To the owners, when people pay 17$ for nachos they expect to pull apart nachos with cheese attaching them. They expect that adding meat will make the nachos filling and add flavour. They expect the person preparing it to be skilled enough to know how to balance ingredients so that the flavour is not overwhelmed by a single ingredient.
