I was transferred to this company through JC Penney design center whom I have used in 3 previous homes. I have NEVER been so frustrated, disappointed, inconvenienced and disgusted with the lack of communication, trust, customer support, communication or workmanship that this company (Custom Decorators: 8100 SW Nyberg St, Tualatin, OR 97062) has put us through. I am contacting my credit card company to see if there is anything I may do to recoup any money but fear that the time delay tactics they have used may have effectively screwed my chances. So I want to start by saying that my consultant Carol was amazing. Unfortunately it all went terrible after that. My contract stated that the contractor was supposed to uninstall my curtain rod and then reinstall it after the blinds were installed. He refused to take the curtain rod down, telling me it didn't need to be done. After he left I discovered that because of how close the curtain rod was to the blinds, I could not open or close my curtains as they would get stuck on the blinds. I called the contractor back and he told me that I need to fix it myself. We took the rod down ourselves and then found that the contractor had not bothered to install the right side valance return. I contacted Custom Decorators and received some of the worst customer service I have ever had. I requested the missing return be installed and for a different contractor before assigned as the first one refused to do the job I signed a contract for. Instead thry had the same contractor call me! I again requested they send a different contractor and requested to know what they would be doing about the missing return. I received a response stating there would be a different contractor. I again asked about the missing return and their customer service agent never replied to my email. About two weeks later I got a phone call from another contractor. I explained everything and sent him a picture of my blinds with the missing return. He said he would contact Custom Decorators and get back to me. This was on April 20th. It is now May 7th. No one has reached out to me since. Do not do business with this company. The contractor they use refuses to follow the instructions on the legally binding contract that I signed and paid for, and then their customer service literally ignored everything I spelled out in emails and the service requests on their website. This company is a complete joke and a scam. I bought blinds with installation, but when the installer showed up, he flat-out refused to do the job because the windows were "too high." Seriously? Isn't that something they should check before selling me the service? What followed was two months of pure hell--over 20 calls, dozens of texts, and hours wasted in chats with a completely useless sales rep who lied repeatedly, promising to fix the issue but did absolutely nothing. It was just excuse after excuse while they held onto my money. When I finally had enough and demanded a refund, their so-called "manager"--a coward who refused to take any responsibility--flat-out refused to return my money, despite the fact that they failed to fulfill their contract. I'm not surprised that this company currently has a 1.4-star rating. I contacted Custom Decorators for an estimate to replace the blinds in my rental property. As the landlord and owner of the unit, I expected to be consulted on the selection and cost of the blinds. Instead, their representative dealt exclusively with my tenant and completely left the actual property owner completely out of the process. The colour and type of blind was chosen without consulting me. They even sent the proposal and pricing directly to my tenant, including information about rebates and a Costco shop card, rather than communicating with the person who actually owns and is paying for the installation. I had to contact the representative twice just to find out what was being proposed, and when they finally responded, they told me my tenant already had the information. This is completely unacceptable. I am the property owner, and the blinds will remain in the unit long after the tenant moves out. When I contacted head office to raise this concern, I never received a response. So far, the final result is that plastic blinds have been selected that will rattle loudly whenever the patio doors are open, creating a constant "wind chime" effect -- something that would likely have been avoided had the property owner been consulted. This lack of communication and disregard for the property owner is about to put unnecessary strain on my relationship with my tenant. $14k in window treatments. I'm about a year out & still have an inoperable blind & no way to charge the batteries for my motorized window shades. I have a 6'x8' window shade that's permanently shut down & now zero response from either the installer who said he'd be back to finish the job, the lady I purchased through, or the companies customer service reps. Boy do I wish I read the reviews before using this company - we used them through Home Depot. Like many that have written reviews, this project has taken WAY too long to complete. July is when it started and it is still 4-6 weeks away from being finished. After taking time off work (because the installer does not work evenings or weekends) our remote skylight shades were installed and the next day one was not working. I had to take another portion of the day off (not easy - I'm a teacher) for him to come diagnose the problem. He said it was either a faulty motor or it was not installed level (both something the company should own). He had to submit videos and photos - after waiting more than a week to hear back from their customer service, I was put in touch with a representative that said she would escalate the issue and follow up personally with me the next day. She did not. I reached out days later and the best that was offered to me was they could install a temporary shade (not light blocking like promised and installed with blue tape) while my shade was taken in for repair. They said this could take 4-6 weeks. Why they couldn't just replace it with a working shade is unclear to me. If your product doesn't work, you replace it. You don't put the customer in a 4-6 week holding period where they are inconvenienced. Now I imagine when I hear back from them (or based on the past interactions when I reach out again), I will have to take more time off work for him to come reinstall. DO NOT WORK WITH CUSTOM DECORATORS. Please - listen to me. I wish I had read these reviews prior to making my purchase. This has been the absolute WORST customer service experience, from the designer to the staff at Custom Decorators. My designer sold me blinds that she told me would block light and make my kids room dark and they just don't -- I have a 4 year old and 2 year old who are used to blackout and these do NOT do that. She also left out important information that should have been mentioned to me, noted below. She seemed nice, so I hope I was misled due to her inexperience (do a better job training your designers!!) rather than her wanting the commission off of these high priced blinds (which is what I think was likely the case). In the photos below you will see how poorly these blinds that were supposed to be blackout are. Besides the fact that it barely darkens the room, even at night light comes in - one night when there was a police car parked outside (we are located on the 4th floor of our building) his room lit up with the blinds completely closed - he woke up from this!! Not to mention the difficulty of getting both my kids down to sleep, especially last month when the sun was setting later. The next example is my bedroom where the sun sneaks through the fully closed blinds while I sit at my desk and work - they just don't close all the way and for hours I have sun in my eyes. She also knew I had window AC units and did not advise me that I would not be able to have these blinds in the open filtered position on those windows since I cannot extend the blinds down all the way - the only position to open them like that. I either have to extend it down past the AC and then scrunch it up, wrinkling the blinds, to sit on top of the AC unit, where it eventually slips and falls down to be the example below. On top of all of this, my designer didn't tell me there was a price promotion going on till I was at a Broadway show with my mother, saying I needed to sign and pay that day to get the discount (hundreds of dollars), so I rushed to put it in. THEN she didn't place the order for two of my son's blinds so he has had garbage bags on two of his windows since AUGUST 6. They would not price match my discounted price and wanted me to pay an ADDITIONAL $300+ per blind. They would not budge on this and I eventually gave up because I wasn't going to fight to pay for expensive blinds when they were not what I needed, thanks to my unreliable designer. During all of this my designer completely stopped communicating with me, leaving many emails unanswered. Her name is KAT - do not work with her. I am moving on to work with someone else to replace the blinds I got so my kids actually have blinds that work. I have been offered $200 for THOUSANDS of dollars worth of blinds, and when I went back to ask for more Custom Decorators stopped answering me too. I will post this review on every review sight I am able to, and will continue to spread word of how awful this company is to work with. They don't care about you since you will likely not be a return customer since blinds last for so long. My Project Number is P4432676 with this horrible company. Buyer Beware! JC Penny is a sales front for Custom Decorators. Custom Decorators uses a third party for manufacturing and another party for installation. If you have any quality problems with a product ordered, you will have to go through Custom Decorators Sales Management and Customer Service departments. Be advised, there is no effective customer service after signing the sales contract. If there is a quality problem with product delivered, you have to request repair/replacement with their customer service department and wait for them to take any action on correcting the problem. We ordered window shutters through JC Penny/Custom Decorators. When first ordered, one shutter panel was delivered with damage to a louver. A second replacement order was entered, and that panel was delivered totally defective. The Custom Decorator's third try finally resulted in shutters installed correctly. It took 100 days for our window shutter project to be completed. Multiple contacts with Sales Management and Customer Service had no effect on getting replacement panels shipped quickly. As a result, my rating for Custom Decorators is 1 out of 10, with 1 being the lowest possible! read more

At around 10:00am I hear nothing from this person and I decided to text her. Her text was not professional stating who is this I don't have this number saved? I texted her appointment information and then she called me. She said she called and left a message (but she did not have my number saved?). I do not have a call or a message, when I asked her what phone number she called she got all quiet and did not speak. So she never answered that. Then she said she just got out of church she can be here after she picks up the samples she asked what kind we wanted. We told her and she said she does not have those and would have to reschedule. This is a response to the owner, after waiting since October the installer brings a broken motor out house so now I am waiting again for another one!! I do not recommend this service in California. It was a long drawn out process getting our blinds installed. There were two people who had to measure the windows on separate occasions which delayed the process in getting the product ordered. Our designer was kind, but did not translate the order correctly into the system. The system was down for about 30 minutes while in the appointment and our designer worked hard to try and put the order quickly into the system when it came back up. We mentioned multiple times that we wanted black out curtains in the bedrooms. By the time the order got to us over a month later, it was light filtering curtains in our bedrooms. We live next to an alleyway, so it is extremely bright. Yes, we signed the contract which was 50 pages long. It was the responsibility of the company to translate our request of black out curtains in the bedroom into the contract. That was not done, and the company offered 10% off to re-order more blinds, which will run us at least another 2k. Very disappointed in customer service. Rarely do I write negative reviews but I am extremely frustrated about this. read more

We ordered custom blinds for our entire house through the Home Depot, who contracted Custom Decorators, Inc. The blinds are terrible - they are not customized as promised, the blinds don't reach the window panes and sun shines through the slats. The company tells us that you have to turn the slats of the blinds up, that is how blinds work. It is not, and it did not solve the problem in this case. The company offered a discount on a replacement purchase - not a refund or credit just a new purchase. An insulting and absurd offer. Do not waste your money. I should have looked up this company's reviews before deciding to work with them.... I don't even know where to start with this blinds company. The designers are incompetent scam artists, the customer service is beyond disrespectful and the installers are not experienced or trained. This project has cost me over $4,000 and over a year of my time that I will NEVER get back. The designer Corrine Crane is a scammer. She showed us samples, did HORRIBLE incorrect measurements and once she received the credit card numbers for payment she told us she has no further responsibility for the job. When we contacted her in the beginning with issues she blocked us. CDI says the designers should be following up with our purchase to ensure we are satisfied. WE WERE NOT SATISFIED! We waited 10 months for this blinds. Customer service has used every excuse in the book installers are on vacation, installers have insurance issues, Installers have covid. Finally, 10 months later blinds were delivered and installed, measurements completely off. The designer Corrine Crane, has no experience, is uneducated, and only cared about receiving her check for commission. She could care less about her poor measurements and basically told us to screw off. Never have I seen so much disrespect from a company in my entire life, I am questioning how they are still in business. Once the poorly measured blinds were installed I notice they were short on both sides ranging from 2-3 inches of space. The installers that put them in even admitted these blinds were not measured correctly and informed CDI. CDI told us they were coming back to remeasure... that was 2 months ago and every time we call they use the excuse "all our managers are busy", "can you call back tomorrow?". They have a refund department but claim I can't speak to them until I speak to a manager which you can't get. This is when I realized I've been robbed. CDI does not want to take responsibility for this poor job and thinks they can keep telling me to "wait another day" until eventually, I forget about it. NOT HAPPENING. This situation has gotten to the point where I have no choice to contact the Better Business Bureau, Consumer Affairs and will need to file a dispute over the purchase with my credit card issuer. The consultant was confused about the options they had and how one option was different from another; the order was submitted without the requested upgrades; did not tell me key facts about fabrics (like dark opaque fabric being pure white on the reverse). I will echo what everyone else is saying. I'm really disappointed in Costco. But I have learned my lesson: Costco is for food only. In addition to the service being horrible, the product is GARBAGE. In less than 4 years we had to have the blinds replaced no less than 7 times! (At Graber's expense, under warranty). And each time it was like pulling teeth to get the installer out to measure for replacement (why on earth do they have to come out to measure EVERY TIME? Do they not keep ANY records? It's the same house and they are the same people....) Now they are saying the warranty has expired. The blinds are literal JUNK. The only thing good about them are that they LOOK nice. But that's where the positives stop. How is this even CLOSE to a good business model? The company replaced our 4-digit ($4000, roughly) blinds SEVEN TIMES OVER. And we, the customers, are left with non-functional blinds and a determination to NEVER purchase from Graber (or Costco) again (but we've gained a new motivation to write negative reviews on as many sites as possible!). When I first started researching the cost of blinds (yikes) I decided I'd put my money elsewhere and just leave our huge windows open. Why cover up our beautiful view of the city? But after realizing I was giving way too many people on the streets of Chicago a free peep show of me in underwear I decided it was time to invest in blinds. And like most things in our life (groceries, tvs, and even auto insurance) my husband and I turned to Costco. Costco has a deal with Custom Decorators when it comes to blinds. I gave my info to one of Costco's employees standing in the blind section and about 2 days later I was greeted with a call from Wayne at Custom Decorators, my very own blind decorator! After playing phone tag for a few days Wayne and I set up an appointment so he could come by and tell me my options. I already had my heart set on wood blinds, but when Wayne showed up he convinced me wood blinds would be too dark for our loft style condo and said we should consider the duette honeycomb shades instead. And then he gave me an estimate of $3000 for 5 large windows- my husband pretty much choked when he heard the price. A few days later I called Wayne back and told him I liked the look of the shades he suggested, but I had a budget of $1500 for blinds and to provide me with options within my price range. He came by again and gave us a similar option- the only difference pretty much being that the cord was longer for the less expensive blinds. And for a savings of $1500 we can deal with a long cord! We placed our order and a few weeks later received a call that our blinds were in and needed to be installed! Thank goodness- no more peep shows for the neighbors! My only complaint is that when they called to set up the installation they had me believing that the entire process would take about an hour. While the installer who showed up was very nice and knowledgeable about the blinds it took more like 4 hours, which caused me to miss a few meetings I had planned for later in the day. 2 days later we're enjoying the new shades and I'm guessing the neighbors are grateful as well.... read more

I worked for this company as a designer for almost 5 years. Their primary channel is Home Depot, but they do sell through Costco, direct, Macy's, and JCPenney. The product is simply overpriced to the max. The only people that buy product, and I began to realize this, were people that were Home Depot loyal, or unfortunately, old people that trusted Home Depot. It always made me feel bad, so I ended up breaking my no compete clause and selling a customer three blinds. After five years and being at the top of many of their sales charts, etc. and a 26 year veteran of the window treatment ministry, they fired me in the middle of the week. They had no designers to cover any of the appointments I already had scheduled and no installers to cover the installations that I had scheduled because I did my own installations which my customers loved. I look forward to hearing from my friends in the industry about how this company crashes and Burns because they are terrible. These guys are the worst. Horrible customer service and it is impossible to get them to correct errors they made on my order, despite months of calls. I ordered draperies in August 2022. They did not send out an installer until November 2022. The installer was able to put up part of the drapes, but the rest he said was so contradictory that it was impossible to put up. I made a lot of calls to their customer service line to get this fixed, but no one could ever help me. They always said they would send a message to someone who would call me back. No one ever did. Finally in March 2023 they said that if I paid them an additional $6000 (on top of the $9000 I already paid them) they would fix the problems they made with the order. Madness! read more

SHAME ON COSTCO!! My daughter and son in law ordered Graber window coverings (all windows identical style, color and fabric) and at installation time I was there to meet the installer. The lack of competency as well as the extremely POOR response from Costco to remedy the horribly mismeasure from the Graber rep is so frustrating. Purchased expensive automatic cellular shades a year ago, but one broke couple weeks ago, won't go up or down. I have been trying to get an appointment scheduled for repair for week, yes, weeks. I've called, and called and called again, I've even emailed. Not one response. No manager is ever available even. Loved the shade, when they work they're great - but not totally useless - and not even attractive because it's now lopsided in the window, won't go up or down. When I called, I was told I'd have call back in 24 hours. Now today - oh no, maybe a call in two weeks, forget about a repair appointment. If I could give zero stars I would. I ordered blinds and shades from JCPenney who uses Custom Decorators for design and installation of name brand window coverings. My designer talked me out of ordering the product I wanted for my patio door and advised the new pleated shade was a direct replacement color wise for the broken Hunter Douglas shade on my bay window. As soon as the blinds & shade were installed at the end of February, I have been calling, emailing and texting the company and my designer trying to get someone to help me with at least my main concern which is the replacement for my Hunter Douglas shade is a completely different color than the 2 other shades in the bay window. The designer finally came out after a month and verified it wasn't a match, asked for the color number of the old shade and said she would get back to me with the correct replacement color information. Guess what? That was over a month ago and still no call/text/email from her or the company regarding the error. My next step is to contact JCPenney to see if they will help resolve this issue. read more

Ordered one shade from them. It was a custom size and the sales person came out twice because I was still shopping around. She insisted that the 'white' color she picked would be the best shade with my decor and that the 'white' I picked would not. I told her that I really wanted it to match what I already have. She said her white would. When the blind came, the white was not white but that iky office white/gray/beige whatever that color is. I called, text, and emailed her and finally got a hold of her after calling the company directly. She is STILL insisting that the white is the one to go with and will not change the color to the white I wanted. She said she would come out to look at my shade but has not. By the time she possibly will come, I will not be able to do anything to exchange this shade. It cost almost $500 on top if it! Yeah, if I could do it again, I would not deal with them. I am so disappointed in Graber! My delivery experience has been so upsetting: delayed delivery (but don't feel so bad cuz at least your order is small, others are waiting for larger orders is what I was told). Order arrived damaged, reorder only takes a week, not true. Expressed my displeasure with the local Costco and actually got a call the next day that my order would come in the next week. I was now told due to holiday weekend its been delayed ( I called them to find out when it was going to be installed). My mom recently purchased new blinds for her house through Costco. I've helped her through the process as it's been a complete NIGHTMARE!! It began when they sent someone to measure the blinds and he measured incorrectly. That's right.... the installers showed up with a giant blind for her den and it didn't fit. So now we have to wait a few more weeks while the blinds are redone. So imagine our shock when they showed up a 2nd time and the blinds STILL DIDN'T FIT. Not so much as an apology from the installers. All the while, my mom has a new sofa, no blinds, and the sun beating down on the sofa throughout the day. So it only took 3 times for them to get it right, but finally they fit after returning 2 weeks later. During the waiting period, I tried to discusss some sort of credit for my mom's inconvenience and frustration. They said that they wouldn't discuss any credits until after the blinds were installed. Of course, they billed my mom in the very beginning, as soon as she placed the order. So any guesses as to whether or not my Mom ever received her promised $250 credit (not much of a credit in my opinion, considering the magnitude and time delay)? Of course not. I called as soon as the blinds were installed and they were going to process the credit. I had to call weeks later because my mom never received it and they said there was an error and it wasn't processed. They promised it would be sent to my mom in a week. Guess what? Never came in a week and I JUST called them and they said that it was sent yesterday. I'm starting to think that they are simplying lying to me. They said today that they have no record of the initial request, only the request placed shortly before Halloween. This company is as bad as it gets.... plain and simple. In my opinion, they should have credited my mom for 50%.... but they gave her about a 15% discount. They are telling me yet another week again for the credit. If it doesn't come, I am contacting both Costco and BBB. On the plus side, blinds look nice, but she could have had a much better experience had she gone elsewhere for them. read more

Do your homework before signing the contract. My review is purely based on the price quote I received as I did not chose to go with them for my shutters. I used the Costco link to find a quote for some Hunter Douglas blinds as well as a some plantation shutters since we didn't know which way we wanted to go yet. We are in California but the local rep for Custom Decorators came out to give us a quote. Thinking, "this is Costco, the pricing has to be aggressive", but when I got the quote, I almost fell over. The designer was nice and everything but their pricing was far from something anyone should just sign on the spot since they were more than 2X higher than the next bid! They quoted me a little over $19,000 without taxes and installation for plantation when the next guy quoted me $8,500 OUT THE DOOR! Exact same shutters because they were a Hunter Douglas reseller as well! Just do some price comparison before you commit. This could be an isolated issue in Southern California but better safe than sorry. read more

Installed Hunter Douglas blinds throughout home and didn't realize that they were not installed properly. I had called to have another blind added (that's when we realized they were improperly installed) and they refuse to fix what they didn't install properly. They informed me that since they are no longer a contracted vendor with Costco (purchased via) that it was no longer their problem...yet Custom Decorators actually did the install. The only factor Costco brought to the equation was a discount. In fact, when I went back to receipt, the invoice is all on Custom Decorator paperwork. Anyway, sometimes you don't know a vendor until something goes wrong and how they react. Well, based on this outcome after they installed something improperly and unwilling to fix the problem it can't recommend this company at all. read more

These guys are first class idiots. they change the pricing after singing the contract, do not deliver in the promised time frame and lastly whatever they deliver is incorrect in sizing/specifications. They claim things that they cannot deliver and it's only a circus, just a bit more disorganized. Deserves a negative rating read more

We ordered Graber plantation shutters for our French doors. we custom ordered through Costco affiliate Shades to You back in August 2019 and they are still not correct (Jan 25 2020). Graber made them incorrectly twice. Then they were defective & they made them wrong again. They are so poorly manufactured and Costco and Shades to you have not given me one dime for all of this inconvenience. Awful experience I would Never use them again. read more

I never even made an appointment because the person who called to schedule was incompetent. Yesterday I was at Home Depot and made an appointment for a Hunter Douglas rep to call me. Today I received a phone call from custom decorators asking if I was still interested in window treatments. This person did not identify themselves with Home Depot or hunter douglas. Once I figured out this was a subcontractor, I politely suggested the caller might want to change their phone approach and was hung up on. Needless to say I'll be looking elsewhere for blinds. read more

Terrible start to finish. The "designer" was a bad communicator and mis-measured in 3 out of 4 rooms. The installer hung shades askew. BUYER BEWARE. read more
