I am writing to formally express my concerns regarding the current maintenance and management of our building, 5320 zelzah (Encino Terrace) Despite the significant monthly HOA fees paid by residents, there are several urgent issues that have not been addressed: - Building Upkeep: General maintenance of the building appears to be neglected. Pipes leaking in the parking garage, etc etc - Security: There are currently no security cameras installed, which is a concern for resident safety. - Cleanliness: The sidewalks remain dirty and are not being regularly cleaned. A significant number of large roaches in the parking garage and common areas of the building. This is a concerning health and safety issue that needs to be addressed as soon as possible. - Landscaping: The trees are overgrown and in need of professional trimming. [[HIGHLIGHT]]Despite these visible issues, the "Board" has been unresponsive and inactive in maintaining the property standards.[[ENDHIGHLIGHT]] Given the amount we contribute each month, I would like to request clarification on how our dues are being allocated and why these essential services are not being provided. Other bills have been paid twice for those same bill. Homeowners are saying they're being billed for association dues several times in the same month. These guys are not to be trusted. They get a kickback from the vendors and recommend building maintenance/repair sole based on the kickback they get and to enrich the owners friends whom they insist we use as vendors. My experience with Westcom Services has been extremely disappointing. The level of professionalism, especially from Barbara Best, has been far below what any HOA member should expect from a company we are paying to support our community. Absolutely horrible. Rare that you can get a response or get ahold of someone. Michelle Perez will act like she's on your side over the phone, will placate you and blame the problems on the HOA board, but will take ZERO action to actually fix your problem. We've had severe leaks from the rain through the roof (the HOA's responsibility) beginning 5 months ago. Michelle sent inexperienced roofers to fix the problem by slathering tar on the roof mixed with grocery bags stuffed in-between our roof shingles. Not a surprise our unit continued to leak after the "repairs". They've refused to take any action since, blaming approval for needed repairs on the HOA board, but yet tellings us we should not communicate with the HOA, only them. We had to rip out our walls and treat for mold leaving portions of our unit uninhabitable. At this point they're encouraging us to close up our walls because it's no longer raining and so the leak has been resolved. How are these people still in business??? read more

Have to share my absolutely wonderful and positive experience with Ilene Scandlyn at Westcom in Valencia. I am writing from a vendor's perspective and in my experience, you can tell a lot about a management company by how they treat their vendors. Few treat them with the same service and respect as they do their own clients, but not Ilene and Westcom. She was so professional and pleasant. When we made requests for arrangements for our project, we never received hesitation or resistance. She was always approaching our work together trying to help. I truly felt like she was trying to make MY job easier, and that was a welcomed breath of fresh air. I am so accustomed to the more common approach of "it's the vendor's job to do everything, and they need to figure it out," so that when I encounter someone like Ilene, she stands out so much more above the rest. Based on feedback I'd like to update this review. Please note that these are stated as opinions and not facts and not in any way intended to defame this corporation in a libelous manner. They are in the need to reflect one individual's personal experiences and feelings and beliefs: Don't EVER use Westcom - they managed the place where we used to live until recently in Brentwood and were a disaster. On the day before our first open house, a pipe burst in the ceiling over the lobby for the 10th time and for TWO MONTHS, the lobby ceiling was caved in like it was bombed - 90% of open house attendees simply walked out before even taking the elevator upstairs to see the condo. Became hostile when I respectfully asked that they fix it and refused to allow me to fix it at my expense. Their manager (name will be left out) is verbally hostile and passive aggressive. They sent the wrong documents, delaying escrow and costing us $$$. Worst imaginable HOA management company. Before you even consider them (I suggest you don't), I'd suggest a full independent financial audit and if you do use them, audit them annually. You can do much better asking an articulate 5 year old to manage your HOA. They bring negative value to your property. read more

We rent a property managed by them and I could not be more unhappy about it. We mainly deal with Stacie and I don't have a single good thing to say about this company or this employee. From sending us threatening letters about parking without checking if that was our car and pass (it wasn't!) to doing nothing about the community having a mail thief and us having our packages stolen from inside our mailbox, to the latest, the leaks we've been having for over 2 months without a permanent fix. One of our bedrooms is still actively leaking. They don't get back to us in a timely manner and when they do there's always an attitude. Today is the 22nd, last we had heard from them was the 6th, until they finally responded with an email that didn't resolve any of our issues. We're constantly neglected and have been displaced for weeks because of all of the issues we've been having. Don't recommend working with them if you don't have to. read more

This is my initial email to the manager when the company was hired by our HOA board: "I called our former managers and was told that your company is now handling our building. I just wanted to introduce myself, when would be a good time to talk over the phone?" Response "Unfortunately there is never a "good time" as issues pop up expectantly." Basically, requests for talk over the phone are avoided as much as possible. As expected phone calls are not picked up, when you call you know that you are going to leave a message. There are more significant issues, but I thought the initial interaction would be most objective. I looked over other reviews, beginning at 1/2020 and as of today, there have been 11 negative, one star reviews. Just did a search for other property service listings in LA, there are none as low as three stars. Majority are 5 a few 4 1/2. The numbers speak for themselves. Yes there could be some biased reviews of unjustifiably frustrated residents and from people with positive relations with the company outside of their business. So we can take a couple out both from the bottom and from. After that there is no reason to think that the rest of the posts are not genuine evaluations. So to all HOA boards - avoid this company, I'm assuming they are cheaper than the rest, but these initial savings are not worth it. If current interaction between HOA board and owners are not the best, they will not get any better. If they are good, they will probably get worse. read more

I haven't had to deal with Westcom specifically for my unit yet so this review is solely for the common areas. I've lived in my condo for about a year now and I've definitely seen the deterioration of the building. I never know when the janitor or whoever actually comes in to clean the place. The carpets are filthy. The walls in the stairway are disgusting. Theres a distinct smell in the lobby, hallways, staircase that smells awful. There are roaches in the garage. The elevator is run down. Garage "sensor" to open the gate is faulty. And this is the second time we've been served a threat to shut off gas by the company for unpaid bills. The licenses in our building are also all out of compliance. All in all, I have no idea where the money the owners pay in the building are going towards. I've asked previously for the financial statements but it is quite confusing. Budget has no breakdown. Journal entries are weird. Just looking at it doesn't really tell me anything about the building except the fact that like the financial statement, our building is messy. It takes a while for them to respond to your e-mails too. Definitely not prompt. I've lived in a different condo building and this is definitely bad. Our building is also not big at all so upkeep shouldn't really take that long. I strongly oppose choosing Westcom as an option for property management unless I see changes. They may have over 30 years of experience under their belt but it obviously doesn't show just by looking at our building. read more

This review has been long coming. Westcom has been helping us manage our condo complex for over a decade now. Specifically I wanted to just write something and say thanks to Barbara Best and Peggy Hale who are assigned to our complex and have been a wonderful partner. I can't even begin to count the amount of times their guidance and sage advice has helped steer us in a better direction and save us a ton of grief and money. I just felt it's about time to write this little blurb as a thank you. The rest of the support crew (billing, accounting, etc) is also wonderful. Honest, accurate and reliable. Ilene Scandlyn has been helping me out for nearly 3 years at this point. She always responds to my emails very promptly, and has been able to help out with the few problems that have occurred while living in the Seco Villas in Santa Clarita. Most recently, she was able to help arrange for pest control after noticing a possible swarm of termites. Within only a couple of hours, pest control was scheduled to come take care of the problem. PSA: Future owners, law abiding above board condo associations, contractors, those who want a tech savvy management company... DO NOT USE or get involved in ANY residence that uses this service. I have 12 yeeeears a slave, I mean residence, experience in one of the communities they manage. 1. Low tech. If it were the 18th century and the great period of letter writing, they would be modern AF. All communication goes to your literal mailbox with your junk mail. I've never seen the letters arrive, so they may even come by horse. They threaten you using the date they sat down and possibly wrote it out on their modern word processor. Pay online? Electronically manage your records? In the magic machine? No...too scary. You might find their manipulations of your account. Identify extortion and hold them accountable. 2. Do you like being sued? Losing residents? Some residents in my building seem to think setting their unit on literal fire is the only way to escape the Westcom & a corrupt Board. Westcom only speaks in threat. "Got a doormat?!!! Doormats are illegal. You will get a strike and multiple strikes will result in a certified letter with the Board to force you out, take your unit". Favorite threats: a. We will get a locksmith to unlock your condo unit if you don't respond to our letter sent on horseback sent days ago. What do you mean you received it after the deadline. Everyone eagerly checks their snail mail daily....for the junk that is not in their email. b. We are going to take your unit. Yes. The one that you and your bank paid for. I'm not clear if there is a collaborative scam here. There is another property management company handling a few units as rentals. Threat is an odd language that will always put companies at risk for litigation when matters could he handled civilly. 3. Call. They are ALWAYS UNPROFESSIONAL. They will say you made them that way or they are not rude. That is the ONLY way they will communicate with you.."IF"..they pick up the phone. When you call Westcom, the conversation will be volatile, condescending, dismissive, unhelpful, accusatory. 4. Building managers. I'm not sure if it is the Board or this company that hires the maintenance/manager. He is the man who is not above opening your unlocked door to check for a fire instead of calling the fire dept. [Remember, my neighbors repeatedly set their units on literal fire. And on my first experience, the fire alarms in the hallway didnt work. I mentioned it and they weren't working for years! Talk about management priorities and staying on top of laws yo!]. My building put cameras tha watch EVERYONE's doors. The "manager" checks them to report to Westcom and the Board that your dog or cat walked out w/o a leash. Then you get a letter threatening rhat puts you closer to and if you're black...they just threaten to take your place on first offense. Your car was broken into? Oh he'll look, if he likes you. He can't share it though. But if he wants to show you where you were to say you violated something? Honey... you will get an invite to his closet office. Command central..the Board watches you from home. I don't think they work. My story: My welcome letter was a threat to quiet my multiple children and loud music or face consequences. A check mark and a step closer to take my unit. I called, thinking it is a simple misunderstanding. I don't have kids. I don't have a stereo. Plus I work and travel abroad for work. When I called I got a nasty response and was told that it was reported to their manager from a resident. The resident was reliable and I was not. Of course a single black woman MUST have multiple children and loud music. No kids have ever been in my home. But they refused to withdraw the complaint and would not tell me who the person was or permit me to file a complaint against the person who falsely accused me. I realized this community is stereotyping me and accusing me of lying about my uterus. My sister is physician and research scientist. She was followed by my board president ro my door like a criminal. He apologized on FB msgr when I confronted him. I found out there are laws requiring HOAs to investigate reports of discrimination. I was told I'm not experiencing discrimination. A property mgmt company that doesn't have educated people who know the law is dangerous and puts everyone at risk. Boards who use them are corrupt. If they put cameras near your doors and cars, it is NOT for safety. It is to find potential violations to charge or threaten you enough to make you leave or attempt to take your home. Becky, don't try to pass the blame- A management Companie's job is to illustrate the legality of situations purposed by the Board Members and to qualify decisions based both on the CC&Rs and the California Legislation law!, true a representative can not control any Board Member they can address illegal actions. Ana received the picture of the fence she stated she had no idea- then changed that conversation as was convenient for her. Really poor and and deceptive communication skills period. I have legal e-mails sorry can prove all I say. Your Boss received legal letter from me as far back as 2006 stated all of the above and no you can't address the specifics because your not in receipt of the the law suite paper work between the above mention Board President Ana and your Boss. But Make no mistake everything is documented. I have no problem with anyone when they do their job correctly Keep in mind once again that is what we pay for when your Company is hired.
