My son's birthday party started at 11am balloons did not arrive until 12noon, to a park which was only 5 minutes away, When I called Guadalupe her response was "I send them, what do you want me to do" The delivery person stated that the balloons were given to him at 11:50, and he delivered immediately; which was 12noon an hour after party began.
