I came across this place unexpectedly with a friend. Upon going in I saw tons of photos with senators, politicians ,etc , so I figured this place had to have some weight and muscle in it. I was right . The decor was appreciated and welcoming. The menu was rich and the prices were quite reasonable ($12-$20) especially for being located on Capital Hill. I went with the country fried beef with spring rolls. As a first timer, i needed to play it safe so something fried and sty fry could never let you down. The portion was nice , great to share. The beef had a crunchy, sweet taste initially . It got old pretty fast however. I do think this restaurant is a winner. My friend ordered the general tso chicken and it was amazing. I was sinking into the living room couch one Saturday afternoon, hungry and quite exhausted from the night before. Now there's plenty of food in the refrigerator 20 feet from me, but the front door is only 5 feet away. In the interests of energy preservation, the choice was clear that I needed my next meal to come through that door. Enter Hunan Dynasty - which my other yelpers had given such high marks. I called up and immediately ordered up my favorites of steamed meat dumplings and General Tso's ($12 min. order). Well actually, I didn't order immediately. The nice lady who answered the phone put me on hold for a bit of time. And by "put on hold" I mean the phone was set down so that I could still hear other conversations the lady was having. It sounded like she was manning (womanning?) about half a dozen phones. Finally I got through. I was expecting, nay, desperately hoping for fast service so that I could settle my stomach and promptly pass out in front of the t.v., but my food didn't come through the door for another 45 minutes. Oh Job, I understand your patience. The lady who took my order also delivered my meal. It seems she wrote down the wrong phone number so that's why she was late. I started to wonder how a wrong phone number would affect food delivery but my stomach interupted with demands for the General. The serving of Tso's was very tasty and quite generous. The dumplings were also very good and came with the obligatory soy sauce. So 5 stars for the food, but minus one star for the late delivery. Maybe next time I'll just get out of the house and eat-in. On my second visit (2/6/11) the food they served me tasted like it was leftover from my first visit...OVER TEN YEARS AGO. Boy, this place sucks. But it's very cheap, so you can't get too upset. But it's the worst Chinese food I've ever had and makes the place my parents go in Pacific Palisades--Joan Rivers' regular Sunday night place with her family--look like Shun Lee or the defunct Chin Chin on 49th and 3rd across from Smith and Wollensky. I had a good trip to DC last week and my dinner here was enjoyable due to the company. Otherwise it was a disaster. Won ton soup (cup) is 1.75. It was bland salty broth with a bad won ton (all noodle, no meat). My friends ordered a goupy shrimp entree. I wasn't hungry but even if I had been, I would have eaten just rice to stave off starvation. The Szechwuan string beans weren't horrible, but they weren't good: If I had been going to my own home, I'd have boxed them up, hosed them off, and used them for something else. Greg B wrote: "Perfectly fine standard Americanized Chinese food." I agree with Americanized, but not with perfectly fine. And why any Asian tour group would come for lunch and dinner baffles me, unless they were on some budget tour. The server didn't speak English but was quite nice. He takes your order by the price of the dish. So my subpar beef skewers (greasy, blah meat) was "5.95." The real kicker is that they play the same muzak Christmas carol (singular) on a loop: 90 minutes of "Frosty the Snowman." We didn't notice until about halfway through dinner. If a date wants to take you here? Run for the hills. It means the person is cheap and that s/he has no taste. Never trust a cheap Chinese place that serves sushi. Asian fusion fine dining is one thing. But almost no cheap or moderate restaurants do Chinese *and* sushi well. Kyla W's review says it all: "I'm not a huge sushi eater, but this is the perfect place to begin." She recommends "chicken teriyaki rolls." Sorry, but that's not sushi. It's a bastardized, non-fish sushi-type food product. I suppose vegetarian sushi at some place Adam Platt recommends (New York Magazine critic who recently "came out" from behind his shroud of secrecy) might be okay. But sushi should be fish, preferably raw, and in some specialty rolls cooked. A moderately-priced place on the UWS off Columbus and 68th is fair; they have sushi rolls along with other Asian entrees, but that's New York. Astonishingly, politicians (people in both houses of Congress) are willing to admit they dine here. As you come in, you see a wall of autographed 8x11 pictures. There's one of Hillary in 2007. Congresspeople either have zero taste (not at all hard to believe), or they're a bunch of liars who pretend to like Hunan Dynasty (even less hard to believe). At 10, I would have hated this restaurant. It has not one redeeming feature, unless the cool aquarium counts. If you must go with a group, 1) Find better dining companions so as to avoid this next time in Capitol Hill, 2) Stick with sake, which is 9.95 for a large. You're better off at Bellweathers or that Mexican joint a few blocks from the Library of Congress, which has a cheap friendly happy hour and decent Mexican food. I think the reason there is so little good food in the area is that heavy hitters all dine at their clubs. You have Cosmos, the Capitol Club and the one across the street from the CC. (3.5 stars) I've had carry out twice so far. The first time I had Kung Pao Chicken and wasn't too thrilled about it. Although the sauce was good and spicy, I wasn't a fan of their chicken. The pieces were larger than I care for and it had bits of cartilage or whatever it is in chicken that shouldn't be there. The second time I went for the Kung Pao Tofu... no bits of cartilage in the tofu! The tofu pieces were perfect, good and spongy, soaking up the Kung Pao sauce just right. I wouldn't make the trip from Chinatown to eat there, but Hunan Dynasty is a great option when I work nights on the hill. read more

I think this is the worst Chinese food I've had in the DC area. Of course I often avoid Chinese places in the district, and opt for stuff in the suburbs. But I had a LivingSocial discount so I figured why not give it a try. I got the Hunan Beef lunch special because I figured it's got Hunan in the name, so they had better do something good that's "hunan". It was incredibly tasteless. Not spicy AT ALL. Despite the indication on the menu that it was spicy. I also got an order of pan fried veggie dumplings. These were quite possibly the worst dumplings I've ever had at an Asian restaurant in my life. They were huge, in the shape of extra large pierogies, and the dumpling "skin" was 1/4 of an inch thick! Umm wtf? I've never seen Chinese dumplings this large in my life and they clearly were not made properly. On top of that only one side was "pan fried", and what they really meant was pan burned. They had obviously just been left to sit in the pan, on one side only, for a few minutes, because there was a large burned spot on each one. As for the taste - also bland, as well as the dumpling sauce that came with it. Avoid the dumplings at all costs. The only decent item that I got was the veggie spring roll that came w/ the lunch special. I will not be going back. read more

This place has the best lunch deal! For about $6 you get miso soup, a spring roll, 1 California roll, and 1 Cucumber roll, and tea as well! Honestly, I have never had any of the other entrees besides the sushi special #1. The sushi special #2 is also good, I believe that is a spicy tuna roll with a cucumber roll, and might be a few dollars more. Yep, I had another craving for bad Chinese food--this time in close proximity to the Capitol. The choices are few in the neighborhood (for some odd reason), and Hunan Dynasty looked like the logical choice. I came with some friends over the lunch hour and I was disappointed, even as far as bad Chinese food goes. My theory is that this place is normally better, but that they cut corners to accomodate the lunch rush. It was quite busy, but we were able to be seated immediately. We ordered the General Tso's Chicken and watercress to share. The big problem was that the chicken was obviously old. I never expect General's chicken to be great, but I do hope for a few qualities. The sauce was too sweet and the chicken was soggy. It had likely been made in bulk and sat in a tray for the last hour to accomodate the lunch crowd (it was the special of the day). I had never had Chinese style watercress, but had high hopes. This vegetable was the saving grace of the meal. It was cooked quickly with a touch of garlic and some oil and seasoning. This is the best way to eat most leafy vegetables, and they did well. The texture is very similar to what my mom used to call "swamp cabbage," with a slight crunch to the stems and an almost meaty consistency to the clumps of cooked leaves. The dish was overpriced, however. I would have liked the entire serving to myself as a SIDE to what else I was eating and it was eight dollars. I'm a rice snob, I admit. I thought the rice to be dry and lifeless. I need my rice to clump so that I can pick it up with chopsticks. This stuff was like trying to eat rice krispies. This experience was just plain bad, but the vegetable gave me hope that it could be good during the right hour and ordering the right food, albeit at a prohibitive price. 3.5 stars Frankly, a little bland. But the textures are good (not too greasy or slimy or overcooked). Probably the best Chinese delivery on the hill. However, that's not saying a whole lot. I've never eaten here on site, only taken out. My hot and sour soup was good, but could have been much hotter (and included more fungus!) Since this is the hill, the food is pricey for a Chinese place ($20 for a combo lo mein, large hot and sour soup + tip for delivery). Luckily, I have hot sauce at home that I can just add on. Their dumpling's skins are really thick, eep! One thing I really do like about this place is that they have microwave safe takeout containers. More places should look into this! I might just have to drive over to take out from Full Kee in Chinatown at this rate when I want better food, but this place will do in a pinch if the weather is bad or I'm feeling lazy. read more

This Chinese restaurant is a so-so place. At first glance, this is a nice little place with all the traditional Chinese decor, including those plastic slipcovers on the chairs. The food was ok...nothing unforgettable. You're better off eating at Tai Shan in Chinatown or order take-out at Yum's. In addition, they serve rice in this covered silver bowl. Uhm, hot rice in a metal bowl...means what? Means that it'll be too hot to handle the bowl to put some rice on your plate. Uh...hell-o! This wasn't a bad place to dine but not the best. I don't recommend ordering drinks here. My boyfriend and I got a strawberry daiquiri and a Pina colada, both $7.50 and were horrible and lacked alcohol. Above average pricing. I got a salmon roll with avocado and a spicy tuna roll. Both were good, but the salmon was cut too thick, something I wasn't going to complain about at first, before I started eating it. This was some of the best Chinese food I have had in a long time. I was here on business and the atmosphere was very appropriate. My group was seated in a private room in the back, away from the masses! This place appears to be a favorite lunch spot for hill staff during the week. While I did order for our party, I was fortunate enough to try many of Hunan Dynasty's offerings, including dumplings, wonton soup, crispy beef, Gen. Tso's, lo mein, and a ton of other dishes that I cannot even remember now. Had I been at Hunan outside of work, I probably would have stayed much longer and eaten until all the food was gone! This place rocks. I hope to go again soon so I can confirm that it does indeed deserve 5 stars. read more

(Understandable, there ain't much choice in the area). Why does it suck? I just moved to Capitol Hill and am now on the hunt for my go-to take-out place. It looks like Young Chow and Hunan Dynasty are the only choices in the area. I decided to try Hunan Dynasty first, for no particular reason. Here's the run down. Vegetable Dumplings- 5 came in the package. They were large, but overly dough-y and filled with what appeared to be broccoli and cabbage. The broccoli-cabbage mixture didn't bother me, but the dough-iness did. You can find better dumplings at Trader Joe's. Hot and Sour Soup- Neither hot nor sour, but had a good amount of tofu. "Eh" is a good way to put it. Vegetables in Spicy Garlic Sauce- Terrible. The sauce was neither hot nor spicy- but vinegary and sweet. The vegetables were mushy. It was edible, but I would give this a one star. Chicken with Snow Peas- This is the only thing I would order again. It was along the lines of Average-Chinese-Take-Out. read more

H8ers gonna h8. This is my go-to Chinese takeout establishment in Southeast and I dare you to find a cuter, friendlier staff serving delivery and carry-out pan-Asian food of comparable quality within a five mile radius. Not sure if it's family owned, but definitely has that vibe - the lovely woman who took my order over the phone made a point to engage me in earnest conversation while I waited a few minutes for my takeout sushi to be ready, confirming my name and her hope to see me again with far more warmth than was required after the $2 tip I left. I've never dined at the actual restaurant (at 8pm on a Wednesday it was nearly deserted), but the takeout is timely and consistent. It's a restaurant that serves General Tso's chicken on the same menu with Pad Thai and unagi, so this isn't the place to have adventures in authentic cuisine. Just stick with the classics and you'll be fine (although the sushi is surprisingly decent). The food isn't quite at the 4 star mark, but the generous portions and the great service deserve extra kudos. Important Addendum: Do NOT order the Pad Thai here. Yes, this is totally my fault for ordering Pad Thai from a Chinese restaurant in the first place, but their sushi is good! And I've given up on my go-to Thai takeout on the Hill! I thought it would be okay. It was not okay. My dinner did not resemble Pad Thai in any way apart from the presence of glass noodles. There was no tamarind sauce, not a hint of palm sugar, they put a lemon wedge instead of lime into my carton. Instead of bean sprouts and scallions I got broccoli (??!?!) and baby corn. I ordered food at 6:10pm and I got it at 7:50pm. Just don't order the Peking duck at this place, otherwise you will be mad and hungry for the whole hour with nothing served. Also, another advice, if you are not at home, please DON'T order delivery from this restaurant, since they will take for granted that you don't need chopsticks, forks, spoons, or any other tableware. So basically what I've been through is waiting for one hour and a half, getting a messy meal, and calling the staff, being told it was my fault not mentioning I cannot have tofu with my bare hands, and thenstaring at my cold tofu with no way to have it. I don't understand the popularity of this place. Maybe its proximity to the Capitol has everyone fooled. Sure, the dining room looks nice (that should have set off warning bells) with pictures of local "celebreties" (aka Congressmen) on the walls, but the food sucks, and I don't say that very often. The first time I went I had the rib appetizer and a totally forgetable main course. The ribs were horrible. I was expecting the small, glazed ribs that you would normally find in a Chinese American place. What I got were huge, tough and virtually inedible ribs of the sort you might find in a bad BBQ joint. I thought maybe I was ordering wrong, so I gave it another shot I followed the lead of someone who seemed to be in the know and ordered Ma Po Doufu. This was absolutely the worst version of this classic Szechuan dish that I've ever had in my life. It was like someone had poured bolognese sauce over tofu, Save yourself the pain and avoid at all costs. For better Chinese on the Hill, go to Fusion Grill on Barracks row, and for much better Szechuan Cuisine, try Great Wall on 14th Street. I really want to love this restaurant. The space inside is great because the dining room is wide open and I like the decor even though its a little dated. I also love Hunan style food. I give the location and feel of the restaurant 4 stars easily. But the food is a different story. I ordered the Hunan scallops and there were several problems. Most importantly, the sauce was too soupy. The best Hunan sauces in my opinion are thicker and have more flavor. The scallops were over-cooked as well. I realize that is what you get at a lot of Chinese restaurants, but I was hoping this place would be different. Another problem was that I really like straw mushrooms in my Hunan dishes, and this place clearly uses sliced button mushrooms. They're just not as good. The bamboo shoots used in the food were tough and hard, when they should be tender. In sum, I like this place and would love to go to lunch or dinner here with a group, if only their food was better! Their prices are low, but I think they should charge a few dollars more for dinner if it meant improving the quality of the food. read more

Awful!!!! After an hour and 30 min this place STILL doesn't have my order on the way, which the last time I called (it was an hour in) they said the sushi order was already on the way. Then they tell me at the 1.5 hour mark that they were 20 min from even filling my order!!! Awful service!!! So glad I did not give them my cc info as they said it would be another 30 min before delivery would be on the way. Terrible service and did not want to even talk to me. My experience here hasn't been as good as other people's I'm afraid to say. I had the General's chicken and it had an artificial taste to it and was almost unbearable. My wife had one the nightly specials and couldn't really get into it either. The service was good and people were friendly, but the food just didn't leave a good taste in our mouths. The Peking Duck is a slice of heaven, and so are the cheese wonton. Stay away from the Gen'l Tsou- not really very spicy and often "goopy".. it's more like "Lt. Cdr. Tsou" ie: needs more fire and maturity. The fried rice of any variety is good, as is the lo mein. Also not a fan of the friend or steamed meat dumplings.. too much dough and not enough meat. Delivery is always good and prompt and courteous. And hey, they are the only Chinese place on the hill that takes credit cards so that's a bonus! read more
