I was told by the manager they can refuse up to an hour before but no where does it state that. Apparently they were two backed up with two other orders (2 balloons each order) and "other things to do before close". I was told last month when I purchased my sons balloons to come closer to close so the balloons would stay inflated by morning. I'm sure Michaels is taking on extra balloon orders due to the close of Party city but perhaps you should not offer a service you can't provide and then cite a rule refusing service 52 min before close that is posted no where. Shoutout to Vons down the street for having some compassion and not referencing imaginary rules to prevent doing their job. Would not reccommend this Michael's
