Excellent food but difficult experience at this food court eatery. It took nearly half an hour to receive our order of two empanadas, and the server made the mistake of giving us someone else's food. We had a handful of us order food here at staggered times during our hour or so at the food court. At best, it was a long wait for Food. At worst, some of my friends ended up having their food given away and then getting refunded and getting makeup food, or the situation with my other friend who ended up waiting a long time for no food at all (because the shop ran out of dough, and yet they still took her order). She got her money back but was disappointed because we all ate and she didn't have any food for dinner. She had to get tacos elsewhere. I've been twice and I LOVE their empanadas. Why only two stars? A couple of reasons, the first being they were sold out of a couple items each time I went. The up side, I suppose, would be getting fresh ingredients. The second and most frustrating was their delivery system. You order at the counter and they bring your food to your table. After waiting 20 minutes for my order, I went back up to find out my order had been given to another table. They replaced my order, down side was they ran out of dough so another member of my group was not able to eat anything. She did get a refund. They really should hand out numbers (like some of the other eateries) instead of relying on memory to deliver orders. The empanadas themselves are light and flaky. What a mess! Their ordering system is so disorganized. We had a large party sitting at 2 separate tables and different people ordered empanadas at different times. All of our orders got messed up! They don't give you a number or anything and the staff supposedly "remembers" who orders what. Instead the lady came by and just dropped the first 2 orders off w/o saying who they were for and what they were. We had 10 orders, every one ate each other's and at the end one person didn't get her order. We had to constantly go up to the counter and ask about our orders, which some waited 30 minutes for 1 empanada. Then they ran out of dough and had to give one of our friends her money back after waiting for over 30 minutes and asking. Obviously we didn't get the empanadas that we ordered. We got a chorizo and cheese, mainly it was all cheese and bits of small meats. Other ones were just mainly all cheese too... wonder if they ran out of meats too. So disorganized! They should have a better way to deliver the food to the customer. Would not come back unless they have a better system. read more

What a wonderful surprise to stumble upon 19/87 Empanadas while wandering through Colectivo 9. I kept coming back to watch the one lady roll out the fresh empanada dough with such skill and care that I knew I had to order something. As a vegetarian who speaks Spanish poorly, it's often difficult to communicate my dietary preferences in an effective manner. Not here, though, where the two workers spoke perfect English and were more than happy to assist me in choosing tasty vegetarian options. I was happy to discover that there were three veg options: one with rajas (peppers and cheese), another with mushrooms, and a third with sauce, cheese, and basil (like a margherita pizza). I opted for the first two and decided to make it a meal which included a salad and drink. It only cost about $5 USD. I grabbed a seat and was quickly served my food. It was a beautiful sight to behold: two crisp empanadas nestled next to a fresh salad of greens with dried cranberries, all served on a wooden board with three savory sauces. The meal also came with a refreshing agua fresca -- perfect considering it was very hot out and we had been boozing a bit. Everything was delicious, and those sauces were a perfect compliment to the pastries and made each bite unique. The empanadas were hands down the best I've ever had with the perfect amount of flavorful filling and a crisp-yet-chewy texture. The salad was good too and made the meal seem a little healthier. Can an empanada change your life? I would argue that it absolutely can. Well, my life was changed on a sunny, Saturday afternoon as I bit into the most delicious little thing I have ever tasted. The crust was light and flaky (not tough and waxy like most empanada dough can be) and the insides were perfectly proportioned. I went for the Argentina which has Chistorra (a chorizo-like sausage, for all those gringos like me who had no idea!), cheese and jalapeno medallions. It was outrageously good. If I hadn't already eaten a million tacos earlier, I would have had about a million and a half of these. No joke. The empanada came with 3 different sauces: a chimichurri, a cilantro green sauce and what tasted like a cheesy sauce. I piled all of the sauces on mine since they were all so darn good. Next time I'm in TJ, I'm saving more room for these bad boys. I'm going to order a bunch and keep some in my pocket for later. And everyone will think it's gross but then be super envious when I pull one out later. And I won't share. read more

I ate here twice in my 3 day visit to Tijuana. I'd only ever had empanadas once, in Barcelona, and they weren't that good. But based on reviews I decided to give 19/87 a go and it was blown away. I tried 4 different ones and each was incredibly good. The dough was delicate and crispy and the fillings so flavorful. While strolling down Avenida Revolucion my husband and I stumbled across a tucked away area packed with people, the alluring smell of good food, and the vibes of live music. How could we resist going in?? Come to find out it was actually a small food court serving everything from tasty desserts and savory meals to fruity cocktails & beers. After walking past each restaurant scouring their menu offerings we decided on 19/87 empanadas & believe me they did not disappoint! We walked up to the counter & were warmly greeted by the employees ready to take our order. The menu is pretty simple with only a few options to choose from. It consists of about 8 empanada choices, a tasty fresh salad, 2 beverage options to quench your thirst, & 2 sweet empanada offerings to satisfy your sweet tooth. Once you place your order at the counter you find a table in the courtyard area and they bring your food to you once it's ready. I chose the combo 19/87 that came with any 2 empanadas (I decided on 2 clasicas), the house salad, and a beverage(85 pesos total). My husband chose 3 different empanadas, the clasica, terra, and the marinera(25 pesos each). Every single empanada we had was simply amazing and served with 3 dipping sauces. The melt in your mouth filling of each was well seasoned, made with fresh ingredients, and served piping hot. The crust was light and airy, very much like a puff pastry but better. The salad was the perfect mix of sweet and salty with the added cranberries and feta. I'm truly a fan of empanadas & have had plenty from different parts of the world but these have been my favorite so far. The very next time I'm in Tijuana I will definitely make 19/87 empanadas the first stop on the trip. read more

Have visited here multiple times and by far the best empanadas I've ever had. The dough is light and crispy like a wonton. The fillings are delicious and love their sauces. Personal favorites are the 1987, rajas, and Hawaiian. They are known for their marlin and sell out quickly. The apple one reminds me of McDonald's apple pie but even more delicious. Went here with my trusty food adventure friends on a Friday afternoon. It was probably 95 but felt like 98 in the back corner of the plaza where this place is located down an alley off Av. Revolucion We had the apple, mushroom and some sort of meat choice. Being so damned hot, I barely remember eating these. However they were prepared exquisitely and tasted the same. I want to go back and try this again maybe as a first stop so I can remember how good it is. The plaza itself is awesome, clean modern look with wood everywhere, vendors surround the outer edge of the plaza offering all sorts of tasty looking treats. If my math skills are correct, 19/87 is approximately 22%, but 19/87 Empanadas are 100% perfect. I LOVE this little vendor in Colectivo 9. The menu is easy -- just a bunch of different empanadas. They'll have it out to your table in the communal seating area in no time. (No need to take a number, since they'll remember your beautiful face.) I tried the clasica (ground beef), terra (mushroom), and marinera (smoked marlin) empanadas, and each was absolutely amazing. Tons of flavor and no grease. The dipping sauces were outstanding as well. Best part? These empanadas only set me back like $3.50. Can't get a deal like that on the northern side of the border, that's for sure. I'll end this math lesson by saying that I'm 100% sure I'll be back for more empanadas as soon as I possibly can. :) read more

Really yummy empeñadas ! And at only 25 pesos each, dig in! The employees here were welcoming and attentive. I walked up to the counter not sure if I wanted to eat there or not- they greeted me and offered me a handheld menu as I was struggling to read the overhead menu I've read outstanding reviews, so I decided to give the classic empeñada a try. I only had a $50 on me, so I ordered two. The food was brought to the table accompanied by three different dipping sauces. All scrumptious. There was a gentleman who came by and picked up the dishes and plates so you don't have to worry about looking for a place to return your tray.
