    Fall foliage on the trees around the lake.

    I've lived in a bunch of apartments over the years, but this one is hands down the best. It's clean, quiet, pet-friendly and well-run, with solid amenities, and tons of beautiful green spaces inside and all around. But honestly, the real luxury here is the staff -- from the front office team, who are always super friendly, helpful, responsive, and courteous; to the cleaning crew who I've noticed keep the gym sanitized and spotless; to the maintenance staff who get things fixed fast and without any hassle, even on weekends. A special shoutout to Sharnay at the front office, who's gone above and beyond every single time I've needed something. Thank you for making this a great place to live! (A note to Demmon Partners -- this complex is full of mostly well-behaved, kind, working class people. Please don't price us out!)

    I have resided here for 7 months and the property is not as described on the website, which advertises "luxury apartment living". If you consider luxury having dog feces all over the complex on lawns, in garden beds, on sidewalks and in parking spots this is the place for you! Garbage is left outside of sheds on the ground under the signs that state to place garbage in bins, the security gates are left open and multiple cars have had windows smashed out and items stolen as well as attempts to steal vehicles, garages have been broken into and items stolen, the entry gate locks on some gates do not function and can be accessed without keys, the management blames the city emergency services for opening the security gates and not reclosing them so outsiders have access to cars, apartments, dog park facility, garages and other common areas. Unless they can provide the services that sound so good on the website, do not fall for the false claims of luxury living with a beautiful lake that has been nothing but a mud puddle since I paid the deposit and told it would be refilled within 30 days. Do NOT pay the higher rent for the apartment on the lake, you will have the same non-view as other units unless it rains and has a large puddle so the higher rent is of no value but you will have mosquitos from standing water. Staff doesn't enforce the policies they have tenants sign on the lease so renters who do comply are subject to disrespectful neighbors and unenforced rules. The only saving grace here is Sean in the office and the maintenance staff who all deserve 5 star ratings.

    Bottom line: Do not rent from these incompetent scam artists. I rented an apartment at Harbor Oaks for 13 months, and I regret it. The Harbor Oaks Management Team is a joke, and the puppeteers at Demmon Partners are no better. The customer service (or lack thereof) from Cassi at Demmon Partners was comical at best. Apparently, she was too busy giving orders from her ivory tower to even bother sending me an email. First things first, let's get the positives out of the way. The staff in the leasing office are super nice, and helpful (specifically, Marlette and Cee Cee). These lovely women treat people with respect, and always have a smile on their face. The maintenance staff members are also great. They are always driving around the grounds in their golf carts, and are professional and courteous when called upon. Why the One star? See below. Not only did I not receive my deposit back, I received a bogus bill from the Lead Bookkeeper Bethany letting me know that the carpets needed to be replaced, and if I don't pay her within 14 days she would send me to collections. However, she did say if I would like to review the charges, I can call her to discuss. Needless to say, I called the next morning and left her a message. I also sent her an email asking for a call back. So, you are going offer to discuss the charge, not return my call or email, but send me to collections if I don't pay you? Ridiculous. So, I decided to escalate to the Property Manger Heather and the aforementioned Cassi from Demmon Partners. They did not nothing about it as I would have guessed. This place has no intention of giving you your deposit back. Don't waste your time renting here. If you do, don't waste your time cleaning or paying to have the carpets professionally cleaned (like I did) at move out since they are just going to charge you for new carpets anyway. Harbor Oaks calls itself a Luxury apartment. However, the only thing luxury about this complex is the price that they charge. During the time I lived there, I had several neighbors tell me that their garages and cars were broken into. I also experienced a number of homeless people roaming the complex at all hours of the day looking for recyclables in the dumpsters. The pools and hot tubs are disgusting. In fact, I found red solo cups, a quesadilla, and cigarettes in the hot tub during my stay at Harbor Oaks. In fairness, the work out room is useful, and the car washing station is handy. All the Harbor Oaks Management Team needed to do was reach out to me and discuss in detail why they charged me 1000.00 for carpet replacement when I paid to have the carpets professionally done before I left. Instead, they ignored me, offered no explanation other than that their contractor they use for carpet cleaning said the carpet needed to be replaced. Yes, I know. That is what your bogus bill said which is why I called to dispute the charge. Heather, the Bookkeeper, and the rest of the Management clowns don't care about their tenants. All they do is want to keep the place at full occupancy by any means necessary, and keep your deposit for extra income. If I can save one hard working family from making the same mistake I did, the 1000.00 I paid to this corrupt operation is well worth it.

    Hello you beautiful people reading my review. I hope you are having a cheerful day. I have lived in multiple houses and apartments all over sacramento, but harbor oaks is the best housing I've ever had. One of the best reasons to live here is because it brings you peace. It's comfortable and incredibly beautiful - every window you look out you can see water / the lake and so much wildlife. Best balcony I've ever had and the views. Excellent layout. A freaking cozy fireplace. Two bed and two bath, great kitchen, ice machine! I could just keep on going. But let's talk about the people- we have some of the nicest neighbors and staff who work at harbor oaks! Shout out to Ajay who made this all possible for my roommate and I. Without you, we wouldn't be here so thank you so much for making the whole process easy and for being incredibly personable and enthusiastic! And all the other staff, I don't have all your names, but you are wonderful. Mary, jason, heather, cale. All of you are great. Thank you harbor oaks and to your architects who designed the layout, window placement, views, the botanist who planted all of the diverse trees, and awesome pools and a jacuzzi! Ok, I think you get it. It's time to move in to your forever home. Love y'all -Brady

    Curious to know what the homeless situation is like over here being so close to the river? Also any pests due to water features/river in community? Thank you!

    To get pest control services inside your apartment, all you need to do is contact the office and sign up for it. Our pest controll vendor does not just spray inside apartments without permission.

    I'm pretty new in Sacramento and just want to know if this apartment complex is safe or not? I have visited this complex a couple of times and it seemed incredibly safe and beautiful/good environment.. but is it actually a safe place to live?

    Its pretty safe actually, its been a year for me now, i never lost a parcel or mail. They have parcel locker service for free. They have automatic gates at entrance and a paladin private security at night.

Because I can't visit in person, I sent a highly organized list of standard questions regarding virtual tours, the exact units available, noise insulation, included amenities, and utility fees. The response from the leasing office was incredibly lazy and evasive: 1. Zero reading comprehension: My very first sentence stated I was looking for an August move-in. The agent, Dominique, replied by asking, "Most important question, when are you looking to move?" 2. Dodging terms: I asked if their virtual tours showed the exact vacant units and if I could qualify for their move-in special remotely. They ignored both questions. 3. Ignoring noise concerns: I explicitly stated quiet surroundings are crucial and asked about top-floor availability and floor-to-floor noise insulation. They completely ignored this. 4. Hiding fee details: They mentioned a "$105-$115 flat fee" for utilities but wouldn't explain what it actually covers. They also refused to put in writing which community amenities are actually guaranteed in the base rent. When I politely followed up to get actual answers to these crucial questions before scheduling a tour, they completely ghosted me. To be honest, I don't usually judge a place solely on the leasing office because, once you move in your actual day-to-day experience is defined by the community itself and how reliable the maintenance team is. However, when an office team is this dismissive and completely ignores major questions, it is a massive red flag for how the entire property is managed. When a complex refuses to put amenity breakdowns, noise policies, and utility fees in writing, it's because they want to avoid a paper trail. If it isn't documented, you have zero leverage to challenge your rent if those amenities are broken, locked, or unusable, and you can expect that same lack of accountability when it comes to getting maintenance issues fixed. If they act this shady and incompetent before they even have your money, do not trust them with a lease.

You really get what you pay for. -Laundry facilities, pool area, fitness room, and clubhouse are all great and clean. -There's enough car and bike parking. You get one permit for each bedroom. -Sacramento Elite guards the complex at night -Located right next to bus lines -Located right next to In N Out Cons: (honestly these are not even the worst problems you could have with an apartment) -You can hear noise from neighbors walking outside and upstairs -The train constantly blows the horn as it passes (but you get used to it) -Bikes get stolen constantly (this happens everywhere in Davis) -There is a large homeless and drug addict population near the train tracks and In N Out (like you literally can see them shoot drugs)

The new owner (C.G. Falls is one of the shell companies identified as owner) bought the property in November and the nightmare started immediately. The last owner was also a corporate one but they were transparent about how much your rent would be each month because it's in the lease (which is a binding contract of course). This owner includes the monthly rent in the lease, but they also include a shady addendum that vaguely states that utility fees above your monthly flat fee would be billed as "excess utilities fees". They originally charged a flat fee as the base utility fee. Mind you, this is just for water, sewer, and trash. Of course, the company immediately increased the fee from $70 per month to $85. From the very beginning of my lease term, the owner charged these fake "excess utilities fees". I was annoyed, but the first month it was only about $20 so I didn't think too much of it. The next month, they charged me $40 above the $85 fee. Then, in March, that extra fee jumped to $80. This was in addition to the monthly flat fee of $85, so the total fee I paid was $165. Then, April, the company stopped collecting the $80 flat fee (without any notice), so I was charged the supposed full amount of usage, which had magically jumped to nearly $200. When I paid the rent today, I found out I was being charged $300 above my monthly rent. This is an illegal monthly rent increase. And keep in mind these extra charges ONLY increase each month and never decrease. Fluctuations in utility charges do not exclusively increase and County utility fees do not increase every month. The company gets away with this scam by using a system called Ratio Utility Billing System (RUBS). This allows the landlord to rob residents blind because it lacks any accounting of the fees and is deliberately opaque, making it impossible for residents to see how the fees are calculated, so the company charges whatever they want every month. It's basically a side hustle for the company. The reality is that you NEVER know what your rent is-just that it will be higher every month. You do not have any time to question these extra fees. And you will never receive an accounting or a copy of the master utility bill to review. I have requested both and been blown off. Instead, the owner uses "ledgers" to show tenants how their total rent was calculated for that month. They just put any amount they want. The ledger just namee each utility item and your supposed usage charge for each. SCAM! These rent increases (since this what the scam really is) are unlawful. Again, think twice about renting here-at least while this company owns the property. You will be stressed every month- especially if you are on a tight budget. Each month I am frustrated and angry. Dealing with this has become hell. Remember that, because of these fees, rent increases every month and you never know how much you're expected to pay, making it impossible to budget. I've lived here 7 years and was happy until now. I was never charged anything more than my monthly flat fee for utilities. Now, I regret renewing my lease. This company needs to be put out of business. No one should be expected to live with the constant stress of not knowing how high your rent will be because of these fake fees. At this rate, it is likely to double and then some in the very near future. If you are thinking about renting at the Falls at Arden, you need to seriously think about how much rent you can afford. If possible, talk to current tenants about these issues and how they are dealing with paying more every month. At some point, it will become unsustainable and you will have to move. The company uses the housing crunch to squeeze tenants for every penny because there isn't enough available housing. Do you really want to deal with this? I know I don't.

I moved out two weeks early, completed a pre-walkthrough with maintenance, and was told everything looked good. I even paid to have my apartment professionally cleaned. I left the unit in pristine condition -- no children, no pets, and no excessive wear. Then came the nightmare. After days and weeks of calling, leaving voicemails, and trying to speak to an actual human being, I got almost no communication. When I finally received information, I was told I owed nearly $600 beyond my deposit. On top of that, there were confusing and inconsistent lease terms -- I signed what I understood to be a 12-month lease, yet somehow they claim it was 13 months. My move-in was 4/16, I moved out a year later on 4/20, yet I'm being charged through 5/7. That math makes absolutely no sense. To make matters worse, when I went online to pay what I thought was my remaining balance, the system showed I owed over $1,200+ for a single week. The lack of clarity, accountability, and basic communication is beyond frustrating. The staff seems to have zero authority to actually resolve anything. You get passed from one person to another, with no real answers and no follow-through. And perhaps most concerning -- two weeks before moving out, I was verbally threatened and called obscene names by another tenant. I reported it to security and staff, left messages, and never received a response. This complex may look nice on the outside, but appearances are incredibly misleading. Between the lack of safety, nonexistent communication, billing confusion, and complete disregard for residents, I would strongly caution anyone considering moving here. DO NOT MOVE HERE if you can avoid it. You may end up paying far more than expected -- financially and emotionally.

Instead of them calling me the tenant they towed my car and cost me $480. I got a call from my lender telling me this two days later. William who was initially there when I moved in three months ago was amazing he called me when I was heading to work he says I don't want your car towed. (I came back and they didn't even pave my driveway just a white mark.) I reached out to the Sr manager and she says she put a note on my door my car was towed. (Nope she did not see pictures.) Right when I came to talk to the Sr property manger the deputy manager an African American young lady was rude to me when I asked to speak to sr manager and she begin to argue with me and threaten to have me thrown out. The Sr manager came out to calm me down after her employee attacked me and started arguing with me. She said she would call and five hours later no response. Which left me to do this. I have only been here three months I had a problem with my bank. I got a notice on my door I went straight to the bank and got a cashier check that they still screwed up but was able to fix when they went to cash it. They flagged my account and now I can't use blt rewards. And it makes me look like a bad renter. These people need to be really screened prior to hiring. I added pictures after getting my car out of impounding they couldn't even put a note on my door to tell me my car was impounded. I was out taking my daughter to orientation for college in Illinois. If my lender did not call I would have come home to my car gone and at least a courtesy notice. In stead I would have had to file a police report because they were negligent to provide details. I hate putting reviews like this up but people need to be aware of these actions. My original post was 5 stars I dropped to one. Look at the pictures guys now tell me does this warrant my car being towed away. And this is my designated parking slot (Someone needs to contact me so I can put the excellent review back up for the great maintenance crew who deserve it.)
