I read the reviews first so I knew to expect a long wait. I showed up before 7am (they open at 7:30) and was the first person waiting at the front door. The next person showed up at 7:09am and by the time they opened the doors there were 6 or 7 of us in line. We each took a number from the dispenser and waited. I was the first person of the day and called up pretty quickly. The clerk asked me where the animals were going, how many and what kind. He inspected my paperwork and gave me my price ($38 for guinea pigs going to Japan). He took my credit card and told me to wait for my name to be called. By 8am (30 min after opening) he had given initial assistance to 6 or 7 people. It was closer to 8:30am before my name was called (they seem to call the names in order too). I was given my papers with official certificate numbers and seals and was on my way. I drove about a block and flipped through my papers and saw one of them had not been endorsed. I returned and went to the counter without waiting in line again and the clerk fixed the mistake quickly. The clerk was very helpful, patient and polite. He spoke at least English and Spanish, I'm not sure what other languages he might know. He was good at reviewing paperwork and knowledgeable about country requirements, though did not necessarily know absolutely everything. I had been given a document to sign by the Japanese quarantine station and the USDA clerk wasn't familiar with it, but they endorsed it for me anyway without complaint. As I waited for my name to be called I saw the clerk turn some people away for having the wrong documents. He would explain what they needed to do before they came back. If there was a time frame involved he would explain that too, like the man whose paperwork had to be filled out within 48 hours of the plane flight. The charge for most paperwork was $38 but there was one person who had a cost of closer to $140. I guess it depends on what you're sending and where it's going. Arrive early and anticipate a long process and you'll be fine. Waiting room is small and you may have to stand if they run out of chairs, but they do have a bathroom so that's nice. read more

These people are SO nice, patient and helpful. We are very grateful for their help. They are helpful on the phone, and helpful behind the scenes too, I found. One of them called my vet, because some information was missing on my papers. When I went to turn in my paperwork, it was clearly stated drop off was between 8-9. I got there, at the very last minute (long drive). Everybody was all smiles, from the security guy to the young woman who checked the paperwork. The place is easy to find. There is plenty of parking. They take precautions during Covid, and you meet them outside. It is clearly marked where you should line up. read more

My husband and I drove down from San Francisco to have our service dog's Health Certificate processed. The main reasons we decided to make the trip was because 1) when I phoned APHIS Sacramento and APHIS San Francisco, the staff members who answered the phone (if they answered) did not inspire a lot of confidence. Some answers I've received were "sure..." or "I dunno...". 2) Additionally, both Sacramento and SF now only process paperwork through the mail and I did not feel comfortable sending in original copies to a department that doesn't seem to be aware of the requirements as we were traveling to a rabies free country. In desperation, I called APHIS LA and had a completely different experience with Berta. Berta was friendly, efficient and incredibly knowledgeable. As I spoke with her, I felt all my stress melt away. At the end of the call, Berta asked for my email so she can send me what we talked about. I gave her my email but to be honest, I wasn't expecting to receive anything (personal issue: negative government agency stereotype). Ten minutes later...DING! Berta came through with her promise! Everything we talked about, questions and answers all delineated within a neat email. I even emailed back with some more questions and Berta always responded promptly and never made me feel silly for asking some questions with obvious answers. She answered everything so clearly that I was even able to clarify details for my vet! The big day came, we went in to drop off the documents and this was when we met Security Guard Tim. Tim was no ordinary security guard...I watched him go down the list of required documents with every person who was there to ensure they had everything before they dropped off their paperwork. During pick up, I also saw him deal with a few irate pet owners whose Health Certificate was declined. The way he handled their complaints and frustration was impressive. Tim very patiently explained why it was declined, the next steps for the pet owners and he defuse the situation without taking too much time as he had other pet owners waiting. Tim was professional, organized and calm. Overall, my experience with APHIS LA was AMAZING! Berta and Tim are star employees - strong customer service, caring attitude, well informed, and unquestionably capable. 10/10 would drive down again to process paperwork. To whom manages this office, a sincere thank you for having your entire office so organized especially during this pandemic. Your team is wonderful. I have been at USDA twice and I had a really great experience. If you can plan ahead, call the office 15 days before your trip so they can schedule an appt for you. If you have an appt they will see you on time and you should be done in one hour max. If you don't have an appt, be there no later than 7:30am. I would even recommend getting there at 7am just to be safe. The security guy (super nice guy by the way) gives instructions around 7:30am and he's really helpful if you have questions. As other reviews mention, they start distributing numbers at 7:45am and stop at 8am. I got there at 7am today, my number was called at 9:10am and I was done by 9:45am. USDA people are very professional and helpful. I find it hard to believe in the bad reviews they have. Even if you don't have the papers, they explain to you what you need and even accept documents via email. read more

I just want to say how happy I am with the services received by usda. Mrs Aundra, Calvin and the security guy were fantastic and very professional. My veterinarian made a mistake with the health certification of my dog and she was extremely rude about making any changes. I was very stressed and worried since I don't have a car and I Uber to usda. I didn't had time to go all the way to central los Ángeles and go back to usda. If you want a speedy experience arrive EARLY! There were five people waiting by 7am. The process was fairly simple. Took a ticket upon entrance and a seat. A gentleman called out each of our numbers and went over the documents with each person. He has eagle eyes and noticed several places to make corrections. He then took our credit cards, THEY DONT ACCEPT CASH. This part of the process varies based on how many people lined up before 7:30. Folks who came in during this process had to wait until the first set of people had their papers processed. We waited for about 20 minutes while he went over the first set of peoples papers and then he called our numbers in order. It was a pretty painless experience! I have to start by saying that the security person at the door was lovely and tried to be helpful. This said, my experience is not very positive at all. Because of the COVID, no appointment are available at this office. The instructions I received indicated that I was to drop the paperwork between 8 and 10 and then return to pick it up between 3 and 4. On a Tuesday, I headed from San Diego, where I live, to Los Angeles, planning to arrive by 9:30. I had arranged to spend a few hours at a friend's house and return by 4. When I arrived, I was told that my paperwork would be processed and that somebody would call me when done, probably within 1 hour or two. Unfortunately, I had brought the wrong paperwork. About 30 minutes after dropping it, I received a call indicating that I had to come back with the correct form. The following day, I headed to Los Angeles at 6 am, thinking that I would arrive among the first ones and, hopefully be done by 10. I did not arrange to spend time with my friend because she had plans for the day. When I arrived, I was informed that today the policy was different and that I had to come back at 3 to pick up my papers. I pleaded my case, but I did not get anywhere. I tried to make the best of the day but by 10:30 it was really hot. Because of the COVID there was no place to sit. I had brought my little dog with me so a restaurant in which to sit for a while was not an easy option. I am 71 years old and have chronic pain in my feet and legs, enough to make it hard for me to walk and severe enough to make me disabled. As a result, I returned to the office and begged the security guard to help me out. After a bit of pleading my case, he went into the office. He was told that the best they could do for me was to send me back to San Diego and that I could come back to pick up my papers tomorrow. The trip from San Diego to this office is about 2 hours. This would have been my third trip. Now, I knew that chances were that my paperwork was ready because I was the fifth person to turn it in. All I can think is that the bureaucrats in the office have no kindness in their heart and that it is ok for them to change the rules arbitrarily and with no concern for others. It's now 1:50. I am sitting in my car, in a little patch of shade, waiting for 3 pm and wondering what is it that makes it ok to break the rules only when the bureaucrats want to, but not ok to make a small exception to prevent significant hardship to one of the people you are supposedly serving. read more

I have to say that I was blown away by the service, above and beyond - truly amazed. The preamble is that we had been going through all the crazy hoops, paperwork, shots, physicals, records, timelines and more in order to get our beloved Ricky Martin (see my profile pics) over to England with us to our new home. So after various exchanges with the facilities (HARC) at Heathrow Airport about getting him into the country we finally ALMOST got approval at about 10am Friday with our flight leaving at about 5pm the next day (Saturday). It is Good Friday. The e-mail tells me that I still need approval from the USDA and the raised USDA stamp and signatures on all the paperwork and this takes 1-10 days. What makes this especially challenging is that one of the shots your dog must have must be done less than 5 days before arrival in the UK and more than 24 hours before arrival. Think about it - see the almost insurmountable challenge??? Less than 5 days before departure I mail in the paperwork - and HOPE that I get it back before departure - and if not I have to cancel my flight and start again - AND it is Good Friday - oh and I forgot to mention that at that point I was more than 4 hours drive away from LA in Needles, CA. I call England we talk - and pretty much I am despondent and trying to figure out what to do as I drive through the desert. Pull over in Ludlow briefly (still 3 hours from LA and I have an email from HARC in London - they have gone above and beyond and have found a USDA office 10 minutes from LAX. It is now 10.30am and I am 3 hours from LA - and traffic will be horrendous. I call the USDA - automated response tells me that they are open 8-12 Noon except weekends and Public Holidays - and it is Good Friday remember. Out of despair I don't hang up straight away and Lo and Behold a female voice answers the 'phone! She connects me with the vet, we talk and she says she will be there until 4pm and she will accommodate us - woohoo. So first we have to drive to Valencia to pick up the original paperwork from the vet and THEN to the USDA. And the traffic was AWEFUL. By the time we got to the vet and had the papers with original signatures and all the microchip information etc it was 3.40pm. With no traffic 45 minute drive - Good Friday plus normal Friday rush hour the GPS tells me we will be there shortly before 6 - hopeless right? NOPE!!! Called the vet - amazing young woman and she gave her cell number. She warned it would be expensive since she would have to charge 1 hour overtime to drive in and 1 hour overtime to drive home (USDA regulations) but let her know when we were 20 minutes away and she would meet us there, inspect all the papers and IF we were compliant she would approve, sign, stamp etc. We got there at 5.35pm (of course it was closed!) and she met us less than 5 minutes later. Took about 15 minutes, and she told us all was good, she put on the raised stamp. I was able to copy and e-mail to HARC in England. Within the hour they sent back the approval letter - of course United Airlines made we wait on tenterhooks for a couple of hours but in the early hours of our day of departure we got the thumbs up! And Ricky Martin is with us in our new home in England. Our thanks to everyone who made this possible - but ESPECIALLY the USDA and the wonderful young vet who made it happen for us. I was importing live aquatic plants and called this office to ascertain the proper procedures to follow. I spoke to Eric last week and he was very helpful and informative. He gave me the name and phone number of the USDA inspector that I would be doing the inspection. I called Rona yesterday and explained to her the package of plants was going to be delivered to their office by noon. Since I will be driving from Bakersfield to pick this up, I asked if it would be inspected immediately. Rona said if the package gets delivered, it would take her no more than 30 minutes to inspect and clear the aquatic plants for pick up. Once I got confirmation from DHL the package was delivered, I was able to be in contact with Rona. She had cleared the package for pick up. Thank you Eric and Rona. read more

Walk in only. I was told that this place is like the DMV. They open from 7:30am - 11:30am. I arrived at 7:20am and there were already 5 people ahead of me. Once they open the doors, I went inside and took a number and sat down. The process was fairly easy and not miserably long. Within 10 minutes they called me to the window. Have all your paperwork ready. If you're paying with a credit card, be ready to show your I.D. There's a limited amount of seats so if you don't get there early enough you will have to stand. I just called at 12:30pm today and the person that answered the phone was knowledgeable about the requirements for traveling with my dog, but when I asked her when would be a good time to come and she said I should go over right now, which would have been a complete waste of time. I hate this place Unfortunately this is my second time here since my vet gave me an expired health certificate as of (2016) It says opens @ 7:30 but since they don't care about you or the fact that you have to take a day off of work to come into this facility they opened the door at 7:32 today. I have been to this office many times before Covid to get the paperwork for my dog. It hasn't always been the greatest experience but if you come prepared and with the correct paperwork filled by your vet you don't have any problem. Now with Covid the procedure has changed and I feel compelled to write a review because the security guard that collects your paperwork is so rude. I understand he probably has to deal with people that don't have the right paperwork etc but there is no need to school anybody. We are adults just give us the instructions on where to wait, what time , etc. we don't need a lecture. I give 5 stars because I come twice or three times a year and once you know the drill everything goes smoothly. They open at 7:30, they call the first 10 number to get the papers in. Then you wait. So prepare to be there at least 1-1.5 hr (if you come early in the morning, if not you're going to be longer). For first timers be sure to have ALL your papers with the correct dates,signatures,stamp because most probably will send you back. At least you get to know the correct papers needed for the country you're to. read more

Two stars for the friendly lady working here. The line is super long, the male staff doesn't care at all, and it took one hour for 1 person to get the paperwork done!!! Most importantly there is ONLY ONE WINDOW! It must be billions of dollars to build one more window. If you have to come, come at 7:00 before they open the door. The first day I went there is this guy I think his last name is Mr. Collins got an attitude, I say hi and good morning to him and no respond and he just look at me. He look on my papers for my dog and he said these are incomplete I said what should I do, he start writing on the forms and the way he acted he seems like a veterinarian, so I ask he said he is not and look at me again as if I owed him something, so I ask if a can talk to a veterinary doctor, gave me that look and said wait. I step on the side and here comes the next customer white lady and said Good Morning sir, the. I look on my skin I said hmmmm. Thirty minutes later nice Dr. Cootes was able to explain everything I needed, all the requirements and even gave me the option of I want to sign a waiver. I had to complete 2 trips from Newport Beach to El Segundo.. Got there and the papers I presented were incomplete. If you are traveling to Mexico, please confirm Section #9, reflecting you have complete the parasite work on your dog. If you do not have a Certificate for rabies, they will not even see you. The line was pretty long and the attitude in this particular office is worst then being in the Military. I had a gentlemen help me, but they have no leeway for anything. My veterinarian did not include this section and I had to go back and drive. The date reflected the same day as the paperwork and I had to wait over 1 hour so they could decide if they were going to issue me the stamp of the USDA. There are companies out there that process USDA submittals, it might be more costly, but that is your decision. Good luck to all the animal lovers out there!!! I rushed to highland park with Dr Vazquez which kindly helped out with my pet's health certificate since he has been treating my animal and he has experience handling the process of health certificates for international travel. He then re-wrote a brand new health certificate stating that my dog has been treated for any parasites. Everything look pretty good so I was confident to come back today. This morning I got here at approximately 6:50 am so I was 9th in line. When my number got called I approached the people in the window and gave them the information requested: HEALTH CERTIFICATE RABIES VACCINATION CERTIFICATE VACCINATIONS CERTIFICATE Everything was going pretty good but 20 minutes later I got called back by someone that does the stamping. She told me that my health certificate was missing information even though it clearly stated that my pet was treated for worms and it came out negative. She told me that the Vet needed to write which treatment he used and be more specific. So I asked if he could just faxed proof that my dog got treated. She then told me that that is not possible that it needs to be typed in the certificate. I asked if he could just re-print the form with the information updated and faxed it but she also said that it is not possible they need the original signature. I'm like wtf!! It really makes no sense since it could have be done with black ink and they could not tell the difference. Anyways I called my wife so she can rushed to the vet and asked for a brand new health certificate. Upon her arrival to the vet's office he asked her what happened and she had to explain what they told me. He said that he had done the exact same certificate for 10 people already and never had an issue. He seemed upset because of what happened but he remade the certificate adding the treatment. My wife then rush from highland park to el segundo in LA's holiday weekend and arrived with 15 minutes to spare. Had an excellent experience today at USDA office in El Segundo.I read few negative reviews and it is comes mostly from people who is not prepared. If you show up for test and fail because you didn't study , it is not your teachers fault. Same here. Schedule an appointment : I called Wednesday for following Monday and I called very early, when they open at 0800. ( I actually called couple of weeks ahead and nice gentleman on the phone told me exactly what day to call to schedule my appointment for desired date). Don't bring cash, cards only.Arrive little bit early, but not late as your name get called on time scheduled.Bring a book, sit and wait. Takes about 30 min, give or take.It was fast and easy. In my country every government agency is almost always corrupt, inefficient and expensive. Certainly the last two "qualities " belong to this office. They open at 7,30, I was there before 7, there were 7 people before me. I got out at 9 and I was lucky because everything went well. I paid about $34 to take a cat to Europe but someone else paid more than $120 to take his pet to Asia, it might have been Thailand. They only know why there is such a price difference when the travel time from LAX to Paris and Thailand is the same. Basically they give you " a stamp of approval " on the documents you already have and they charge you. What a great way to make a living ! It's the law and you have no other options. If you want to board your pet on a plane you have to do this. I have a feeling that the vets preparing the health certificate are a joke too. One lady had the very same paperwork I had, but she was charged $190 while I paid $98. Again no logic to explain the price difference for a 5 minute visit and the the very same health certificate. Just different vets. Two people were rejected because after paying for their pet health certificate both vets ( amateurs ) forgot to sign it, so in addition to almost 1 hour wait they will have to come back. Make sure your vet signs your paperwork. The whole thing from beginning to end, in my modest opinion is nothing more than an excuse to take money for nothing. If you fly out of the country there will be more charges, but if your pet is also for emotional support you should be able to avoid the airline fees. Hopefully everything will go well and your pet will be happy to go along with you, but good luck, you are going to need it. read more

Horrible customer service!! I had an appointment at 10:00 but unfortunately I got late for 15 minutes because I drove all the way from Palm Springs and got lots of traffic. They made us wait two hours because of that, they helped every single person that came in after us and every time we asked about our appointment they were rude and had a attitude. They made me feel punished for being late. Because of them I lost the appointment I had the Brazilian Consulate. Horrible horrible customer service!!!! read more
