A technician came out and inspected it. He said he needed to turn water off to the whole house but probably would run into a problem with the shut off valve, and recommended that be replaced also. In the meantime I spoke with a friend who has some plumbing knowledge and he told me how to make the repair. I didn't need to shut off the water at all. It cost me less than $6 and took about 5 minutes. I definitely feel I this technician was trying to swindle me. I called the owner and asked to speak with him to give him a chance to rectify the situation, but after leaving a message because he wasn't available never got a return call.
