUD utilities) $20 -"trash" (it's a valet trash service, they pick up daily) $30 -"water" (water bill is distributed across all apartments, you cannot do anything to lower your own water bill) $110 -"parking" (first car has covered parking, 2nd must use available uncovered spaces) $25 per car -"RLIP" (this is if you do not have your own renters insurance. I have state farm and it's 140 per year) $26 -yearly, you pay 45 per resident for amenities and 25 in April for "admin" -common charges are garbage violations (if your trash bag is put out after 8:00 am or before midnight, it's a $35 charge. One time I was charged because they never came around to pick it up the day before and assumed I had put it out that day after 8 (a whole other story) I wrote this because The Phoenix will charge me for the RLIP insurance every month even though I have my own third party insurance. They will say "oh you need to submit it though this website" but don't let them fool you. I have been battling this place over the renters insurance charge since 2018! Every month I have to go in and explain that we have our own, why are we charged and please remove/credit out account. In previous years, we needed only submit our policy to the leasing office but now you must do it through a third party website. So, every moth I go in and get the same spiel about "oh so sorry, I'll bring this up to the team on Monday" kind of deflection and it only gets reversed/credited 50% of the time. The leasing manager has been there since I moved in, but has ran through multiple sets of front office people and middle office management in that time. BE CAREFUL if you are considering this location... Been here almost 2 months so many regrets. Seemed like a great place to live, but not the best. Should had done my research first and read the reviews here. First day, towel rack was falling off, the shower nob didn't work I showered in cold water the first two nights with heated pot water, the sink was leaking water under the sink. Since we moved in the restroom tub will have random ants roaming around randomly. Also, nothing against having pets, but please clean up after your pets. Dog poop all over the place. The staff didn't explain, gate code or give it to us. My car was towed away because the person forgot to give me parking pass. Still waiting for my refund for the towing and 50 % off rent credit that was promise the following month I moved in. Called in, went to the office multiple time, emailed. All they could say is pending account personnel to process but can't say how long it would take. Have not received an email response from management. The cards access doesn't even work for the pools or gym. How could we go to the gym at 6 am when the card doesn't even work? Very disappointing if you pay for amenities and fees for it and you don't even have access to it. Some equipment doesn't event work and how can I feel safe if the door is kept open for access (smaller gym)? Talking about safety, doesn't make sense to be a gated community and the gates never closes. The exit door is always open, instead of using the code people just drive through. (Hence the high stat on car break in, yet nothing is being done) Also, the individuals the giving tours would advertise 4 pools and 2 spa during tours and not mention pool closure currently. Of 4 pool and 2 spa only 1 pool is open and not well kept. I'm sure if we call the city, it would be closed too. Poor maintenance all around, to have that many closure (due to unlock door, chlorine levels, etc on online inspection) still not open since closure in June but fail the test in July, still close now. Feels intentional for closure for the rest of the season, please refund amenities funds. (Online EMD inspection report) Feel like false advertising for the gym hours, pool, and 50% move in. Every time I call the manger would do is stay speak the staff working with us and the staff would say waiting for accountant to response. Wish I could give negative stars because they earned it. Reason 1-10000 not to live at the phoneix is Nina the property manager and her office. Have had more terrible experiences to count. The phoenix constantly violates tenants rights and breaks basic leasing agreements. Nina's staff is unable to do anything other than get people moved in ( because that's all they actually care about. When you're a resident there you'll be lucky if they answer the phone.) then they say that they'll have a manager call you or better yet make an appointment and the manager isn't actually available happened multiple multiple times. Getting in contact with manager even when her staff scheduled appointment is difficult and completely unhelpful and aggressive. Contacting about basic issues emails/calls/appointments go completely ignored. The phoenix does not fix issues with the actual apartments and let's them just go. But will charge every fee possible but the office staff is unable to know what for. Take pictures of everything, since the office is not reliable at all and will charge for things that were present during move in inspection Leave amenities broken for months at a time. Gym is unusable due to all the equipment broken for months. Pools were closed for months by sac county due to cleanliness. The fire pit did not work for the 2 years I lived there. The property is not actually gated the front gates constantly broken. Leave side gate open for months. Also the trash pick up is a joke, it goes not picked up for days and they leave trash in the hallways constantly. Amazing place to live. The amenities are super fun, people are really friendly, and the staff are super nice. Dylan (hope I spelt his name right) is amazing, fun to talk to, and supper helpful. He's the first person we met when moving in and he made the process very easy. I would give this place 0 stars if I could. PLEASE read this if you're planning on living here. Security Deposit ROBBERY: We received a 4 dollar refund for our security deposit after spending hundreds of dollars for commercial cleaning supplies and spending 2 full days cleaning every single crevice, scrubbing the walls, everything that we could possibly do to avoid the cleaning fee. We were charged with a regular cleaning fee regardless, so all of our work and money spent into cleaning was absolutely useless. Employees at the Phoenix: They do not do their jobs, they could care less about your problems. I tried contacting Dylan and Nina for over a month about my security deposit and no one called me back. They will direct you to the Account Manager, MaryAnne, who is ONLY via email- you cannot call her and it's hard to reach her via email. Maintenance: They will enter your home if you're not there even if you call them in advance to ask them to come in only when you're in the apartment. They do not solve the job and you're going to have to make requests multiple times for one minor issue. Cleanliness of the property: Dog poop and trash everywhere. People don't care about the cleanliness and could care less about others. Location: Right next to a freeway, your windows will be covered in black because of the dirt and dust from the freeway debris. Lived in two apartments over two years and now that my roommate and I found a new place its like night and day. Here are some of the issues we ran into: 1. Car hubcaps stolen from inside the gate. 2. Car windows often broken when parked outside the gate, which is often because parking inside is usually full and you only get one spot per apartment unless you want ro can $50 per additional spot. 3. Derelect vehicles often left in the lot for months. 4. Fined $50 for having recyleables on the patio with no warning. 5. Fined $25 for putting garbage out too early. 6. Walls are paper thin and it tooks 3 months for managment to respond to our noise complaints from our neighbora who would argue with the door wide open and blast music loud enough to shake the building. 7. They have dirty carpet in the outdoor hallways (wtf?). 8. Tried to add artibtrary fines without receipts when we moved apartments and had to threaten court to get them to drop them.  9. Staff takes days or even weeks to respond to emails. Overall not a good experiance and management clearly only cares about money. I have lived at The Phoenix since 2018 and when I moved in the AC was broken for 3 months in the middle of 100+ degree heat. This was only a preview of the way this apartment is neglected. Since then I have been subjected to random fees included in my monthly rent which of course get taken off when I notice them, including cleaning fees for the mess left by the pests that roam the complex. I have yet to get a working keycard to the gate after 5 years and several cards given me. I have gone years with only 2 burners working on a 4 burner stove. The photos show the absolute mess of dumpsters, which is the singular dumpster location in the complex as they claim to have a garbage collection service. The service is a coin flip of wether your trash will continue sitting in front of your apartment in the afternoon which will then have fee applied for trash being left out. The office will completely ignore complaints such as the trees overhanging parking spots during 70 mph wind. An entire row of cars even had the carport fall on them a couple years ago. Security is a joke as they would rather harass residents than deal with the homeless people and thieves wandering the complex. Multiple cars in the last few months have been broken into and left on blocks as the thieves even took their tires. My roommate had his car stolen while parked inside the complex. Update: My apartment was broken into in broad daylight with repeated follow up attempts. I talked to a leasing agent about the lack of any semblance of attempt to mitigate crime. He said I need to talk to Nina who was not in. I emailed Nina 5 times over the course or 3 weeks. I called multiple times and physically was in the office while Nina seemed to be avoiding me. When i finally spoke to her she blamed the rising crime rates on "a certain demographic" moving into the complex. Not really sure what she meant by that. I am glad to be out of this apartment and I recommend you look absolutely anywhere else unless you want to constantly fear for your own safety. read more

-Parking is nearly impossible. You could reserve a numbered spot near the tennis courts for $55 or so, but that is extra $$$ out of your pocket. -My unit was near several that were destroyed in a fire in 2018. As a result my unit suffered smoke damage that made my unit uninhabitable. It took approximately 2 weeks before an ozone machine was brought in to get rid of the strong smoke stench before I could move back in. This includes a scheduled appointment to set up the machine which maintenance did not show up! During this time I had to stay at a hotel. -Did a pre move out inspection which seemed fairly straightforward but upon actual move out, tacked on numerous fees for cleaning and other damages that were not listed in the pre move out inspection. If you do decide to rent at The Phoenix, make sure you document EVERYTHING (with videos, etc) and read EVERYTHING before you sign. The amount in question for me was not worth the hassle of being sent to collections or going to small claims court but be ready for the worst. Don't be fooled by the low monthly prices because you will likely pay more in the long run. I would highly recommend that you rent elsewhere. With Sac State having their classes online there should be a lot more apartment vacancies in the area and thus far more apartments to choose from. read more

My husband and I lived at the Phoenix for 5 years and 7 months. At the beginning of our moving journey, when we toured apartments, the leasing agent showed us a model apartment that was remodeled and looked genuinely nice and new. We did not know that we will be given an old apartment with some issues later. When we signed the contract and moved-in in a week we both were surprised that we got an old apartment. I checked all rooms and I noticed that the bathroom tub was old with cracked paint, rusted stains and scratches on the tub that started to gain mold. I asked leasing agent why we have an old apartment instead what they showed us before and she answered: "We didn't have other units available, so this apartment is only available and don't worry about the issues. You can submit moved-in form with all issues listed." At that time, I was in doubt, and I said that I wanted a copy of the form as well, as we list all damages in the apartment. The leasing agent agreed on it. We moved in on 08/12/2015. We moved out from the apartment on 03/22/2021. We had a preliminary move out inspection on 3/20/21. During the inspection, the lady said that everything looks great, and we need only to do general cleaning because we still had dishes at the kitchen. I mentioned that I cleaned everything except the kitchen, because we were still moving stuff from the kitchen. I also mentioned that I have a copy of the move in inspection with all the issues that we found in the apartment on our move-in date (08/12/2015) and I showed her the form. I spent all Sunday cleaning up the apartment. I honestly cleaned the apartment to a condition even better than it was given to us. I don't understand why we got a charge of $150 for the cleaning fee... The blinds were replaced only in the living room but in bedrooms we had old blinds and that 4 lines got broken. It's considered as wear and tear for 5.5 years of living in the apartments. We have been charged for this bedroom blind set ($48). They even had inspections yearly of apartment and never offered upgrade in the bathroom. They saw that the bathroom started accumulating mold on shower door track but they DID NOT care at all. I checked other reviews and I noticed that they charge everyone $150 for cleaning. It does not matter if apartment is clean or not. We are really disappointed with what happened with us. That is why I want to warn current residents and future residents to be incredibly careful and do not believe everything what they promise. Honestly, I thought we would receive our deposit with deduction for utilities only, but I was in shock when I saw it. Also, I emailed to Nina (Community manager of the apartment complex) about this issue but she never replied to it. Then, I emailed to Jessica. She replied quickly and forwarded that email to Steven (assistant manager). I specifically asked what was dirty if I cleaned everything in apartment (windows, floor, refrigerator, stove, shelves, carpet, bathroom, sinks, counter tops, patio). In 3 days, I got response from leasing agent Sally that they are not going to reimburse us for cleaning fee and blinds set. Their excuse was that the bathroom had black mold on bathroom shower door track that existed in the date we moved-in and they did not care about that we listed it in our moved-in form. I highly DO NOT recommend this apartment complex for living. Do not make our mistake. If you are already leasing the Phoenix apartment, be sure to send repair request even for small issues such as cracked couple of blinds or burned-out bulbs as they will charge you for this stuff when you move out. They charged us for vertical slat, drip pans. They nickel-and-dimed for everything... Disadvantages: Huge bills for water, trash, and sewage (above $100 per month). Transient people always jump into trash container at the end of complex and walk around. For the last year, the community became much worse. It looks like a lot of students moved out when the pandemic started, and office started to accept applications from everyone. We saw many times when police come at the apartments complex. Some shady people smoke weed and distribute drugs. Some neighbors are not considerate: playing loud music at late night, having fights, etc. We saw several cars in the parking lot that had broken windows. The parking is not free. You must pay $15 per month to have one parking spot. A/C in the apartment is old and the temperature inside that apartment never went down below 81-83 degrees when it was close to 100 degrees outside. It was like a sauna inside the apartment during summer time... Advantages: I really liked the maintenance team. They are most hardworking people there. Whenever we had a problem with A/C, Manuel always fixed it fast. Big SHOUTOUT and THANK YOU to Manuel as he completed several our Maintenance requests. I loved going to the two gyms. So far living at the Phoenix has been nice! My wife and I live comfortably and maintenance has come quickly to address our concerns. Sure there's random petrified dookie around the complex, but it's not really affecting us in any way. So some owners don't pick up after themselves. If this place is a small sampling of Sacramento, then the poop comes with the territory (no pun intended). I guess some Karens and Chads expect it to be perfect like 1959 or something. The apartment manager Nina has done very well to address our concerns and has helped us pay a decent amount of rent; we hope it stays that way. Absolutely terrible. I should have known from the beginning that this place was bad news. From the moment we struggled to get a response from our leasing agent, to not being able to get a tour or see the place before hand, to our private information on our application being sent to complete strangers instead of us. This place is a nightmare to live in, when you first move in the apt is dirty and everything is painted over. Getting a response from any worker here is impossible, management is terrible and are never available and the office will never return calls or respond to emails. Also, maintenance will enter your home without notice or warning (in Ca 24hr min is law). They will also forget to pick up your garbage and then when they come back for it will charge you a fee for it being out late. The gate is always broken so it's not a gated community, anyone can walk in. Homeless people are often dumpster diving at night and security does nothing about it. In addition, they raise rent 10% every time you renew your lease. They charge you for amenities but the pools are not up to code and are inaccessible and dirty 90% of the time. The hot tubs are filthy and also not up to code but guess what? You're still being charged for it. The staff is uninformed about any renter related laws and projects going on in the complex, they never have the answers to anything and are unfamiliar with due process. Manager ,Nina Watkins, will never answer her phone or return a call unless it is to threaten you with lawyers. Don't waste your money here there are better places to live around sac state. read more

This place is not the place to live. Staff is so lazy, residents can't even pick up there own dog poop which I think is just insane for a dog owner to do. The photos are one day of dog poop. I went out side and was just amazed at how many dog poops were out there. Mfs need to stop having tacos Tuesdays and all that bs because no one goes it. Literally $100 for something that has to do with our "life" but it's categorized to them as taco Tuesday's. Literally just stealing peoples money for no reason. The pool was out of service aswell on the hottest days of the summer. I witness a kid put 3 paper towel rolls into the mens Sauna and if I wasn't there to go into a sauna full of smoke this place would've been on fire.
