This is the same company that let people park near the church buildings on campus for a couple weeks and then one day decided to fine everyone who parked near the building. While they were at church ! I saw them fine dozens of people who didn't know they could park there.. and they kept it going for a couple of weeks. This company is a scam and they have taken so much money from me over the years. I got towed for my bumper being flush with the red paint on the sidewalk. If I would have known they were so petty and cruel, I would've taken a photo as proof beforehand, but they drive around making up justifications to tow anyone and expect people to never have evidence to back it up. I was towed for parking in a handicapped spot without a vertical sign marking it, which was illegal at the time. I was never able to get any response from them, just threats that if I didn't pay the cost would keep going up for storing my car. I parked far far away from the apartment complex my friend was living in. I specifically remembered how serious UPE is about parking from my previous tickets. I noticed there were other cars parked there with no indication of a special parking pass. There were no signs saying no parking visible. I walked 15 minutes to my friends apartment because that is how far away I had to park. Coming back to my car I realized I had a ticket along with all the other cars I had parked with. Ridiculous!!!! I stopped going to Provo because of this company all together. It was just too expensive to visit considering there is was a 60% chance of me getting a ticket. I don't like to give negative reviews. However I think it is important to give honest feedback. I have been towed and booted several times by this company. The worst was in the middle of a move. As we were moving items into an apartment where I had parked my vehicle in a spot I had gotten approval from the apartment management to temporarily park in. We moved some items. Closed the door to my car and went inside to drop those items off. When we returned the car was gone. The worst is dealing with the customer support and front desk at this place. So condescending and unwilling to consider they may have been in the wrong. I wish the Better Business Bureau would step in and shut these guys down. When I first moved to Arlington, I went inside to pick up my new parking pass and in less than five minutes they'd already hooked up my car to their tow truck. For disconnecting the vehicle, they charged me half the full tow rate. Vultures. Landlords and property managers, please don't support this corrupt company by engaging their services. I've seen them do a lot worse to others, and the drivers are incentivized by commission. I think there should be a rule that they have to wait by a vehicle for at least five minutes before touching it, and prove that they did so. read more

I have been outside 7 minutes after the curfew for no parking and my car and 3 others were gone. They aren't here to be helpful but to pray on young college students. I've had several bad interactions with UPE... in one incident they booted my mom's car while she was dropping off dinner at my apartment when I was sick. She was at my door for less than 2 minutes, and the guy was placing the boot when she got back to the car. She wasn't in a parking spot and her car and hazards were on! He was fairly irrational about the whole thing and so I argued with him for a while, but we ended up paying to have the boot removed. The very next day I saw him booting another car in a lot at my friends apartment. He recognized me and walked over to my car and started barking at my window asking what my problem was!! I opened my door and told him to leave but he literally stuck his head inside my car and got in my face saying if I had a problem I should leave. I slammed his head in my door and he jerked back so I got the door closed but he tried to open my door again and smacked my window after I closed it and locked it. I don't know his name but I don't see him much anymore. He's got issues - maybe he was fired. This is just one of several bad encounters I've had with UPE. I've had my car damaged from being towed, and a few other bogus boots (couldn't see my parking pass through the window tint??) in the last year or two they've been around. Their appeals process is so complex and annoying I've not even bothered to try getting my money back. In my experience UPE is a predatory and unprofessional parking enforcement company. Like others, I avoid businesses where UPE is contracted to monitor the parking lot. read more

We live in Orem, Utah in the Pond at Sleepy Ridge. We came home Friday night after midnight from the Air Port and realized our roommates parked their cars in the drive way. Since all the guest parking spots were full, we had to temporary park our car in front of our house by the sidewalk so we could move the cars inside the garage in order to park ours on the drive way. As soon as we walked up to the drive way, David pulled up in his Nissan Sentra and tried to boot our car. I went up to explain the situation to him and that we were trying to shift the vehicles, he still insisted us on paying the $30 fee to avoid getting booted. I called the Office today to dispute the charge after explaining the situation but they refused to do anything about it. this company is the biggest scam for money! i understand needing a tow truck if someone is parked in your own parking spot that you pay for and won't move. however, i don't understand UPE. myself and 3 other friends drove ourselves separately to a friends apartment and parked in visitor parking all in a row. we ended up watching a movie that ended around 2am. coincidentally that's also when the visitor hours end so we all gathered our stuff and headed to the parking lot to discover 2 out of the 4 of us had boots on our cars. it was 2:05 am. upe was sitting there parked next to our cars when we showed up, before they could give my other two friends boots as well. they drove off immediately when they saw us. leaving the other few cars around us, in the same visitor spots, unbooted! it's so frustrating and annoying on its own but especially when you are a broke college student! i understood visitor hours ended at 2am so that is why i left at 2am! i hate upe and always will. thank you for ruining my life:) read more

I had a guy in the process of outing a boot on my car because I was 2 minutes over the time. Keep in mind it was late and we were coming back from hot tubbing, there were no other cars waiting to park. I yelled for him so he could see I was coming, yet he finished putting the boot on and then told me he could not remove it until I laid the fine. They will also make stuff up on the spot in order to take advantage of young and flustered students who don't know better. They seriously suck. I understand that there has to be parking enforcement, but the way these guys take advantage is criminal. read more

UPE towed my car in violation of the Provo City Code in 2011. I've only recently discovered that fact (now that I'm in law school I was interested). Provo Code 9.31.110(5)(b)(v) clearly states: "A conspicuous sign posted at, or immediately adjacent to, each entrance to the property provides notice that unauthorized vehicles may be towed from the parking lot or booted. Each such sign shall: Be posted within approximately five (5) feet of each entrance to a parking lot." Even though I explained to their employee that there was no sign posted at the only entrance that I used to reach the parking spot I was towed from he refused to budge. Either the employee had an understanding of the law, or he certainly should have. The employee explained to me that it wasn't their fault that people constantly destroy their signs and property. These vultures deserve much more than having their signs ripped out. Check the code before you pay - these guys will cheat the law to make a quick buck. read more

Bottom line UPE is keeping the $60 they stole fom my daughter. I am almost as angy as my daughter after her experience tis morning of getting booted in a half empty lot, with a new car where a note of explanation was provided because she could not get to the office on the weekend. If you do business with this company you should not be approved by BYU housing. The only way to solve this problem is for everyone to complain to the apartment complexes and companies that do business with these thieves. My daughter had a valid parking permit hanging from the mirror of her car. But because they couldn't see the make and model written on the backside of the permit they booted and fined her anyway. The real issue I take with this is when they arrive and she can show them the proof of a valid permit, they refuse to remove the boot anyway until she pays in full. Absolutely despicable. Their business model is indeed to prey upon college students without legal means to stick it to them. When I spoke with the manager he even admitted that they have to pay their bills and sometimes they go a whole night without a boot or tow, so when someone gets booted they have to pay. Parking in Provo, UT is limited, so it makes sense to tow people who are parking in spots that are reserved for other people, but University Parking Enforcement is pretty ruthless about it. Last month I paid my complex for a temporary parking pass. Instead of the sticker I got a hang tag that was pretty obnoxious while driving. I took it down one day but forgot to put it back up when I parked in the parking lot. I got booted that night. I called the guy who was already in the area, he took the boot off and I asked as persistently as I thought was reasonable that he not charge me. I showed him the hanging tag, but he said because it wasn't showing I still had to pay the $60. I followed his advice and sent a letter with my repeal request. We'll see if it goes through. They said I have to give them 8 weeks to respond. They shouldn't have charged me. It was an honest mistake, I had every right to park there. #oneofthehundreds read more

I was towed for parking in a church parking lot where the no parking sign wasn't clear. It was 1:00 am. We called them right away to get the cars back (4 cars got towed within 1 hour of violation). Since that was the prime time for towing and booting cars, we had to wait at their lot for 4 hours to get our cars back. We had to call multiple times throughout the night to let them know we were still waiting. They always answered, saying they would be back in 30 minutes. When they showed up 4 hours later, no apologies, nothing. The area that they cover doesn't even take 30 minutes to drive through from end to end. They took advantage of us and booted more people while we were waiting all night to pay them. Even for a towing company, they were exceptionally rude to us. We waited 4 whole hours to pay $175 for each car. This is ridiculous. I have also had my car booted multiple times in my own reserved underground parking spot. These people are very predatory, well beyond reason. I have seen so many students who are struggling financially pay hundreds to this company. Most of these violations are due to 5 minutes of parking where they aren't supposed to be because there is no parking in this city. read more

Absolutely unreasonable people. You either get a somewhat decent person or the absolute worst who will cuss you out and put a SECOND boot on your car and drive away. Was not happy that night at all, called the office and told them about the incident and they didn't even apologize. They do NOT come in a timely matter and don't often answer the first time you call. They have booted multiple friends of mine who were parked legally within the specified hours and they still got booted. Most of them had to wait at least an hour for someone to show up, be rude and take their money.
