We took a tour of these apartments about 2 months before we moved in. The leasing agent Jody took us by a unit that was under renovation and claimed it was undergoing some slight maintenance and not to worry. As it turns out she lied, the entire complex is undergoing a complete remodel and they've removed our enclosed patios and taken it over to perform work. We had placed our security deposit down and she made no mention about any construction until the day before we moved in. Obviously too late to back out. The UHaul was packed and their wasn't a plan b since we had already put money down. We were trapped. They have removed the siding and began to remove the windows and left them partially detached for weeks before replacing them with new windows. As a result, the unit doesn't keep any heat in and the noise from the construction is unbearable from 8AM to 5PM. This complex has a lot of pets and they go crazy barking all day long while construction is ongoing. In addition, the construction crews are using the tenants power outlets in their patios and not reimbursing us for the power they use for their construction project. Not only are they not compensating us for the construction issues, but they're using our power to boot. When I confronted Jody the leasing agent, Mindi the manager and Patrick the regional manager about the fact that they trapped me into leasing this unit by not disclosing construction until the day before we moved in, their reply was that they did not know our unit was going to be under construction until a week before we moved in. Totally unacceptable and bogus since they sent a schedule of planned construction around that shows the project began at least three months before we moved in and every unit was undergoing construction at some point. They have been very unwilling to work with tenants and have not offered us any compensation. IN addition, the construction is taking twice as long as they told us it would. If you are reading this review think very seriously before dealing with anyone in the leasing office at Harbor Oaks, they will tell you anything, or in this case leave out the relevant bits of info, to get you to fork over a security deposit and sign a lease. PLEASE don't fall prey like we have, their are plenty of places that are more affordable with far less hassle! read more

My husband and I love living here! It's quiet for the most part with rare disturbances, but it's an apartment complex you have to expect noise every once in awhile. People are complaining about the renovations, but it's really not that bad at all. Plus they're upgrading the buildings complete with new windows and doors and they didn't raise our rent! The new buildings look great! The pool is never crowded and neither is the fitness center. We're minutes from downtown, west sac, raley field, arden, natomas...you can get anywhere in sac in less than 15 mins! Granite counter tops in the kitchen and bathrooms, in unit washer/dryer, pet friendly w no pet rent, vaulted ceilings, friendly office staff...honestly there's nothing to not love here. read more

3 years ago I had a choice between Harbor Oaks and another complex. I am so glad I made the decision to move here. It is so close to public transportation (as in less than a block away) and for not having a car for two and a half years and needing to get to school the bus was my friend. I love how I am minutes from downtown/old sac, minutes from the sleep train amphitheater, Arden mall, Raley field. There is a lake in the middle of the property thay attracts all sorts of ducks and geese. Every year there are paddle boats to use in the lake, I'm not a paddle boater, but my guests every summer seem to really love them! The leasing agents to include the property manager knows everyone by name. We have our own little community here. I can't imagine living anywhere else. read more

I have to say when I saw that posts from www.apartmentratings.com I was shocked. I thought "oh god, what have we done"? The people were so angry and left such horrible responses I told my fiance that we should go back and get our deposit. What changed my mind? Veronica. She was so upfront and so caring. She even went into depth about the shooting that occurred a few months before we thought to move there. If you go back and look at the reviews, yes people hated maintenance and yes there were issues with other things, but never a shooting before. This could happen anywhere people, believe me. We have lived in much worse conditions. People complained of spiders...uh you live in a "woodsy" (beautiful) area. What do you expect? I didn't pay attention to the reviews about maintenance. You live in an apartment, there is going to be issues with structure, things breaking down, etc. You want perfection? Buy a house (and even then you'll need to do repairs). My fiancé and moved in over the weekend. Our unit is one of the ones under construction. It is not that bad. I work from home and it has only been a minor inconvenience. the office even offered to let me use the model or even their office if I need to. I know once this remodel is over my unit will be beautiful and my view of the lake will be restored. Jody and everyone in the office has been wonderful to work with and they are trying very hard to accommodate us. My neighbors are all very friendly, there is plenty of parking and the park across the street is a really plus if you have dogs. I highly recommend Harbor Oaks!! read more

We first moved into these apartments in July 2019 and maybe two months later we started smelling smoke really bad in our apartment at all times. Turns out our downstairs neighbor smoked HEAVILY in his apartment all the time, after frequent phone calls to the office that went on the entirety of our stay there nothing was ever resolved. We finally decided we had had enough because we were then 2 months pregnant so we wanted out. After all the problems we had with the smoke we were hoping the office would be nice about us wanting to leave early but NOPE. They even tried to make us pay the lease cancelation fee for moving out ONE MONTH early. Past that, it's impossible to find parking here if you get off work 4pm or later may as well just park outside the complex (which is dangerous with the amount of homeless people that frequent the place). After moving out we didn't receive our entire deposit back which we've lived in two previous apartments and both were cleaned the exact same way and got the full deposit back for each of those places. But if $200 gets us finally out of this place then that's that. Don't waste your time, don't waste your money go up the street to Adagio. We had a great experience there. read more

Absolutely Fabulous place to live, and so close to downtown! Once they said "Free shuttle daily to downtown" I said "where do I sign?!! The grounds are BEAUTIFUL; the ponds, ducks, birds, dogs, and all the amazing trees makes it a wonderful resort! The Staff is wonderful friendly and creative with the various Holiday Party's or Pool Summer BBQ, or Valentines Celebration they go above and beyond! I'm impressed! This property looks good at first glance--lots of trees and the pond with the water spout is wonderful. But inside the apts are very old and outdated. I have had ants in my master bath every day for the past three months, and all they can offer is "we will spray". I have explaned that obviously they need to do more to get to the source of the problem but they just spray again. So I am basically paying for a master bath that I cannot use. I live in dread that the ants will eventually make their way out of the master bath into other parts of the apartment. In addition, be VERY careful about their move in specials and pricing. The pricing is so convulted it is very difficult to follow. It appears you are getting a bunch of discounts, but in reality you wind up getting nothing. I will give their service an A+--when you call about a problem, they respond quickly. The issue is, you are always calling about a problem because there is always a problem. Look around--the rate here are NOT cheap. I have friends that stay at more modern facilities and pay lower rates. read more

I really like Harbor Oaks for the following reasons: The nice neighbors, The quick and helpful maintenance services, The friendly and helpful people in the office, The decent parking, and the garages, The way the grounds and interiors are maintained and styled, The lake with fish, ducks, geese, and even a crane, and a blue heron comes on foggy days, The trees of all kinds, The pools, the brand new grill, the benches by the lake, The recycle bins, the numerous mailbox stations, The gym, the paddleboats, The parties offered by the apartments at Christmas and July 4th, The security gates that are well maintained, and the nighttime security service. The shuttle to downtown, the car cleaning station. I happen to know first hand that the owners and managers have gone to great lengths to ensure that we were safe and happy during the renovations. This place feels like a resort that I don't have to leave, and as long as I am living in apartments in Sacramento, I will be living here, or another apt owned by Demmon Partners. read more

My boyfriend and I are moving in next Wednesday into a Palamino interior floorplan. From start to finish, our experience with Harbor Oaks has been phenomenal. Miss Veronica took about over an hour to initially show us each and every floorplan that we wanted(that was available) and explained to us the veteran's benefit they offer-$25 of rent each month and 1/2 security deposit. My boyfriend is a veteran and we surely appreciated hearing that news! We also have two dogs, and cannot wait to bring them home to Harbor Oaks, where there are tons of parks and the river close by that we can walk them to. I cannot wait to be a resident and look forward to meeting my neighbors and being apart of this wonderful community. read more

I'm really surprised at all the negative reviews here. I guess a lot of people have lived in some really nice places because Harbor Oaks is by FAR the nicest complex I've lived in. Yes the renovations suck beyond annoyance. Once it was over, we were very happy with how everything looked. The office staff has always been professional and courteous whenever I need anything. I rarely go in there, when I do it's for packages, and they're always helpful and even remember our names/apartment. I've had issues with my a/c before and they get on it right away. There have been a few incidents here which prevent me from leaving a 5-star review. Shortly after moving in there was a homicide in an adjacent building. Not the complexes fault but disturbing nonetheless (party got out of hand from some weekend renters and shots were fired). Our car was also nearly totaled (dollars away actually and it was only two years old) by a collapsed oak tree in the complex...and we're still waiting for them to finish rebuilding our carport .I think the owners could have handled it a lot better but it's water under the bridge now. Overall, this place is so much better than other apartments and even rental houses I've lived in. The tenants are very quiet and courteous. The office staff has always been polite, helpful, and courteous. It's close to a lot of shopping/food in any direction you go. There are a few shady areas around here, but we are pretty happy living here. I would be happier if rent rates were a little lower though. Oh and to all the people complaining about bugs...you live in an apartment surrounding water (the lake inside and the river across the street). That's what happens when you live near water. We've only had the occasional spider in our apartment. No biggie and I hate spiders. read more

Veronica is the best person to talk to. She is always friendly. She knows your name- every time you go to the office. Veronica works too hard- she deserves a bonus and a promotion!!!! She is professional and has a great personality. It is hard to find a person such as her. She made my experience here wonderful. I prefer to work with her than Jody who also works there. For some reason- Joy is not friendly or even approachable at all. The maintenance guys are pretty cool and they are on top of things. One of the nicest places I have lived at. For $945/mo including garage it was a great deal. Solid floors, totally quiet, walls dont shake when you walk around upstairs. Very solid. Very beautiful modeling. Granite counter tops, cabinets are amazing and it is very peaceful. However, they entered my apartment without notice and left a light bulb on my counter and that disturbs me as I did not request that. I dealt only with Veronica and she is extremely personable. Another downfall is they raised rents to around $1050 w/o garage. Also, smaller than Adagio by 100 sq ft, but so much nicer read more

My husband and I lived here in 2012 and LOVED it. It's lovely and serene. The staff was great, we ended up having to break our lease due to my husbands job transfer, but they were very accommodating. We had 2 large 75lb old dogs at that time and it was lovely to walk across to the little oak park or walk on the trails by the canal/creek.It's also a short walk/ride to discovery park & about 2 miles further walking on the path to Old sacramento. We are moving back to Sacramento and will be trying to get into Harbor Oaks again! read more

I have been living at Harbor Oaks for almost 2 years now. I love my apartment, the atmosphere and relaxation I feel when I come home, and the friendly staff that works here. Altogether it makes for a wonderful community to live in. All of the residents are friendly and social too. My cats absolutely love going outside and chasing the ducks by the water haha. When we first moved in the staff was nice but the recent office staff is fantastic! Everyone is always in a positive mood and very friendly. I recently won tickets to a river cats game and am now renting the clubhouse for my graduation party! I highly recommend Harbor Oaks. read more

Horrible horrible apartment complex and office staff has no integrity whatsoever. I put a deposit down thinking I would get a luxury apartment complex with lake view. Boy was I wrong. A day before moving in I was told our apartment unit was going through some minor renovations. Not the case at all. Everything was stripped down and the walls were cracked. Told me it would be only a few weeks and two months later it's still under renovation. Still no patio as promised and have not even offered us tenant a prorated rent. I'm sick of living under this construction hell hole and recommend you to stay far away. That is unless you want to be lied to and scammed. Future tenants beware. I recently moved out last month. I lived at Harbor Oaks for 3 1/2 years with my boyfriend. My boyfriends car was broken into 2 times, all his tools stolen from his locked tool box...twice, radio ripped out, our 2 cruiser bikes were stolen. Out of the whole time I have lived here I seen the security guard no more then 10 times and often times, he's sitting outside of the gate waiting for someone to let him in. He does a drive through the complex in and out and is on to the next security complex he has to role through. The new protocol "neighborhood watch" is kinda a joke. What's your neighbor going to do?? All the renters paying rent should more then well cover the cost of security cameras. The leasing office had the drop box broken into i had to change my checking account because my check was in the box, and the next morning they get a camera just for their front door why aren't the renters looked after the same way?? Every other day is homeless person going through the trashes, so careful what you throw away!! Shred what you can!! We had mold in our bathroom, the repair was simply painting over it, so naturally it kept accumulating. Yuck! Every winter we had carpet blowers going on over night because of leaks, 1 during Christmas and then Thanksgiving 2 years in a row!! The first year in our bedroom we noticed water damage from warping on the ceiling and wall, 2nd year the middle of our living room and the 3rd year we had sewage coming out of our toilet because of tree branches causing blockage!! Water seeping under our carpets surrounding the bathroom (We lived on the 1st floor) Top it off they're asking for more than $550 over our deposit because the carpet had to be replaced after living there for 3 1/2yrs?!! This blows my mind!! I wouldn't recommend it, it's dramatically over priced for what you get back in return. read more

We were moving to CA from CO for my husbands job and we didn't have time to travel beforehand to chose a place to live. We based our decision solely off their website and from talking over the phone with Veronica. They made the move so smooth and we were able to drive in with our 30ft UHaul, sign a couple of forms and move right it. It felt like home instantly. The staff, Veronica & Jody in particular are so wonderful! We lived here for 3 years before we had to move out of state for another job promotion. I was so sad to leave. Harbor Oaks really was like its own community. I made life long friends living there and our daughter got to grow up there. She was 18 months when we moved in and 5 when we moved out. She learned to swim at their beautiful pool where we spent many of our days. The staff always put of really fun events and I always felt like it was home. I loved all the guys on the maintenance staff. If anything ever was broken it was fixed immediately. It was a sad day when we had to move. We've been gone 9 months and I still miss it! I thought this was a great place to live until I had to move out. I lost my job and had to break my lease and the people seemed so helpful and understanding. Then I get my deposit refund only to find out that they claim there was severe pet urine damage to the carpet and had to replace the entire apartment's carpeting. This is an out and out lie! I won't say my dogs never had an accident but I cleaned the carpet thoroughly on the very few occasions that it happened and it was only ever in two of the rooms not in every room of the apartment. And I don't know how they think the carpets aren't going to get quite soiled when all of the trees around coat everything in sap and get your shoes and the dogs' feet all sticky every time you step outside your door! read more

I've lived here for almost 4 years and initially loved it! But, I've had a very mixed experience so I feel compelled to write this. PROS: * It looks beautiful and feels very tranquil. There are a lot of animals, including ducks, squirrels, and scrub jays. * Some of the staff people are very nice, but many of the office staff are incompetent. * My neighbors are amazing, but many are leaving due to the increasing prices. * Glad that they went to a more xeriscaping system, but they still need to improve. CONS: * My rent has almost doubled in the 4 years (seriously) and it's no longer worth it to me to live here, as it's too expensive and not secure enough. * The way that they require you to sign a lease is illegal. For instance, you cannot have write-ins and they can require you to post-date. * They did a major overhaul/construction (nightmare), which took over 6 months (on my apt alone, but others were better). Our rent stayed the same (except one month) but because the siding and insulation was removed, our bills skyrocketed, and they required that many pets be housed elsewhere (for 6 months!) at our expense! They still do minor construction projects every 3 months, but have a poor, although improving, notification system. * They do way too much on their grounds and it ends up in their water (very gross). * I had approximately 500 wasps in my apartment; they came in through the vents (again) because they were living in my neighbors siding (seriously)! I asked the office staff to have maintenance with it, but they told me to do it. I'm highly allergic and while I'll move one outside, there's no way I'll deal with that many. But it took me 30 minutes of trying to convince them to get them to do their jobs! * My apt was robbed (during construction) and there was a murder here (supposedly they changed their practices to not allow single night rentals, but I'm not sure). I reported the robbery, and submitted the police report, but never got a response. There is a security company, but they only come twice a night, but keep the police away (we have low priority for response because we have security people). This is a horrible system and even though we discussed it at a meeting, it never changed. read more

I moved here In July of 2014. My building was just renovated. They had to finish up the windows and outside railing. I know that the renovation was massive, but the quality is as good as it gets. All the windows, sliding doors, granite counter tops, molding, with two tone paint, are top quality. The sliding doors and windows are good sturdy triple paned quality. It is messy and confusing with all the construction and upgrading the lawns, but I love that most of the apartments face the large winding ponds that are kept very clean with the aeration of the fountains. They didn't just paint to cover up, the siding and insulation was completely removed and replaced with new insulation, siding and trim. It is basically a new structure. I really like the location with very little traffic and tree lined streets. read more

I lived here for two years because switching from a lease to month to month would jack my (one bedroom) rent up to almost $1600 a month. If you live here you will get trapped just like I was. We have been living in these apartments since the end of September and it is now April. Everyday has been a nightmare of noise. There is absolutely no peace here. I am a stay at home mom and my son has a difficult time sleeping when the lawn service is working and he is a deep sleeper. The first three months we lived here- they were remodeling the pool. So everyday, all day you heard drills of some sort. Since then it's the lawn service. They are either on the roof blowing leaves, blowing leaves in the driveways, trimming the hedges, or mowing the grass. I understand it needs to be done and I appreciate they take care of the complex. But this task isn't just done on one day of the week- it an everyday chore for several hours of the day. Incessant noise! The only thing we like about this community is enjoying the ducks around the lake. My son enjoys watching the ducks and tossing rocks into the lake. We cannot wait to move out of here! To update since this last review-the community did their absolute best to accommodate us on noise. Things have gotten much quieter! read more

I am so grateful to live in my perfect apartment!! Harbour oaks is amazing! It had been so quite here and I have lived here for 7 months now. Everyone is friendly staff and neighbors. It is literally like pleasantville but at an apartment complex:) So happy my fiancé and I have moved here. It had been a pleasure and I have referred some friends they all love it!! They are remodeling the place and I think it's crazy to come across some comments about how it's horrible since they're remodeling lately.Duh.. its common sense it will be a little noisy since they are trying to enhance the apartments aesthetics and make it an even more amazing place! No one has no right to judge this place while they're upgrading. They are probably the most prestigious place to get remodeling from. I mean they left a note on my door for $25 dollar gift card to Starbucks and $25 to movies and $100 off next months rent!! I came to Harbor Oaks almost 8 years ago now with my Teenage Daughter. We moved up to Sacramento from Southern California. When we first saw the Property Online, we didn't believe it was true--such a Gorgeous place--incredible grounds with abundant trees, a lake running through the Property, Apartment Buildings that look like upscale Condos--but it was all real. Then, we get here and see that the Interior of the Apartments have been designed with Attention to detail and Style. Granite Counter tops, Fireplaces, spacious, well- laid out Rooms, very Pet Friendly Policies (coupled with brilliant solutions to making sure the Beautiful Grounds stay safe and sanitary) and extras like Microwaves and Washers and Dryers IN THE UNITS (something that is difficult to come by in Southern California) help make Harbor Oaks a winning Community. But that's not all. What really gives Harbor Oaks the Prize for me is the Staff. From the Apartment Manager Mindy to the others in the Office like Veronica and Donny, the Professionalism is totally 5 Star. Even so, they all remain Friendly and easy going, and have a deep understanding that Tenants want to be able to feel at Home here above all else. The Maintenance Staff here is Amazing--seems they can fix any thing--fast and accurately and usually at no cost to Tenants. Housekeeping makes sure all our Common Areas are super tidy and clean and they are so extremely efficient. There are additional Perks here, too--like Holiday Parties, Bar-B-Qs, Pool Parties and Super Bowl gatherings that really make this place feel like a Neighborhood, or even a Small Town. I could go on, because there is really just so much Harbor Oaks has to offer. I could not have found a Better, Safer, Cleaner place to raise my Daughter. AND it is right in the middle of Everything Sacramento--minutes from Downtown and the California State Capitol, not too far from the University or Community Colleges, and Shopping Everywhere. If you are moving to the Sacramento Area from anywhere and want Value, Safety, Class, Fun, Beauty, and Attentiveness from a caring, daily Staff, and a great Community to call home, I'd say RUN, don't walk to Harbor Oaks... read more
