The driver of the van for Fort Hyde Kennels decided to just sit in the left lane, obstructing other traffic. Please correct me if I'm wrong, but I believe the left lane is for passing other vehicles, not for chilling out. Our vehicle, and multiple others, had to pass the vehicle from the right lane, as they would not move out of the left lane. The female driver seemed to be in a daze, as she was stairing straight ahead. No signs of checking mirrors or any type of awareness of what was going on around the vehicle. She showed no intention of moving into the right lane (or middle lane when it opened up to 3 lanes).
