Instead of providing clear guidance, he gave incorrect and inappropriate information, including a shocking and offensive statement that "American citizens donate 99.9% of the time and Latinos do not 99.9% of the time" when discussing organ donation. This is not only factually false but also discriminatory and unprofessional to say in any workplace, let alone at a government office. On top of that, he erroneously cancelled her appointment during their interaction, which caused further frustration and wasted her time. When he asked if she wanted to register to vote, she said yes, and when she answered what party she wanted, he visibly made a face of disapproval. That kind of behavior has no place at the DMV, where staff should remain neutral and respectful. Throughout the interaction, Gilberto was dismissive, rude, and clearly unwilling to treat my wife with basic courtesy. He acted in a way that was low-vibrational, unprofessional, and cowardly--speaking to her in a way that he would not have dared if I had been present. She checked my paperwork handed me a number and sent me in to wait to be seen. I was called 2 minutes later at 11:32, my appointment was for 11:30. I was taken care of by another thoughtful and professional person. I signed the necessary forms, paid my $25 and received my new license and left by 12:05PM. Every person who helped me was terrific. Make an appointment, arrive with a smile, be appreciative and take note of the endless hard work all these people do, and say thank you.

When they tell you to look in the viewfinder to read the line of letters, make sure you press your nose in. There is a push mechanism on both sides of the nose that when fully pushed in light up a screen with letters. If you don't do this, the field will be blank. She completed the course and her certificates online prior to the appointment. We came prepared with the required documentation and arrived about 25 minutes early. We walked up waited one minute to have a very nice woman check our documents. She said we were good to go and we walked in, waited in line maybe 10 minutes. Now everyone inside was pretty serious and focused on keeping the line moving. The woman who processed everything went smooth and quick then we were off to the cashier. We paid, sat for a minute or two and were handed her permit. I'm not sure what days or times give long waits but that was not our experience. We were out in less than 30 minutes from start to finish!

There was also no clear information online that this location is appointment-only and does not accept walk-ins. Even after explaining that I had driven over an hour to get there and they can see that my driver license address is not from this county, there was no effort to assist or provide guidance, which felt very dismissive and unwelcoming. If this location closes earlier than advertised or does not accept walk-ins, the website should clearly state that so people don't waste their time driving long distances. The county clerk that I spoke to, David Serra was not only hostile with his tone of voice but his hand gestures as well. He kept cutting me off when I asked a simple question. I asked if he was ok and he replied "no, I am not ok. I am insane. " Verbatim. I apologized and was too afraid to ask why my reinstatement on my receipt said traffic school when I had completed that online. I left feeling unsafe and hoped it wasn't a mistake being charged again for the traffic school. Also, I really hope he gets the medical attention he needs to prevent him from treating others in the future less than. As far as the experience at the dmv across the hall, it was the complete opposite. Shirley was informative, courteous, patient and respectful. Maybe David Serra can learn from Shirleys exceptional service? I left within an 2 hours. Discouraged from all the fees, and Davids inappropriate behavior, but relieved that at least one employee enjoyed their job.
