I don't think the problem is with the employees but with the Enterprise business model. They are endlessly accepting reservations when they don't have the inventory available. If you are renting from Enterprise, following an online reservation you need to call the chosen location to confirm there is actually a car. There is no guarantee, they have the power to deny you a car at anytime. There is no binding commitment that enterprise has to follow through with the customers pending transaction.
