This complex is professionally managed by Emerald Properties and so far, I'm very satisfied with their team and complex upkeep. I would say for people looking into apartments that they are very much by the book- that is, you are expected to live according to the provided rules and will be notified if you behave otherwise. Really obvious stuff. Our neighbors have been very welcoming and the neighborhood has a good feel to it (1/2 block walk to San Leandro Blvd, 2-3 blocks from the library, maybe 5 blocks from the BART station). I used to live in downtown Oakland and it's nice to not sleep through loud sirens, heavy traffic and the occasional helicopter. We rented this apt with new fixtures, new carpet, and remodeled countertops and cabinetry- very sunny and open. I refrained from 5 stars as we are new and are still getting to know the complex. However our building upgraded the windows (which was a big hassle during that time). Now we spend less money on heating and the noise from the outside has been greatly reduced. The only draw back is our rent has been raised by about $200 a month since the time we originally moved. in. The building management told us that the market value of our apartment is way higher than what we pay and that new residences pay much more than we do now. We lived in a 2 bedroom, 2 bath, corner unit that was about 1,100 square feet. We had 1 parking spot reserved in the gated garage. For the entirety of our tenancy, we paid $2,495 per month in rent, $90 for water, and usually around $30 for electricity. In-unit appliances were on the newer side, but not stainless steel, with almost no needs aside from regular maintenance. Laundry is communal and used to be all coin-operated, but they transitioned to a vendor so you can now use an app. The mail area has been upgraded with package and letter theft-proof infrastructure. Bel Mark is close to San Leandro BART and other public transit. It's not too far from both the 880 and 580 freeways if you drive. We were literally walking distance from Downtown San Leandro, where we could go to the Farmer's Market, local restaurants and bars, the main library, beautiful parks, and more besides. There is always some background noise since it's an apartment in a major metro area, but nothing unusual for those used to living in a city. We never experienced any safety or crime issues personally and always felt very safe walking around, even at night. Our neighbors were the best kind for a big apartment building, pleasant and private. There's so much to say about our time in that apartment... I have included some pictures that don't have people in them so you can get an idea of what the place looks like. But it's more than that. Both of my daughters learned to walk on the carpeted and vinyl flooring. We hosted birthdays, holiday dinners, and movie nights in our living room. We survived the beginning of the pandemic there! It was an amazing place for us. Dalia, Thalia, and Loretta were the property managers we worked with during our tenancy and they are/were phenomenal! They were super helpful whenever we had a maintenance request or other issue. We could reach them easily via phone, email, or in-person at the front desk. They would hold packages for us just in case we weren't home. When we had flooding from an upstairs neighbor, they went above and beyond to ensure we were compensated and/or accommodated as needed, whether that was covering some of our electricity bills, providing extra convenience tools, or giving us access to an empty unit for temporary use. They even worked with us on our move-out condition to ensure we maximized our deposit refund. They also had a great personal touch, always asking about our family and sharing updates about theirs with us too. Luis and Ramon, the main groundskeepers, were prompt, thorough, and could fix anything. They repaired faucets, fixtures, cabinets, appliances, and more. They made sure to leave everything looking as neat and clean as the day we moved in. They were able to perform major repairs in just a couple of hours at most. When we needed updates to our lighting units, they even gave us free upgraded bulbs! While I know tenant and landlord relationships are often fraught, tense, and complicated, I can honestly say that we loved our time at Bel Mark. Even during the rare occasions when there were problems, the staff did everything they could to make us feel comfortable and ensure we understood whatever our options were. Maybe we got lucky and, if so, then we hope you do too if you choose to move there yourself! We highly recommend this place if you're looking for housing in the area.

The other tenants who have been living here for over 10years don't have their apartments in good shape either. The reviewer that says there's a cat bed on top of a car, is right. The bldg manager feeds stray cats and won't clean up after. I would never recommend this place. The only way they're getting people to live there is by monthly rent instead of a lease agreement. That's how I did it. But I'm glad I got out. Gives me jitters thinking about this housing.

She basically acts as the middle man between the renters and the management company (which I have never encountered before in all my years of renting). So if you have a problem she agrees wholeheartedly with you and acts like she is completely on your side - and then tells you she can't do anything about it because management wants it that way. This was so infuriating because we couldn't actually talk to the people who could fix something, just someone who would agree about our problems but not actually act on them. Bravo to the management company for coming up with such a scheme to avoid ever fixing anything. - The pool was never open the ENTIRE time we lived there! They finally redid the fencing and we thought it would be opened, but then we talked to the manager who told us an inspector came around and discovered that the filtering system was too powerful and could hold a young child down so they had to close it.....ummmm what? A few days later we saw a sign on the fence saying the pool was closed by the department of health. Who knows what the real problem is. - They started doing construction on the roof and had to be stopped because an inspector came around and told them they couldn't just cover up the problem, they had to go down further to fix the base of the roof. So the construction was left in limbo until they started ripping out the roofing and sides of the building. This had been going on for a month and was still less than half started by the time we moved out. - We found out why our maintenance tickets were closed online without being fixed. Apparently our problem of a constantly-running toilet wasn't "important" enough compared to all of the other problems management was dealing with (toilets completely leaking, roofs leaking, etc) so they just decided to close it. Without even telling us. Really? What kind of complex does this? You can see they really care. - We suddenly received a bill in the mail for water and garbage. We never paid for water and garbage our entire time living there, why now? I called and emailed the manager Zurich repeatedly until we were finally able to schedule a time to meet (which, btw, is how it always goes with any kind of issue and if you work a 9-5 job don't expect to ever be able to meet with the manager because that's the only time the office is open). Apparently there was a section in our lease that said they could charge us water and garbage if they decided to. Now that ENTIRE section had been crossed out with a giant X and was never initialed by us in the space to initial for it when we signed the lease because the management at the time (which was a different one than the current one) said water and garbage is included and so they were crossing it out. So even though I never initialed that part of the lease and there was a giant X through that part of the clause, Zurich said they could start charging us for it if they decided to - which they had decided to do. AND THE CHERRY ON TOP - since it was in the lease they apparently didn't need to notify us that they were going to start charging for it. Which is why we suddenly got a bill in the mail from a water and garbage company. Wow, such considerate management! I was stunned at this meeting and could not believe what Zurich was saying. Again, she acted like she was completely on my side - how could they start charging us and without notifying us too! Excuse me? Isn't she manager of this complex? Wouldn't it be her job to notify us? She even had the audacity to tell us that she had talked to the management company about starting to charge the residents for water and garbage and that they laughed and told her if anyone doesn't like it then they can move out. Wow. Well I HIGHLY doubt making us pay for water and garbage when we didn't sign this section in the lease was legal, but instead of trying to fight it we decided to do just what they said - we didn't like it, so we left.

I also love that there's a pool and gym on-site, and we haven't had any issues with when to do laundry thanks to the app. We haven't needed any maintenance yet, so I can't speak on response times, but the complex itself is well-maintained. The noise level from our neighbors has been great, but since the windows are a little older, they let in more outside noise than I'd prefer. Parking has been perfect for us since we have two designated spaces for both of our cars. Veronica also let us know that if we ever need extra parking for a day, we can just ask her, which is really convenient. Speaking of Veronica, she's been super helpful--always willing to assist and even holding or signing for mail when needed. The only thing I feel is missing is a stronger sense of community. While the neighbors are friendly, they mostly keep to themselves, and there aren't any community events (due to lack of participation). That said, I really like our two neighbors in our hallway, which makes a difference. Overall, this has been a great place to live for us, and we're very happy here.

The downsides are the gym (very old but not unusable), zero view from balcony, and kitchens do not have microwaves/dishwashers. As a woman living alone, I would definitely recommend this place. Residents are mostly older folks and theres a few families. Not luxurious but very safe, I was happy and content living here. Katy, the property manager, is nice and very responsive. A maintenance emergency only happened once and Katy had the issue fixed within 48 hours.

The neighbors were pleasant (when I encountered them). The neighborhood is very nice, with plenty of places to go within walking distance. There is private parking, but it's limited to one car per apartment. The parking lot is gated so only people with the fob can get in. Street parking is extremely crowded and difficult to come by, so if you have multiple cars you might have problems. The mailroom is right outside the manager's office, and I've never had any issues with getting packages delivered. Sometimes I've seen the same box sit around for days in the mailroom before its owner collects it. There's a laundry room on site that takes credit cards, and also a laundromat in walking distance. All in all, I strongly recommend this apartment complex.
