Yep... there were the cracks. I apologized profusely and they were cool about it. Apparently the old ugly faucet was all I could notice. Despite our bill going DOWN after turning ON our sprinkler system, they insisted there was a leak. Matthew's Plumbing sent two guys out who listened to the story, checked the meter as I did, checked the crawl space (no leaks) and listened to me complain about the water department. I was expecting to pay $200+, instead they only charged me $75. These people are honest. I was upset enough that I would have paid the $200 or more had they asked me to do so.
