When I first got in we were paying $2400 a month. Two years later, theyre asking for $3100. If you want to go month-to-month, expected them to double your original rent. Not to mention how terribly the treat tenants. They make the parking garage layout unnecessarily complicated. If you park in the section that doesn't match your colored pass, they threaten to tow your car. I've seen members of staff yell at people for playing music in the hallways. There was a group of families with these adorable little kids. Management would harass their parents cuz they would run around in the hallways. They have a high pet fee for claiming to be the most pet friendly apartment around. Residents have told me they'll give you a hard time getting a dog in depending on the breed.

With amenities being closed for two months thus far, there has been no recognition, recompense, or communication from GMH Capital Partners, the real estate developer that owns the property, on how they plan to reconcile the cost of living in this building despite the long-term amenity closure. Despite consistent outreach from tenants, GMH Capital Partners' response has demonstrated gross inaction and a lack of common decency for tenants who pay a SIGNIFICANT premium to live here based on the building's amenities and perks. Further, as residents began to discuss their concerns in an online forum for residents only, their concerns were deleted and they were removed from the forum. This censorship has encouraged me to bring my concerns to a more public forum, as they are not being addressed elsewhere. The tenants of the Courts fully understand that management has been forced to close amenities in light of the pandemic and in accordance with government mandates, and we do not refute the closure. Rather, we are deeply disappointed in the subsequent inaction of the building owners to reconcile the cost of living or even communicate with tenants about the sacrifice and potential solutions. Overall, this situation demonstrates that while the amenities (when open) are a lovely addition to the building, the cost of living in The Courts at Spring Mill is not reflective of its value.

After another 8 days of this, I went on a quest and found that the barking was not only coming from my building, but the apartment immediately above mine. After 14 days of interrupted sleep, while paying $2400 a month in rent, I called the police (non emergency line) as the dog was clearly in distress. I could hear from the hallway outside of the apartment that the dog was panting and agitated. When the police arrived, they knocked on the dour and I could hear voices from my apartment (it was 1:36 on night/morning 14 )Z The tenants were living in this apartment with a distressed dig for 2 weeks???? Did they have a head set On? Did they just not care? Interestingly, the dog now only barks during the day when alone. Tenants are also very disrespectful of common spaces. On the weekends, tenants clog the one and only trash chute constantly in building 3. They overflow the common trash bins and leave trash is the elevators and common areas. It is also a very common occurrence to see trash is the parking lot , including beds and sofas. When asking management to send an email to all tenants to address the on going issues, I was told they would, yet thus never happened. Just today, I found used coffee cups shoved between the handrail and wall in the elevator and trash on a common countertop in the foyer if building 3. As a veteran, I've lived in plenty of apartments, and I have to say that even with recency-bias, Top of the Hill is in my bottom two. **1 Washer and 1 Dryer, per building with 6 units having to fight for time to use them. $2 to wash, $2 to dry, the machines are very small, and better believe people do not set timers to pick their stuff up.** - You will NOT be allowed to use the paths for U-Haul or car. Grocery runs and move-in could be at least 150 yards, not exaggerating. - Apartments (at least my unit) were built in the 60's and it's VERY adamant. There WILL be black mold (see pictures). - Little to no cleaning or prep was done prior to our move in (pictures attached) both bedrooms had human hair painted over the walls, not kidding. - Walls are paper thin, so you'll definitely be up-to-date with the neighbor drama and vents connect units so you will ALWAYS know when your neighbors are cooking fish. - AC/HVAC units are EXTREMELY dated. In October 2024, our AC went out during a Wilmington heat advisory for 4 days. The highest temp that week reached 94 degrees F. I was told, while I was at work with my pets home, that the air conditioning would be fixed. I came home 8 hours later to an 85 degree apartment with my pets inside, with ZERO call or email from the staff letting me know about delay. What if my kids were home? The apartment was out of motors for our unit (unit constructed in the 60's, so they had 60 years to restock...) so they offered to comp us a hotel stay before telling us to USE THE POOL?!? We declined, decided on a portable AC unit, was given the OK by the leasing staff, only to be told "No" by Kerlene (properly mgmt) AFTER we purchased it (she was on vacation, lucky her.) An A/C unit is magnitudes less costly than a hotel stay. I had to provide emailed receipts from the leasing office to Kerlene for her to cave and offer me $50, which we OBVIOUSLY pushed back on, and FINALLY got reimbursed $200 (as a rent credit) after 10 back and forth emails. I even used my Veterans Discount to lessen the cost. Units are old, they had that much time to have spare parts. I have my emails of this archived and this was our reason for refusing to renew. - Trash service is abysmal and as I'm writing this the dumpsters are overflowing and it's raining. Your mileage may vary dependent on how little of the Delaware Tennant Landlord you know. Study this and your lease. Honestly I could go on and on. Some of the leasing staff employees are very kind, but man; that property manager... she's definitely the right kind of person for the job. Check out Whitney Apartments in Claymont instead. My toilet seat broke twice. They replaced it twice with a sturdier one other than that I have nothing to complain about Dee Dee is so nice. You ask her for anything and she's willing to work with you and make sure the job gets done. She's the best keep up the good work Dee Dee. The only thing I wish they did was pull up the carpet on the porch and whatever else is underneath the carpet and put something new down. I guess I'll have to do it myself. The noise level would wake me up out of a sound sleep at times. it seemed like the more I complained About it the more they would increase the noise. I know that there is noise in apartment buildings from time to time, but these people were relentless.

Cons for living here: - No microwave in kitchen (some may have one) - Hot water runs out very fast (not ideal for anyone with long hair to wash) - Water pressure is not great - No free assigned parking spaces (costs extra for a space) - Parking is very limited (especially after 5pm and weekends) - So many residents smoke weed in their units and on the balcony's and the smell will come into your units - There are a few extremely loud cars with giant exhausts that rev their engines in the parking lots every day which sound like explosions. You'll hear them throughout the day and well into the early morning hours. It's horrible! - Gym and package room are not open 24/7 - Amazon does not have access to package room when staff is away, so deliveries get left in random places and often go missing or are hard to find - Buildings closest to 202 have constant noise from main road (trucks, motorcycles, music blasting, sirens) - No walking/bike trails (everyone walks and bikes in the parking lots) - Dog park is more like a dog pen - So many loud bored children (they play in the parking lot, hallways, and common areas - Front buildings have to listen to car alarms going off constantly from neighboring car rental place - FedEx deliveries requiring signature won't come to your unit and staff here won't sign for them (UPS will come to your door) - Trash larger than a bag won't be collected and must be taken to the dumpsters (including broken down delivery boxes) - Sound travels through ceiling very easily unless you live on the top floor (kids bounce basketballs in apartments) - Kids will go door to door fundraising/ selling stuff Tips for living here: - Get yourself a cart for groceries, packages, and large trash for easy transport and use the elevators - Don't rent a unit in the front 2 buildings unless noise doesn't bother you - The top units are the best but also the most inconvenient to access - Units close to the stairs have very heavy foot traffic at all hours - Get a garage! Super convenient! - If you are afraid of dogs, you probably won't like it here and if you have dogs, you will see grown men running away in fear - If loud children give you anxiety, you won't like it here (these kids are LOUD and there are a ton of them) - If you want some peace and quiet, chose one of the two rear buildings - If you pick a unit in one of the front two buildings and can afford it, pay for a reserved parking space - Have your FedEx signature delivery packages held for pickup - Time your showers/ baths daily cause hot water runs cold fast and takes time to rebuild - Use the fitness center in the morning or afternoon (treadmills are very limited) - Use the pool in the morning or evening for less loud kids - Watch out for bikers, kids, and people walking in parking lots! They are everywhere - even at night - Halloween is widely celebrated here and kids will go door to door (be ready and secure any anxious dogs) Final thoughts: This apartment complex is decent and well maintained and I was content living here and most of the issues I had were not with the property itself but with its residents and the location. Property management needs to start addressing individuals who are being disrespectful instead of sending an email to the entire community.
