You can get a toddler Polo shirt for $6-8. We got a pair of toddler New Balance shoes one time for $8. They also do an excellent job of catering to their clientele. The changing area in the restroom is like being at home. If you're just going to Walmart and need a change, stop in for the facilities and take a look. People can be sketchy at this mall, but just keep to yourself and not make too much eye contact it's fine. They have a backstage up stairs which is kind of like their clearance center.
